brown and white bethlehem pa tuesday february 13 1968 ' 866-0331 vol 79 - no 27 parking situation remains critical hill students must walk by john seitz the closing of apper taylor field and the presence of more cars on campus has created serious problems tor fraternity men living in upper mil houses living too tar away to walk to class especially la cold or bad weather drivers on the upper hill have been forced to park off campus as far away as fourth street in some cases they have been parking il legally at delta tau delta where is of tht brothers have cars about one-third use their care less and walk to class instead they believe the situation has become worse since the closing of upper taylor field as one brother pointed out they have the option of going to class extremely early or looking for a parking space and being late for class it takes is minutes to walk from pi lambda phi to the lower campus tht closing of upper taylor field has forced the 28 brothers who have cars to park as far away as bth st near kappa alpha at sigma alpha mu where there are 25 cars a few of thp brothers have resorted to walking others are parking en fourth st an extreme case occurred when a brother left at 10:55 for an 11 o'clock class and returned at 11:15 after he bad been unable to find a parking space tau delta phi is upset over a number of parking tickets handed out during rush ing the closing of upper taylor field affects many of the 20 brothers with cars since the ones with early morning classes parked there upper field ruled closed by olenn airoood the ad hoe committee on parking shushed by university president or w dsmtng lewis to seek solutions to tht critical parking problem on campus has recommended that upper taylor field be permanently closed to student parkin tht action by the committee at yea terday*s meeting officially backs director of atsittlcs william leckonby inchalnlng the gates leading to the upper field leckonby sealed tht gates and put up signs reading no parking anytime cars wiu be towed at owners expense following an incident la which a depart ment of athletic truck slid into two student vehicles parked in upper taylor field the committees decision to close tht field came after consideration was give to both tht needs of the 1,748 student registrations on campus and the 1,400 to 1,600 students affected by tht loss of tht recreational facility of the field according to university treasurer elmer click chairman of tht ad hoc committee tht needs of the students aeekißg/ecreatlottal facilities took prece - fence over the b*«ds uf the students with cars ouck pointed out that the committee has recommended that the brodh#ad lot which is currently used as a student ' e log be expanded by 64 spaces the expansion would occur at tht north end of the tot which is located across from broughal junior high school ouck noted that letters from dean of residence clarence b campbell and asst dean of student life william quay s well as frcs prof jcnsthar e.srua recommending that tht upper field be closed permanently had a strong bearing on tht committee's final decision the closing of the field comes at a time when its added space was sorely weeded many students who were unabls to find space to park around campus had been using tht field the action also comes at a time when several spaces in the student lot at the corner of packer avenue and taylor street are about to be dropped ouek said that by new week equipment to be used in tht construction of the new heat ing and generator facility next to tht physics building will be moved into tht west end of tht student tot although only affecting a few parking spaces tht action will only add to tht growing pandamonlum t r««le<l by the critic parkin situation u plans new housing by bill alpert the university la planning to construct new undergraduate housing facilities on upper taylor field as moo m funds become available the new term or dorm complex will be designed to accommodate approximately 250 men the construction of the new living facilities will be accompanied by a second dining fac ility to augment the present service in tht university center the project according to vice president of administration dr charles a seldle la still in tht very early planning stage seidle stated that the immediate need tor new under graduate housing is obvious to everyone he said that the planning and development committee of tht board of trustees is giving tht plans very serious consideration ht also said that at the present time there is no money in sight for tht program he pointed out that the federal loan program used to assist in tht financing of tht centenlal house complex has sine been closed the possibilities do exist that either the state legislature will vote funds for college loans or thai the federal program will be reopened the cost of tl project is unknown at this time because of tht lack of definite planning once the funds are obtained eocstrtrcticn is expected to take about a year various styles and types of dormitories are under consideration se idle stated that because of the very satisfactory service of tht centenial houses this type of design is very possible he emphasized that the construction of tht new accommodations indicate no potential increase in undergraduate enrollment he noted that the enrollment of 3,141 for the fall semester was larger than expected because of fewer dropouis undergraduate enrollment is soon expected to reach 3,600 because of this factor the new dining facility will probably be located somewhere between upper tayfor fiem and tht centennials seidle stated that we don't see any way to improve the present faci lities economically or aesthetically in regard to the planned graduate housing program seidle stated that tht city has not yet acted on tht university's request to change the zoning of the monocacy creek area from m-l industrial to r g residential ... because of this no progress has been made in the plan to construct high-rise apart ments to accommodate 300 to 400 students the university's original proposal to develop tht 16-acre area was approved by the bethlehem redevelopment authority on july 14 of last year tht federal department of housing and urban development has to approve the selling price about 200,000 of tht tract where tht estimated 4.5 million development will be located lewis nominated for education post gov raymond shafer has nominated university president dr w demlng lewis to fill one of two vacant positions on lim stale board of education upon confirmation by two-thirds of tht state senate lewis will replace dr kathar ine s mcßrtde of bryn tlawr and serve until october 1973 a former executive director tor re search communications systems of bell tetepboas l£fcsn*orw lewli wcauie president of tht university in 1964 he holds three degrees from harvard aid two from oxford where ht was a rhodes scholar to advanced mathemat lewis is also current chairman of tht naval research advisory committee last year ht served as co-chairman of an rsvp committee an organisation de signed to seek support tor abater's 1967-68 budget and tax package president lewis see no page 6 447 pledge fraternities st pagt is
