c a buck 87 suggested changes bal ance budget and pro vide 1740 surplus for unexpected expenses proposals to be submitted to board motions passed eichelberger wisner brum bach harrison and hal sted investigate books bulletin a misunderstanding by treas urer okeson in the board of con trol's budgeting procedure led to an error in the presentation of figures at the mass meeting last evening student committee rep resentatives learned at noon to day the budget may still be sat isfactorily balanced however as explained in the accompanying story a student mass meeting last night suggested revisions in lehigh's ath letic budget which will remove the necessity of abolishing any sport the revisions will not only bal ance the budget but will provide a 1740 surplus as a contingent fee for unexpected expenses the new budget is printed on this page the suggested changes will not cut the budgeted expenditures of any sport nor do they include any salary reductions in fact they even decrease the expected revenue from football by 2500 a substantial saving is also believed possible in the purchasing of equipment but no provision was made in the new budget since a definite figure could not be determined the following motions were pass ed at the meeting 1 that this meeting is opposed to the abolition of any athletic ac tivity 2 that the board of control con sider the revised budget which will be presented by a committee appointed at this meeting 3 that undergraduate members of the board of control be request ed to meet with this committee before the budget for the 33-34 season is drawn up and to present any suggestions made at that time to the board the committee appointed at the meeting consists of l h eichel berger e r wisner g e brum bach c e harrison jr organ izers of the investigation and c f halsted president of arcadia walter okeson treasurer of the university and a member of the board of control spoke at the meeting and tentatively approved the changes in the budget he stat ed however that his approval was based on general knowledge and that he could not guarantee all the revisions to be practicable prof max petersen another member of the board also attended the meeting the largest revenue increase in the revised budget consists of added receipts from student athletic fees the new figure is based on the lat est registration statistics although the profits from the columbia football game are expect ed by mr okeson to be from 3000 to 4000 more than are bud geted the student committee sug gested that the season profit be re duced from 12,500 to 10,000 budgeted revenue was further decreased by cutting the receipts from faculty ticket sales from 500 to 300 largest savings in expenditures came under plant equipment de preciation which was formerly budgeted at 20 percent of the net value and from the upkeep of tay lor field this figure was reduced from 4,500 to 3,650 a figure only one percent under the actual cost of upkeep for the past year trustees plan alarm system for buildings enrollment report read before fall meeting of governing body on founder's day appropriation made to install chlorinator in swimming pool the enrollment report stating that 1347 men registered this year plans to install a fire alarm system in all university buildings and an appropriation for a chlorinaror in the swimming pool were approved by the board of trustees at its fall meeting founder's day in the al umni memorial building the enrollment report showed the total number of men to enroll is 1347 this number is the lowest in eight years the freshman class shov/ed the greatest drop of all classes going from 442 last year to 336 the senior and junior classes showed an increase when compared to last year while the sophomore showed a decrease an application for the install ment of a chlorinator in the gym pool was also approved by the trus tees the state board of health will not allow the pool to open un til this chlorinator is installed plans were approved for the in stallment of a fire alarm system throughout the entire university buildings and additional exits from the second floor of taylor hall 16,106 treated last year a report received from the stu dent health service showed that 16,106 treatments were given to students faculty members and em ployees during the academic year ending june 1932 a report was also received from the librarian which stated that ths circulation increased about 5,000 as compared to the previous being 32,207 a check of 9,497.50 was received from mrs maria b hoppes to es tablish a fellowship in memory of garrett l hoppes c e 83 this fellowship will yield about 600 ev ery three years and will be given to graduates of reputable colleges and universities r w blake society to hear dr thomas will describe counselor sys tem in public schools some modern tendencies in public school education will be discussed by dr h b thomas head of the department of education at the robert w blake society meeting which will be held at 7:30 this evening at the home of dr percy hughes head of the depart ment of philosophy 819 tioga aye doctor thomas will describe the new counselor system which is be ing used in some of the more pro gressive public schools for the pur pose of furnishing better guidance to students in selecting their cur ricula and outside activities other speakers will remarks cars conveying the members of the society to the meeting will leave the university library promptly at 7:30 h w tichenor secretary stated new budget figures the figures above are those approved at the student mass meet ing last night changes found necessary are explained below the expected athletic fee revenue was 19,980 according to fig ures from the comptroller's office this will amount instead to 20,935 but of this amount approximately 2000 must be paid to lafayette college for lehigh students admission to the lafayette game in round numbers this leaves an estimated revenue of 18,900 from this source mr okeson had been of the opinion that the 2000 had been de ducted from expected profits from the lafayette game however mr petrikin unofficially expressed the opinion that there was no need to cut the budgeted receipts from football with approximately a 3000 increase in expected revenue from the colum bia football game he believed that the football profits of 12,500 orig inally set by the board of control was safely conservative with these two changes in the student committee budget the re ceipts amount to 32,400 leaving a new contingent fund of 3,160 lincoln elected frosh leader lancey thompson trails by three votes in sec ond election tuesday e marsden lincoln was elected temporary chairman of the fresh man class tuesday at the second election which nearly resulted in a tie between him and lancey thompson lincoln was leading by three votes when the polls closed despite the fact that the fresh men were given seven hours in which to vote and that upperclassmen could not overcome the rope tying contest went to the class of 1935 only one fresh man was tied up the freshmen again went ahead by winning the pants-tearing con test in which both classes were al most undressed the one mile relay race saw the sophomores taking an early lead the last lap however was featured by a spurt on the part of the fresh men when bennett took the lead for
