committee of five which will travel to colgate he will serve as chairman of the foreign re lations committee which will seek to pass a resolution demanding that the president of the united states enunciate and clarify his foreign policy other committees have been appointed for the fol lowing purposes to discuss the anto-lynching bill to discuss the present business recession and the excess profits tax the three committees were appointed by the executive council which met at princeton university last saturday will assume senators names each delegate to the meeting of the senate will be diamond declared that labor relations within a state were not interstate commerce and thus were not subject to regulation by the federal government however by a novel twist it was shown that by refusing to bargain with his em ployees an employer is impeding the flow of commerce and in this light comes under the jurisdiction of the federal government the actual purpose of the na tional labor relations board is to encourage and stimulate collective bargaining by the holding of elec tions among workers to decide which labor organization shall represent them in collective barg aining with the employer the dif ficulty in this is that the board must act according to the vote of the majority and thus a large dis satisfied minority may be held to the bargaining of the majority dr diamond said new unions appear a singular consequence of the new labor movement has put un ions in manufacturing concerns where no unions previously ex isted dr diamond mentioned the automobile companies steel indus tries and the general electric company as examples the general problem of the wagner act is not one of principle so much as practice and the real question is how far the govern ment should
