12 to get top award at rotc exercises dr eric a walker president of pennsylvania state university will deliver the commencement address at the 89th university day exercises at 10:30 monday morning june 10 in grace hall during the ceremonies president martin d whitaker will con fer baccalaureate degrees upon a class of approximately 475 seniors in addition 115 graduate students will receive advanced degrees prizes and honors will be awarded by dr wray h congdon dean of students brig gen archibald w stuart see 475 page 4 chief of the united states military district pennsylvania will award commissions as second lieutenant to advanced army and air force re serve officer training corps stu dents at special exercises at 8:15 in packard auditorium a native of long eaton eng land dr walker who has been a member of the perm state faculty since 1945 succeeded dr milton s eisenhower as presi dent of the university last october perm state's 12th president joined the faculty as head of the depart ment of electrical engineering and director of perm state's ordnance research laboratory in 1951 he was made dean of the college of en gineering and architecture serving for four years in that capacity shortly after being named vice president in 1956 he was elevated to the presidency of the university prior to joining the perm state faculty he had taught at tufts col lege university of connecticut and did war research at the harvard underwater sound laboratory . dr walker was graduated from harvard university with the bachelor of science degree and also received his master's bach festival begins in chapel mentals on tuesday evening all cadets will march in the city sponsored armed forces day parade the parade route will take the cadets down broad it main st and across the hill-to-hill bridge they will go as far as five ponits and then down broadway and fourth sts in their return to the campus must sign now for food plan students who plan to live in the residence halls system next year must sign up for one of three dining plans when they submit their appli cation forms for rooms in the dorm system it was announced by phil ip b woodroofe no deposit is required with the forms which are to be turned in no later than may 20 to the president of the section in which the student would like to stay next year payment for the fall semester must be made by aug 15 or the application will be canceled freshmen can obtain the forms from their counselor and upper see deadline page 3 beer the birch variety and music pop type will be served to gether in grace hall next saturday evening when the music depart ment presents its annual spring pops concert selections from my fair lady will be presented by the brown and white band which will also feature several popular semi classical selections the band will perform in a unique setting with the audience seat ed at individual tables enjoying refreshments while the musi cians feverishly perform following the music department presentation a jazz concert will be offered by the christmas city six and a progressive jazz group led by bill messner 56 finals of the fraternity singing contest will also be held as part of the program winners of the con test will have the name of their living group engraved on the award cup and will have possession of the cup for one year phi sigma kappa currently possesses the cup which is awarded by the new york le high club sponsors of the con test according to the club each in 20 years plays vast role automation registration if there were ever an award given to the person who has done the most for the lehigh student in the past 20 years dean wray h cong don would be high on the list of nominees before assuming the position of head dean congdon was in the employ of the admissions office in fact he is the man who set up the office as it is now known at lehigh previous to that it had been a part of the registrar's office dean congdon has had a varied and interesting career in the field of education from 1915 to 1928 he was in china as an instructor in english and later as head of several boys schools in the orient in 1929 he went to the university of michi gan where he held positions as supervisor of state schools and junior colleges and also as assist ant professor of education admin istration in the college of education in his term at lehigh dean cong don has seen many changes take place most obvious are the physi cal changes in facilities available residence halls drinker dravo richards and new dorm have risen since dean congdon arrived on the scene the health center grace hall fritz lab and renovation to taylor gym have added to the le see sees page 6 registration for the fall semester will not take place during the ex amination period as has been the case previously according to james h wagner registrar the completing of class cards and rosters will be done by ibm machinery recently installed in the registrar's office students will receive their roster of classes by mail during the sum mer or when they return in the fall students must exchange their directory cards and dean of student ticket before they receive their roster wagner emphasized that students waste no time in changing their schedule due to failures students will have to make changes either by mail or in person during the sum mer as has been done in the past the bursar will mail bills during the summer and payment will be re quired before the release of the rosters see bach page 7 by john hood excitement and devotion result ing from the inspiring music of johann sebastian bach have be gun to be generated in packer chapel by the famed bethlehem bach choir the concert-series which i marks the golden anniversary of the group started last night and will continue through saturday except for the thursday pre sentation the whole program will be repeated friday and saturday may 17 and 18 the first part of the b minor mass along with three cantatas opened the series last evening this is the 60th time the organization had presented the mass in the fes tival the mass has been given twice each year for the past six years because of the twin-festival innovation there have also been a few other performances of the mass over the years notably in carnegie hall and in the episcopal cathedral of st john the divine thus accounting for the difference in the festival birth day dr ifor jones who came to beth lehem in the fall of 1938 will again direct the 215-voice ensemble and dean wray h congdon twelve men will receive the president's award for scholastic ex cellence and military achievement monday afternoon during the 37th annual rotc field exercises in tay lor stadium the men chosen to receive the top honor of the day donated and presented miraculously none of the four persons involved in the accident were injured band jazz groups to play at concert a deadlock in wage negotiations between valley carpenters and con tractors has slowed up packer hall construction and if a settlement is not reached soon all work on the student center may be halted the carpenters called a strike on may 1 demanding an addi tional 1.25 per hour their base wage now is 2.76 per hour sup plementary to the wage increase the union is demanding fringe benefits which will boost the to tal cost of the raise to nearly 1.50 an hour a third offer was made to union officials last wednesday by the le high valley contractors associa tion but the offer promising a 35 cent boost was flatly refused if the union decides to place picket lines around packer hall
