brown and white bethlehem pa friday september 25 1970 866-0331 vol 82 - no 3 u forum fumbles meeting procedure by don suss for two hours wednesday afternoon the university forum met an<l following 12 proposals amendments and amendments to amendments 13 motions to vote on whether to end discussion and vote on an amendment and a total of 2ft forum votes a resolution was finallv passed that stipulated the criteria for determining committee membership resolution passes the resolution originally introduced by dr norman p melchert was passed in its amended form to include five points for committee membership 1 f.ach of the five standing committees will have no more than 23 members 2 membership for each standing committee will be half student half faculty so far as possible and one administration forum member designated by the president of the university 3 individual committee membership will be determined bv each non-administrative member of the forum indicating their first through fifth choice from among the five c ommittees . 4 f.ach member will also be assigned a random number from 1 to 113 !>, in the order of the assigned numbers each member will be given his first choice until the committee membership is filled in accordance with the halt student half faculty requirement then his second choice etc first amendment the first amendment to melchert's original resolution was proposed by dr alan h stenning at the outset of the forum discussion he suggested ttiat one administra tion member of the forum be assigned to each of the four other committees bv the president of the university dr stennin^'s rationale was that " presuiuablv the intent of the forum is hat ad ministration members could serve on the committees which they could best aid otherwise administration members would bo subject lo the same pnx'ess of com mittee assignment as tie other members of the forum which could conceivably result in a disproportionate number of the administration members on anv one com mittee amendment amended robert f frazier 71 tlien pri osi an amendment to dr stenning's amend ment to dr melchert's original resolu tion stating that tlie administration mem bers should not be appointed bv the president of the university but instead bv the chairman of the forum a vote to end discussion on this new amendment to the amendment was later passed and then an oral vote was taken in which it was defeated finally another vote was taken to end discussion on dr stenning's oriimiul amendment which was passed the oral vote winch followed resulted irit lie pass ige of the amendment another change in dr melrhertn original resolution was also promised bv marvin j i ovine 71 he issued a sub stitute resolution pro|h»sal for committee membership winch staled that thecom mittee membership for the four standing committees shall be set at it least 10 members and not more tlian 14 it also stipulated tliat there must be at least three faculty and three students on end c oinmiltep gestation period three amendments to levine's sub stitute resolution were then raised from the floor following seven forum votes to end discussion on the amendments and to decide on the amendments themselves l.evine's resolution was altered in two wavs first the four standing-committees referred to bv levine in his statement were changed to five this amendment had the effect of placing the budget com mittee on an even par with the other four standing committees second change the second change was to switch the number of students and faculty from 3-3 to half student half far uity although lev ine's substitute resolution was then defeated in another forum vote the two changes were added to melchert's original resolution as a result of the additional amend ments proposals amendments lo amend ments and numerous votes two other changes were added to the melchert resolution first the number of members on each standing committee was raised from 15 to 23 secondly instead of the members indicating only their top two preferences for committee assignment as originally proposed they would have to show a preference among all five com mittees b&w photo by camana wednesday's forum meeting was marked by numerous points of confusion and and amendment proposals addition of coeds will not provide problems next year by waltkr wilc'/vnski since the decision to go coed was made last may the university has received over 260 inquiries from interested women some 30 or 40 women candidates have been interviewed since june according to dean of admissions samuel h missimer there is little difference between the handling of women and men applicants standards and requirements are the same and the university's basics such as curriculum will not be altered m issimer feels it would be a major mistake to change educational policy to accom modate the women as for the interviewing missimer said everyone is taking it m stride since women applying for graduate or summer positions have been interviewed many times the only difference between inter viewing men and women is that the girls usually are more talkative and are more concerned about such things as housing questioning the value of the '" madison a venue approach or high pressure sales manship missimer reported there is no special recruiting other than the normal procedure used to inform secondary school students of lehigh's qualifications any problems women freshmen might encounter boil down to an individual matter said missimer i have faith m the way lehigh students will treat them he also said there are no problems m processing or reviewing tno coed ap plicants since the university '" is geared up to the handling of these matters however m some of the university's sections the gearing up will have to be done at a later date director of undergraduate financial aid william e stanford said that since the budget is not finished until late m the year the amount of financial aid ear marked for the coeds has not been deter mined stanford reaffirmed however tliat there will not be a significant difference m the percentage between women and men m the amount of aid given and that both will l>e competing on the same basis another reason for the delay said stan ford is that the university will soon begin the lengthy process of examining the wording on the legal documents which accompanied endowments some of the documents written l>efore lehigh even considered coeducation may have phrases such as for worthy male students m which case the funds which they ac e ompanied could not be used for the women in iie physical education department assistant director john s steckbeck said that as of vet that department has not discussed the situation wnli the admini stration the major concern of the depart ment according to steckbeck is the acquisition or modification of facilities for the woinpn students steckbeck said that the question of whether coeds will even be required to take any physical education courses at all has not been resolved he assumes that if such courses are required women in structors will be lured to teacli them steckbeck admitted however it would l>e a pleasure to work with them if tlie opportunity arose sigma alpha mu second to leave ifc sigma alpha mv became the second fraternity to withdraw i'rom hit 1 inter raternitv council ifc at a meeting held last tuesday tau delta phi was the first house ever to withdraw from the fraternity government last year ifc should be an action oriented organizational and communicational group said david kols who represented the house at the meeting in these respects ii c has been a complete letdown it is merely a tool of the university david dickstein president of sigma alpha mv who did not attend the meeting cited the fraternity management assn.ffma / as one of the reasons for the fraternity's discontent the university m affect told ifc either you adopt fma or we will impose our own stronger measures upon you dickstein also thought that the ifc fart finding committee was hypocritical m its report of dirty rushing last year there were charges that the committee had " looked the other way when other houses engaged m dirty rushing john graham president of ifc stated that fma has helped the finances of fra ternities immeasurably he said that two different fact finding committees were set up to insure impartiality m the enforcement of rules their decision really doesn't make sense graham added " all ifc decisions are binding on them anyway according to i\*e university regulations
