the university yesterday afternoon and passed on the report of the first tea dance which was held last saturday at the chi psi lodge a deficit of 27.75 was announced as a result of the dance the committee voted to ask the president of arcadia the lehigh union and the interfraternity coun cil to ask their respective bodies to make up the deficit among them selves and also to inquire if they would be willing to underwrite an other tea dance to be held next sem ester there are no obligations on the part of any of the organizations to make up the deficit of this first dance or to underwrite the next one announced dean mcconn if any organization will not aid in making up the deficit the commit tee wil make it up itself the holding of another tea dance is favored by the committee if it is underwritten by these three organ izations and if it is previously an nounced and advertised sufficiently to assure a large attendance and a fair profit the idea behind the tea dances is to furnish a trip through the mack truck factory in allentown before thanksgiving holidays the annual lafayette pep smoker followed by the pajama parade will be held at 7:30 this evening in tay lor gymnasium the freshmen in their p x.'s will parade across the new street bridge immediately after the rally with a horde of up perclassmen at their heels as planned by the lehigh union the smoker will be short and sweet brief talks by col nelson a kellogg director of athletics and physical education and glen w harmeson head football coach and also a pep talk by walter okey okeson chairman of the national football rules committee are plan ned for the smoker joseph walton met e 37 captain of the foot ball team and several senior mem bers of the team will also say a few words to the students new song planned it is expected that the smoker will be over by 8:10 immediately after which the parade will be formed free smokes cheers and a new song the lehigh tribe will also be part of the smoker the freshman parade led by le high's 120 piece band will march over the new street toll bridge over to broad street and down main street to fem-sem here the entire parade will serenade the girls in plaintiff strains of victory to come and then continue over the hill-to-hill bridge back to the uni versity the football team will not be present at the smoker and parade due to their stay at request of dean c m mcconn metallurgists and miners will go to baltimore receive paintings completely revising the present scholarship policy of the university action of the board of trustees has provided for the distribution of the equivalent to 80 full tuition and 80 deferred tuition scholarships and the establishing of ten regional scholarships it was announced by dean c m mcconn the rumor that we have estab lished athletic scholarships or have changed the basis of award is to tally false stated dean mcconn the awarding of scholarships is made under the jurisdiction of the committee on scholarships and loans and is made on the basis of finan cial need character and scholar ship the new scholarship plan will be come effective next september it replaces the present system which has been in effect since 1931 when the board of trustees placed the scholarship committee in control of the number of deferred tuitions previously 24 free scholarships and 100 deferred tuition scholarships were stipulated these awards could be arranged in several ways de pending on the financial need of the applicant at present there is the money equivalent of 150 deferred tuition scholarships which is dis tributed to students as half cash and half deferred part free and part deferred or some similar arrange ment the awarding of the 10 regional scholarships will be made on the considerations of scholastic ability character rating in competitive examinations to be taken under col lege entrance examination board financial need has no bearing on the choice of the student and the award will continue for four years as a full tuition provided the stu dent maintains a satisfactory aver age the dean explained that the pur pose of these regional scholarships is to draw men from districts that are at present not well represented at lehigh this will result in mak ing the university more cosmopol itan said the dean the regional scholarships will be distributed among the middle southeastern new england and mid-western states one reason for the change in policy is to prevent the accumula tion of a debt beyond 800 for merly a student receiving a deferred tuition scholarship for four years graduated with a debt of 1600 often this debt was not repaid satisfactorily under the new sys tem more students can be finan cially aided but the loan to each student is limited to states was the sub ject of a lecture delivered by john francis goldsmith easton lawyer at a meeting of the international relations society wednesday in packard laboratory mr goldsmith published a book in 1932 president randolph as i knew him in which he traces the development of his international state president randolph is a le gendary figure the president of this government of the future mr goldsmith strongly main tained that the united states can not keep out of foreign wars and broils this argument he substan tiate by the fact that of the six wars the united states have tak en part in all but one were fought because they were international con flicts or held the threat of interna tional conflict u s bound to world scientific and commercial enter prises bind the united states to the rest of the world our birth as a nation was based on difficulties ris ing out of european conflicts mr goldsmith outlined a model government of an international union he represented it as a dem ocracy with its constitution model ed after that of the united states the membership to this govern ment would be limited to nations coming up to a high standard of education enlightenment and cul ture present backward nations would be admitted when they reach these standards the representatives to this gov erning body would be elected as our congressmen are there would be established a judiciary which would take care of conflicts between in dividuals of different states the power of creating a condi tion of war would be extracted from the independent nations and dele gated to this union of international states mr goldsmith cited great britain comprising a commonwealth of countries of diverse characteristics as an excellent example of the pos sible ultimate in government the world powers he stated must with a united front attack this problem a campaign of edu cation study and research was ad vocated as an aid to the solution of this problem illinois professor talks at research club meet plan celebration phi beta kappa to mark 50th anniversary the senior metallurgists and min ing engineers will leave for balti more early tuesday morning for the first extensive inspection trip of the award will continue for four years as a full tuition provided the stu dent maintains a satisfactory aver age the dean explained that the pur pose of these regional scholarships is to draw men from districts that are at present not well represented at lehigh this will result in mak ing the university more cosmopol itan said the dean the regional scholarships will be distributed among the middle southeastern new england and mid-western states one reason for the change in policy is to prevent the accumula tion of a debt beyond 800 for merly a student receiving a deferred tuition scholarship for four years graduated with a debt of 1600 often this debt was not repaid satisfactorily under the new sys tem more students can be finan cially aided but the loan to each student is limited to states was the sub ject of a lecture delivered by john francis goldsmith easton lawyer at a meeting of the international relations society wednesday in packard laboratory mr goldsmith published a book in 1932 president randolph as i knew him in which he traces the development of his international state president randolph is a le gendary figure the president of this government of the future mr goldsmith strongly main tained that the united states can not keep out of foreign wars and broils this argument he substan tiate by the fact that of the six wars the united states have tak en part in all but one were fought because they were international con flicts or held the threat of interna tional conflict u s bound to world scientific and commercial enter prises bind the united states to the rest of the world our birth as a nation was based on difficulties ris ing out of european conflicts mr goldsmith outlined a model government of an international union he represented it as a dem ocracy with its constitution model ed after that of the united states the membership to this govern ment would be limited to nations coming up to a high standard of education enlightenment and cul ture present backward nations would be admitted when they reach these standards the representatives to this gov erning body would be elected as our congressmen are there would be established a judiciary which would take care of conflicts between in dividuals of different states the power of creating a condi tion of war would be extracted from the independent nations and dele gated to this union of international states mr goldsmith cited great britain comprising a commonwealth of countries of diverse characteristics as an excellent example of the pos sible ultimate in government the world powers he stated must with a united front attack this problem a campaign of edu cation study and research was ad vocated as an aid to the solution of this problem illinois professor talks at research club meet plan celebration phi beta kappa to mark 50th anniversary the senior metallurgists and min ing engineers will leave for balti more early tuesday morning for the first extensive inspection trip of
