radio network has used and abused an outside bank account according to gary schultz 76 former chief engineer for the network the network is respon sible for operations of campus radio stations wlrn and wlvr-fm steven freilich 77 network general manager would neither confirm nor deny these reports he said the radio station has been audited by the university and given a clean bill of health freilich did not make further comment william quay dean of students said that as far as he knew the radio station has not abused any outside bank account nathan harris assistant dean of students and advisor to the station was not available for comment the radio station receives funding from the dean of students office the account was initiated about six years ago schultz said the initial funds for the account were left over money from the purchase of transmitters schultz alleged that because the radio station purchased inferior transmitters there was a surplus of funds the account goes back more than six years according to ed fiedler 75 business manager fiedler said the charge that the transmitter is inferior is somewhat misleading the transmitters have been criticized because they contain tubes and cannot be converted to stereo however at the time of purchase solid state tran smitters were every expensive he said it was the decision of the executive board not to buy a transmitter with tubes fiedler said another 1,500 was deposited in the account early last year according to edward bogucz 78 former business manager this money was obtained through normal channels including ad vertising bogucz said however last year upi neglected to bill the network for ap proximately 1,500 he said last october bogucz suggested that the money that should have gone to upi actually went to the special bank account over the summer upi discovered the error and sent the network a bill for about 1,500 bogucz said according to schultz rather than take money from the special account the network pretended to the university it could not pay the bill the university allocation to the network was increased from approximately 3,300 per year last year to 4,800 this year bogucz indicated that the university may not have been fully aware of how much money was in the outside bank account disagreement over the upi charges has not yet been settled according to fiedler as for the deposit of advertising money in the account fiedler said this is standard procedure he explained that advertising revenues are not steady as a result a capital account for deferred maintenance is needed he explained outside bank accounts are justifiable according to quay the radio network is not the only organization on campus to have one he said the purpose of an outside account quay said is for the site faces an indefinite delay in construction recently the city lost out on a federal department of housing and urban development hud subsidy for 150 senior citizen apartment units to two other northampton county communities ac cording to david amidon urban studies lecturer without the hud subsidies no developer would risk his own funds on the project construction of the high rise apartments is therefore dependent on the appropriation of subsidies which may not be available for several years he said news analysis in the meantime bethlehem mayor gordon mowrer expressed a desire to see the university fulfill its obligation to the community he said lehigh has been a poor neighbor referring to the univer sity's policies a decade ago during the school's expansion period at that time in an effort to clear the block where maginnes hall and mart library are now located amidon said pressure tactics were used to force residents to move and have the neigh borhood declared a blighted area gus glicas former owner of a restaurant located directly across the street from packard lab is a case in point glicas declined to sell his property to redevelopment authorities in 1965 according to glicas the authority then appraised the property and offered him a price saying you have no choice except to sell to us glicas still speaks bitterly about the tactics used to force him to sell his property on packer avenue i am still very disappointed about losing my business glicas said i was part of lehigh university and had been there for 25 years but when the redevelopment people came they said b&w photo by gleason future questionable deniai of federal subsidies for south side redevelopment is hindering future improvement plans bethlehem mayor gordon mowrer looks to the university for help in new construction while eric ottervik university vice president for planning sees conflicting directives from city hall class officers disturbed by lack of consultation by cheryl winters senior class officers are disturbed that university president w deming lewis chose a graduation speaker without consulting them according to richard boig 76 senior class president lewis told the class president and vice-president in september that he would not decide on a speaker without conferring with the class boig said according to lewis consultation was not possible under the circumstances he added that there may have been a misunderstanding as to what he told boig the speaker for this year's com mencement ceremony is hedley donovan editor-in-chief of time magazine boig said the class was not consulted on this particular speaker but the class executive committee did feel that donovan is a reasonable choice he said boig added however the class officers do not want to let this overshadow the ad vances made by the class in all the other areas of graduation at a luncheon with senior class officers thursday lewis suggested as a possible course of action for next year
