now centers around a new health service building and an addi tional dormitory dr whitaker's 28 page report released on march 18 covered the fiscal year ending june 30 1951 at lehigh dr whitaker estimated the cost of such a health center at some thing like 400,000 he also suggested to the trustees that they keep in mind as a long term project a substantial new classroom and office building for the college of arts and science to house its var ious departments in regard to past improvements the president listed figures show ing that 928,000 was spent from 1946 to 1951 raninging from 15,000 for williams hall to 235,000 for campus power telephone and light ing facilities included in the list were 170,000 for reconditioning taylor gym and 118,000 for renovations to packer chapel by means of a circle graph dr whitaker pointed ont that stu dent tuition and fees accounted for 46 per cent of the university's income for 1950-1951 in an accompanying graph it was shown that almost 33 per cent of the expenditures for the same year were for instructional purposes athletics accounted for 2.10 per cent of in come and 4.51 per cent of expenditures reporting on the intercollegiate sports program at lehigh the president stated that we have disavowed tradift&nally any interest in big time competition and that the program has changed little in policy or personnel since 1946 dr whitaker listed six points embodying the traditional admin istration of athletics the athletic department shall be operated in the same manner as any other department entrance and academic requirements shall be the same as for other students no student may participate in intercollegiate sports while on scholastic proba tion salaries of the athletic staff are in line with the established range of faculty members all financial aid is handled by the cp mittee on scholarship and loans and except for regional scholar ships awards are made on the basis of scholastic attainment winning 98 out of 137 athletic contests during 1951 is a grati fying record according to dr whitaker but he maintained that a record nearer 50 per cent must also be considered satisfactoy in view of the university policy giving athletics only its proportional place in the development of the well-rounded student in his report the president stressed the necessity and value of the counseling program and defended it against the brand of molly coddling pointing out that the depression and war years found sec ondary schools in a period of low effectiveness he noted the choice of either relaxing academic standards or increasing helpful coun seling dr whitaker expressed alarm over the decrease in engineering enrollment throughout the country despite a critical need for en gineering graduates at lehigh engineering enrollment dropped from 1,8116 in 1947 to 1,536 in 1950 while total enrollment dropped only from 2,961 to 2,799 he blamed this decrease upon the general misinterpretation of an engineering survey figure several years ago which resulted in a feeling that the field of engineering was about to become overcrowded 2500 plus or minus 100 was cited by dr whitaker as the ideal registration figure at lehigh lehigh's present enrollment is 2,496 discussing faculty wages the president said that in comparison to other schools lehigh considers itself among the top 10 per cent in terms of salaries paid to key people the university's policy of re placing faculty members he stated has been one of bringing in promising new men for the most part rather than trying to buy reputations
