rod gardner led the engineer football team to a convincing 40-14 victory m the 111 th meeting of lehigh and lafayette the victory saturday m taylor stadium coupled with umass loss to boston college clinches the lambert cup for the engineers the second time m three years the gridders have won the cup although the leopards outplayed the engineers for most of the initial period engineer head coach fred dunlap said after the game i knew from the opening defensive series that we were going to win we played a crisp solid defensive football game and except for a slight second half letdown we stopped virtually everything they had a crowd of 17,300 saw dunlap win his fifth m a row against lafayette and also his eighth all told against the pards both marks are records for engineer coaches the latter breaking a mark set by current athletic director william leckonby during his coaching days m the 50s the leopards played the engineers tough m the opening minutes of both halves but breaks turned the game around for the engineers in the first half ron ross picked off an errant screen pass by rob stewart and raced 57 yards for the first touchdown of the game the score came with five minutes left in the first quarter and put the gridders ahead despite the fact that they had not yet had a first down the opening ten minutes of the seconc half were much the same the leopards marched 79 yards in 12 plays on their first possession cutting into a 26-0 halftime lead held by lehigh after stopping the engineers on three plays the pards were well on their way to another score when courtney hough fumbled and mike kelly recovered on the lehigh 18-yard line the turnover appeared to take the starch out of the leopards in much the same way as ross interception had in the first half the gridders took over am engineered their best drive of the af ternoon marching 82 yards in 17 plays consuming over eight minutes in the process rod gardner blasted over from the one-yard line for exceeded the 1,000 yard mark for the season he has a total of 1,112 yards deans cite need for investigation of arts proposal by ron winters sex quotas m the university's admission policy cannot be abandoned before deep investigation is made of the costs and benefits of such a change according to the three academic deans john hunt dean of the college of arts and sciences warned that the resolution by the faculty of the college of arts and sciences is far from a reality he said the resolution must first be presented to the committee on educational policy edpol and the forum for study by sub committees only then will the board of trustees make the ultimate decision hunt said brian brockway dean of the college of business and economics said he interprets the resolution as a recommendation for a brian brockway university high-rise seen unlikely bydaveklucsik virtually no possibility exists for university construction of a high-rise dormitory or office complex on bethlehem's south side according to vice president for planning eric ottervik responding to comments by bethlehem mayor gordon mowrer ottervik said last week that such construction would be enormously expensive and the university does not need the increased office space last week mowrer suggested the university build student apartments on fourth street to show it has some obligations to the community ottervik said there is a need for in creased student housing but added we can't afford to build rh-12 on our own land let alone buy land he said the university also could not afford to demolish existing structures before construction several private developers however have talked with ottervik concerning new student housing ottervik said i haven't seen anything from them yet he refused to identify the developers regarding mowrer's comments james harper university director of community relations said the university is working m the best interest of the south side neigh bor hood we're sitting m a whole pattern of renewal he said when asked about the university's obligation to the city harper said why not but he added the mayor doesn't always think of the practical aspect citing the economic restraints of new construction harper said we the university > can't do things we're not equipped to do he said the university's obligation is absolutely not m bricks and mortar sense but primarily m an educational sense harper said he opposes student high-rise housing on fourth street because it's really outside the confines of the campus contrary to mowrer's prediction that new housing would stem the fourth and new streets neighborhood crime rate harper said student fears of the neighborhood almost certainly would be a consideration for construction in another phase of bethlehem redevelopment ottervik said the university has guaranteed use of a proposed 500-seat performing arts theater m downtown bethlehem he said the university has notified city officials that ph.d programs assessed by graduate committee some of the university's doctoral programs may be discontinued or merged with others as the result of a study by the graduate committee according to robert stout dean of the graduate school final approval is needed by the university faculty and the board of trustees said stout the committee will attempt to assess the value rather than the quality of the doc toral programs said stout m an interim report a cost-benefit analysis will be performed for this purpose using data supplied by stout the data reveals that during 1971-74 an average of only one ph.d degree per year was awarded by the history department the instructional cost per ph.d m history during this period was 17,000 this cost represents the added expense of main taining master's and doctoral program m the department the data also shows that an average of 2.5 ph.d s per year were granted from the psychology department at a cost of 11,000 each during the 1971-74 period in contrast to these figures the data shows that the metallurgy department granted an average of 7.5 ph.d.'s annually during the three-year period at an average cost of 320 each in its study of the doctoral programs the graduate committee will attempt to identify the expenses of each graduate program and determine whether they are justifiable or not each committee member will evaluate the graduate programs and categorize them according to their value into four levels ranging from very high to questionable said wayne kraft chairman of the graduate committee no more than one-fourth of the programs rated can be placed m any one category he said the committee will end up making a recommendation based on the collective judgment of the members and by sub mitting a report to the administration kraft said he explained that the problem facing the committee both this year and last was the determination of some fair rational method by which to evaluate the graduate programs the results of the evaluation will be presented to the committee at its next meeting on december 1 no issue there will be no brown and white on friday nov 28 due to thanksgiving vacation a special sports
