lehigh university brown and white volume 67—number 28 friday february 17 1956 lu bethlehem pa too many limitations force music festival's cancellation by art roth pinch applied in budget outside talent averages the 1956 spring music festival has been cancelled this decision was made by the festival executive committee be cause it felt it would be impossible to proceed with the festival under the limitations and restrictions on production imposed by the dean's office conflict exists on the question of 1 the use of supplemental professional talent 2 academic requirements for student participa tion 3 responsibility for the budget in place of music festival 1956 prof william h schempf of the depart ment of music has submitted a proposal to present a series of three musi cal programs on april 13 and 14 tentatively approved by the committee on student activities the pro gram would consist of two comic operas for soprano bass and small or chestra and a band and glee club combined concert presenting a medley of cole porter songs latin american compositions for band and a new lehigh medley for glee club over the past few years certain doubtful issues have been constantly plaguing productive efforts according to the executive committee and therefore they decided to seek clarification of policy and improve ment of conditions before producing more festivals in an attempt to iron out difficulties existing between the festival committee and the dean's office dean byron c hayes scheduled a meet ing between the principals early in january after receiving notification of the committee's decision to forego this year's production through this and subsequent meetings agreement was reached on the questions of rehearsal space budget limitation budget control impair ment of academic standing of participating students three major issues remained unresolved first was budgetary re sponsibility on which the committee felt that contrary to the opin ion of the administration a student manager should not be held liable if the income should be less than that estimated in the budget second the committees appealed for a general exception to the ruling that only bonafide students of lehigh university may represent the university in a festival production third there is disagreement as to the academic requirements for stu dent participation the festival committee felt that any student not on scholastic probation should be eligible while the deans believe ineligibili ty should be extended to marginal cases stop the music—and all that goes with it — the singing dancing staging and technical activity the traditional lehigh spring music festi val will not go on this year because the festival committee felt the limita tions imposed by the dean's office made production impracticable 2 fraternities cleared of ifc rush violations two fraternities sigma nu and psi upsilon were exonerated of any violation of the ifc liquor regula tions established specifically for rushing the two houses were called before the ifc judiciary com mittee for questioning tuesday afternoon in dean congdon's of fice suspicions held by several mem bers of the ifc police committee that visited all fraternities to insure that the rushing liquor regulations would be obeyed led to the interro gation according to george mac lean vice-president of ifc at the time of the check by the special committee it was observed that there was no general party in existence at the two fraternities added mac lean since both houses were cleared of any violation further action on the matter was tabled dean clarifies hp communique by mickey simon an interview with dean byron c hayes tuesday elicited the adminis tration's view on the following points concerning spring houseparty to take place april 27-29 1 the deadline for submis sion of date lists to the dean's of fice is april 11 — the four and six-week deadlines are merely for the convenience of the liv ing groups 2 the sufficient number of members of a living group attend ing houseparty necessary to war rant participation of the living group as a whole is left to the discretion of the group the dean's office never considered setting the number cultural contribution—gary scott left treasurer of ifc is shown presenting ifc's check for 500 to lee browder 57 john erdman 57 and preston parr of the letter from the dean of students re questing that it pay for the damage following the recent student-protest demonstration the motion was carried 10 to 2 a motion by steven mera which would have required arcadia to ad vise students not to go to class when campus and bethlehem roads were in an impassably icy condition was defeated 8-2-1 by a vote of 10-1 the motion was ordered expunged from arcadia's minutes the governing body passed a mo tion to invite the dean's office to be represented at arcadia meetings a proposal for a series of monthly luncheons for members of arcadia's executive committee and the deans and a motion to select two faculty members as advisors dean wray h congdon's let ter in the form of a request rather than an itemized bill asked that arcadia reimburse the university 80 for the re moval of paint from doors and streets and the re-roping of the flagpole arcadia can't be responsible for all the acts of vandalism committed hp probers sit in secret a morgan added the joint com mittee of living group leaders and faculty held a meeting with success on the problems of houseparty when work is completed in approxi mately three weeks work will be made known to both students and administration dr howard j b zeigler head of the department of philosophy said that committee sessions are expect ed to be held twice weekly other members of the committee statement describing its position re garding the festival it discusses the areas of agreement and dis agreement between the committee and the dean's office which influenc ed the decision to cancel the produc tion it reads the following statement de scribes accurately the nature of our problems in producing a music festival for lehigh uni versity for 1956 the executive staff of music fes tival regrets that its problems have not been solved in order to proceed with a festival for this year but we are appealing for further considera tion of our position with administra tion approval to continue festival productions with the same creative spirit that governed the develop ment of music festival organization up to this time in our discussions with ad ministration advisors we have asked for clarification of specific policies which have been very difficult to use as guides for our conduct the administration has generously offered specific state ments advising the festival executive let ter of 20 december 1955 in which he indicated that it would be wise to omit the music festival production this year and 2 to indicate some of our thinking with regard to the music festi val as requested by your com mittee at our meeting in this of fice on 6 january 1956 frankly professor schempfs let ter and the statements of your com mittee to the effect that they had all but decided to call off the music fes tival took all of us by surprise we were aware of course that we have faced many problems — and we are aware that problems will continue to arise in connection with the mu sic festival and other activities this must of necessity be so at any col lege or university where students share the responsibility for their ac tivities to as great a degree as they do at lehigh — but
