industry in time of war there will be no military dictator ship or dictators major theodore c gerber assistant professor of military science and tactics ex plained last night before a meet ing of the industrial engineering society in packard laboratory in his talk major gerber ex plained that the mobilization of industry in war time is under the control of the assistant secretary of war the complex organization under him includes the war power administration the strategic ma terials administration the price control commission and the war fuel administration entire country divided major gerber told how the en tire country would be divided into several districts under the juris diction of a civilian chief who would be assisted by a regular army officer the districts most aptly equipped for producing cer tain war materials are selected the various plants are visited and the managers interviewed a contract which is merely a gentleman's agreement is then drawn up the plant managers are then sup plied with detailed information and plans of the material which their factories must produce to illustrate the intricacy of these plans major gerber display ed a book size faculty in its move to establish classes for students publishing the review the board of publications tuesday approved a plan drawn up by prof dale h gramley head of courses in journalism and sent it to dr c c williams for consideration of the administration the board also acted upon the ruling of the faculty made in spring that the review establish an advisory editorial board by giving all campus societies the right to send representatives to this body board acts for faculty acting for the first time under the rules passed by the faculty in september which give the board the right to act for the faculty in granting the permission of stu dents to issue publications the board denied a petition of a stu dent to publish the lehigh calen dar for the coming year dean wray h congdon chair man bodies for the second time in the last two years an attempt has been made to defraud the alumni of lehigh university robert f herrick editor of the alumni bulletin received a letter recently from a prominent alum nus in chicago stating that a man calling himself henry frey had come to him and identified him self as a former professor of min ing at lehigh and a member of the carnegie foundation he said that he had been retired from his job at lehigh because of his age but that he had been granted no pen sion he had been promised an other position beginning the first of the year but because of the serious illness of his wife he had found himself in desperate need of funds and a job until his other position materialized in january indignant over lehigh's neglect of a retired professor the alumnus arranged a job and gave the man a sizeable amount of cash he then wrote to the alumni office severely criticising them for their negligence make investigation upon investigation it was dis covered that no such person as henry frey had ever been em ployed at lehigh in any capacity furthermore he was not to be found at the address at which the alumnus was to reach him for the job there was an occurence similar to this in 1936 in wilmington del selected to compose interdormitory council bethlehem pa friday october 21 1938 price — five cents picked by review vol xlvi — no 8 lehigh who identified himself as professor keppler like henry frey he too had been re tired from lehigh without a pen sion he had no money was desti tute and was further handicapped by the responsibility of a wife he had been offered a job at the university of delaware but his age had prevented him from ac cepting it alumnus gives aid this alumnus likewise gave financial aid to the neglected pro fessor and wrote to the alumni office like the more recent case professor keppler proved to be a fraud after this case in wilmington nothing was heard of the man apparently he has now taken his racket to chicago and renewed his activities similar cases have been report ed among the alumni of other colleges and universities before approaching the alumni the man apparantly familiarizes himself with the campus and some details of the alma mater of the pros pective victim and therefore is able to talk intelligently about them the alumni are asked to be alert for a man with this type of ap proach and
