m residential areas of the south side said gordon mowrer mayor of bethlehem philosophically speaking i just don't like the idea of students living m residential neighborhoods said mowrer neighborhoods are for families mowrer made his remarks during a lec ture entitled lehigh and south side redevelopment the lecture held tuesday afternoon was sponsored by phi delta theta gordon mowrer mowrer also spoke briefly on the ac complishments of his administration m south side redevelopment before opening the floor to a heated question and answer period m which several university of ficials questioned his emotionalistic criticism of lehigh involvement on the south side last summer the university negotiated with a bethlehem realtor for the leasing of 36 houses of the benedict birkel estate adjacent to the university's brodhead parking lot the homes would have provided housing for 216 students political pressure exerted by top bethlehem city officials prevented the university from entering into an agreement the birkel avenue homes were not designed for students from lehigh those homes are designed for low income families whom we must not turn into the street mowrer said mowrer said his reasons for refusing to support the proposal were mainly philosophical students are not m character with neighborhoods he said they drink too much destroy things keep late hours and make noise during the question and answer period nathan harris assistant dean of students defended university students saying damage done by students is not that great and the individual student is per sonally assessed for damages he causes harris also questioned why the city did not actively encourage developers to convert the birkel estate homes into open doors — master keys to university buildings and dormitories have been produced without university authorization these illegal keys may include a master key which opens exterior residence halls doors as well as all rh-11 apartments 10 year budget projection shows period of critical decision-making by ken bandler the university's 10-year budget projection reveals that the university is entering a period of critical self evaluation and paramount decision-making projections that students will pay 7,025 for tuition and the university will be operating with a 2 million deficit by 1987 are not taken lightly by the adminis tration no one wants to see tuition go high nan van gieson assistant provost points out tuition increases and deficit figures projected for the university already are being experienced at other colleges throughout the country according to van gieson colleges have two ways to handle the situation they use a scalpel or a meat ax van gieson explains that not just the administration but the faculty and forum will have to make contributions to solving the problem of balancing the budget after next year the decision-making process should be a collective one she says the university's 4 and 10 year plan which is nearing completion offers possible options concerning the future course of the university among other items the document will include a lifeboat plan for this option each department chairman was asked to ex plain how his department would be af fected by a 10 per cent cut m its budget faculty know best how to evaluate their departments van gieson explains meanwhile the administration is ac news analysis tively seeking additional state aid ac cording to elmer glick vice president and treasurer state aid for next year is ex pected to total 209,600 or less than one per cent of the university's total income due to the number of schools requesting financial aid from the state acquiring additional grants is most difficult in 1971 the board of trustees set a maximum undergraduate enrollment level of 4,000 the 1976-77 budget is based on an anticipated registration of 4,000 undergraduates after next year enrollment will be stabilized at 4,000 students thus no extra tuition will come m according to glick the budget will be more difficult to balance with a stabilized enrollment enrollment cannot be increased however because the university's residence dining and instruction facilities are geared for 4,000 students on the other hand a report prepared by the bureau of census m 1973 shows that the number of 18 21 year-olds m the country will drop sharply after 1980 eric ottervik vice president for plan ning says he is certain the university will be able to maintain an enrollment of 4,000 students and also maintain its quality he continues however that a decline m enrollment would be a financial disaster master keys reproduced allowing access to dorms by john copoulos at least four master keys to university buildings have been produced without university authorization the brown and white learned the keys may include a 3 w master key which opens exterior doors to residence halls and all rh-11 apart ments according to a reliable source the source continued that the keys also may include a master key for all university buildings and one for the university center the master key situation is potentially critical according to eugene dax captain of the campus police and william quay dean of students sometime after mid-semester break several university students went about collecting unauthorized master keys the source said one of the students told the brown and white he did not receive per mission from the university to collect the keys the keys were turned over to david lee director of residence halls operations there is no evidence that all the unauthorized keys have been returned reliable sources have indicated that there are still unauthorized keys circulating at the university one of the students alleged he had collected the keys to demonstrate to the university how critical the security situation actually is i have no idea why the keys were solicited lee said i was m the process of investigating alternative locking systems for dravo house and they chose to provide me with information he said lee is a member of an informal committee that has met several times this semester to discuss campus security according to a committee member eric ottervik vice president for planning richard spriggs vice president for ad ministration dax and two students are also committee members i was given a variety of keys that had been collected by students said lee he refused to say how many keys he received he refused to discuss whether or not the keys were produced with university authorization i don't know where or how the keys were obtained lee said i didn't even know that they were master keys lee declined to comment on what he did with the keys except that they eventually passed to dax the keys were unauthorized dax said dax said that among the
