s mohler the university board of trustees have decided to refer the matter of residence hall lottery proposals to the board's visiting committee of residence on account of the shortage of on-campus housing alternative systems are being discussed regarding who will be able to live on campus and who should be forced to look elsewhere at its december meeting the forum voted to retain a form of the current lot tery system often referred to as squatters rights whereby only up coming sophomores are entered m the lottery and all upperclass students may stay m the rooms they currently occupy the administration's proposal brought before the trustees by preston vice president and dean of student affairs would place all upperclassmen m a lottery meaning that each year all students m the system would have to face the possibility of losing a residence halls space ira schulman 76 forum rep resentative to the board said a decision concerning which lottery system will be chosen should be reached by mid-march by the executive committee of the board the board also referred to the com mittee a forum resolution for men and women to occupy adjacent dorm rooms in williams house in other action the board passed with some discussion an administration proposed tuition increase of 250 for next year and a room and board rate increase of 50 each schulman did not explain why the board members found the increase necessary he said however the board desires better communication with the students as to why the increase is necessary no one likes a tuition increase there are no joys m it schulman said but the finances of the times demand the in crease several board members indicated that an effort should be made to dispell the notion that the increase was implemented to raise money for profit schulman said lehigh is not m a position with cash to spend on just anything he said if it were then there would be a good case for tuition rebates discussion among the board members also reportedly touched upon a reputed breakdown m communication as to what constitutes a budget surplus a surplus is when there is cash left over after everything you set out to accomplish is done schulman said the current surplus merely means many projects have been put off until a more financially reasonable time he said this year's surplus is estimated to be 568,000 schulman was asked what effect the tuition increase will have on prospective university students m relation to other schools he replied vice-president and treasurer elmer glick remarked at the meeting that the tuition increase puts us m a very competitive position with other private schools schweiker to address forum vii sen richard s schweiker r-pa will speak at the forum vii convocation originally the forum had selected congresswoman barbara jordan from texas to speak at the convocation however since this is an election year jordan is busy campaigning raymond bell forum chairman said the forum steering committee wanted to invite someone involved with the crisis m american government bell said the forum was looking for a person who would be able to discuss the role of government on various levels as well as appeal to the university community and the forum the forum thought bell said that sch weiker would be a good speaker as he has many local ties and is a very independent thinking senator schweiker has served on the house armed services committee and government operations committee sch weiker is also current chairman of a senate subcommittee investigating political assasinations the convocation will be held on april 6 tentatively a reception has been planned at the university president's house before the convocation schweiker has not yet decided upon his topic for discussion richard schweiker university given 30 days to alleviate air pollution byjohncopoulos the university has 30 days to correct pollution coming from the university power house or it will face prosecution according to william nuver of the penn sylvania department of environmental resources eric ottervik vice president for planning has warned however that the problem would not be solved m 30 days he did say the pollution eventually would be controlled the action comes after a series of pollution problems which began almost 18 months ago ottervik said the pollution was initially caused by the natural gas crisis and the subsequent federal energy authority regulations which forced the university to switch from burning natural gas to a poor-grade oil the oil produced soot and smoke that angered local residents on taylor and van buren streets under the leadership , of bethlehem councilman frank muhr the residents initiated a petition calling on the university to alleviate the pollution several months ago the university responded by instituting the source — pollution from the university power house above must stop within 30 days or the university will face prosecution measures have been taken to reduce the pollution but one administrator said the problem would not be solved m 30 days police investigating leads on vacation burglaries by lynn cutter several aspects are under investigation regarding the break-ins of eight frater nities and six residence halls over the winter break according to hugh mc fadden bethlehem detective losses were estimated at more than 10,000 m damage and thefts resulting from break-ins both campus and city police are conducting the investigation mcfadden said the campus police stopped a large number of break-ins the campus police don't have enough man power he said a force of 11 men is inadequate for a university the size of lehigh he added mcfadden who is now m charge of most of the investigation said the police are working with several leads but still cannot tell how long it will take to find the burglars mcfadden said he hopes to retrieve most of the goods upon apprehension of the burglars he said he believes the stolen goods are m storage somewhere because the police have foiled at least part of the disposal plans more than one person is responsible for the thefts said mcfadden some of the stuff is too heavy for one person mc fadden said he believes that generally the same group is responsible for all the fraternity thefts but he acknowledged the possibility that several were burglarized by other individuals the burglars must have been familiar with the campus
