metallurgist with the illinois steel company at south chicago 111 helped end 12-hour day professor stoughton took an ac tive part in the abolishment of the 12-hour day in the iron and steel industry and in 1929 he was award ed the grasselli medal by the so ciety of chemical industry pro fessor stoughton has served on nu merous national engineering com missions and is a member of many engineering societies dr neil carothers is a noted writ er and lecturer on economic prob lems since 1923 he has been head of the college of business admin istration and for two years 1925-27 he was acting head of the depart ment of industrial engineering im mediately before coming to lehigh he was engaged in banking in new york city before that he was a professor at princeton from which he had obtained his doctor's de gree during the war he served as a captain on the general staff was rhodes scholar a rhodes scholar himself he now serves as a member of the rhodes scholarship selection committee greatly interested in tennis he coached at lehigh until the close of the 1935 season his book fractional money written in 1930 led to his recogni tion as an authority in this field professor palmer a veteran of 34 years service is now second pro fessor in seniority since 1921 he has been head of the college of arts and science in addition to his duties as head of the department of german he was professor pres ident williams said that the powers of the deans will be restricted to the coordination of instruction and the consideration of such other group interest as might arise there will be no change in the present duties of dean c m mc conn who will continue as dean of the university will report to deans after the reorganization depart ment heads will make all recom mendations concerning their de partments to their college deans in stead of to the president the dean of each college will advise with the president of the university in mat ters pertaining to budgetary allot ments for that college each col lege faculty is also to form its own organization and hold regular meet ings at present each college has a council whose powers are more or less restricted to arranging curricula and courses of study professor stoughton came to le high in 1923 after spending nearly 25 years as an engineer from 1902 to 1923 he was in business as a con sulting engineer part of the time 1902-98 he was adjutant profes sor and head of the department of metallurgy at the school of mines columbia university previous to that he was chief of the cost statis tics division of the american steel and wire company at cleveland and he also had experience as a metallurgist with the illinois steel company at south chicago 111 helped end 12-hour day professor stoughton took an ac tive part in the abolishment of the 12-hour day in the iron and steel industry and in 1929 he was award ed the grasselli medal by the so ciety of chemical industry pro fessor stoughton has served on nu merous national engineering com missions and is a member of many engineering societies dr neil carothers is a noted writ er and lecturer on economic prob lems since 1923 he has been head of the college of business admin istration and for two years 1925-27 he was acting head of the depart ment of industrial engineering im mediately before coming to lehigh he was engaged in banking in new york city before that he was a professor at princeton from which he had obtained his doctor's de gree during the war he served as a captain on the general staff was rhodes scholar a rhodes scholar himself he now serves as a member of the rhodes scholarship selection committee greatly interested in tennis he coached at lehigh until the close of the 1935 season his book fractional money written in 1930 led to his recogni tion as an authority in this field professor palmer a veteran of 34 years service is now second pro fessor in seniority since 1921 he has been head of the college of arts and science in addition to his duties as head of the department of german he was professor of mod ern languages from 1906 to 1910 and professor of german since that time he studied at several universities in germany and has written several books continued on page six outlines of the united states con stitution he instructed the engineers in in dustrial jurisprudence which dealt with methods of employing men and handling accounts he also conducted courses in civil engineer ing all this teaching of course was done in his spare time when the affairs of administration did not keep him occupied student chooses special courses after two years of elementary branches in which every young man should be instructed the student selected a special course by this method he avoided the overpower ing and confusing study of those branches for which he has no taste and pursues with cheerfulness the course which he has selected and for which he is suited by inclina tion and intelligence students who entered the school of general literature continued the study of languages these men were required to write theses and declaim original pieces in english french and german they might substitute if they chose spanish and italian for latin and greek during the last two years moral and intellectual philosophy mechanics physics astronomy po litical ethics christian evidence and civil policy completed the pro gram oil
