brown and white bethlehem pa friday november 21 1975 vol 87 — no 22 215-866-0331 deans report suggestions get opposition a proposal opposing many previous recommendations made m a report by the dean of students office has been drafted by rebecca jaffe 78 chairman of the residence subcommittee of the forum committee on student life jaffe's proposal calls for social dorms on campus without rushing privileges maintaining the present residence hall lottery system and restricting the fresh man quad to first-year students jaffe's report also proposes that williams house be made into a coed dorm on a door-to-door basis administration proposals call for abolishing social dormitories revamping the lottery system and moving much of the freshman housing into the centennial dormitories the jaffe proposal suggests that social dormitories be allowed to exist on campus m limited numbers although no specific amount is mentioned m the report jaffe said that three may be a reasonable limit the social dorms would not retain the privilege of selecting students to be ac cepted into the house however social dorms would also be required to stipulate the amount of their social dues on the residence preference form distributed m the spring this will enable those en tering the lottery to familiarize them selves with each dorm's social policy jaffe said leave me alone university president street to show that it has some obligations to the community said bethlehem mayor gordon b mowrer in an interview tuesday mowrer also discussed university use of a proposed downtown theater fire protection and narcotics agents on campus mowrer suggested that the university build high rise student apartments on the college theater block of fourth street where the university owns several buildings the first floor of the high rise could be used for commercial purposes he said by building m this area the university would complement city efforts for redevelopment on the south side mowrer said referring to the city's plans to build a high rise for senior citizens at fourth and new streets the university could make a great contribution to the community and at the same time fulfill its need for student housing he said he added that the university should not necessarily spend money to help the community without fulfilling a need of its own the university owes the city a com mitment to the community mowrer said referring to the decision to build smags m saucon valley rather than on the south side as originally planned he also pointed to the university's purchases m the early 1960's of houses on packer avenue as an extra reason the university should want to help the south side the university let those houses slum away before constructing whitaker lab and other buildings he said and said the university should feel very ashamed of this mowrer said he has informally discussed his idea for student apartments with university administrators but that he had not made a formal said noting that student housing on the south side would be one way to provide this asked if students would be afraid to live m the area because of the crime there mowrer said he felt physical improvement of the area would help alleviate the crime situation according to mowrer the university has told the city it would use a proposed per forming arts theater m downtown bethlehem for several weeks a year plans for the theater which is scheduled to be funded by public contributions and state aid cannot proceed until the state decides if it will give the city 1.5 million toward the theater mowrer said in addition to the fee for using the theater the university probably will be asked to make a financial contribution toward its construction mowrer said mowrer said the 500-seat theater will be a completely different facility from packard lab auditorium which holds about 600 people the downtown theater is designed to be a performer's dream he said he added that the theater will provide new audiences for university performances concerning the city's threat last spring to stop the university's free fire protec tion mowrer said the city is not currently rhc president leaves office forces election steve tagariello 77 resigned from his post wednesday as president of the residence halls council rhc m his second term of office tagariello said he resigned for academic reasons . . because it is taking up too much time according to rhc procedure vice president brian finn 77 will succeed tagariello a special election for a new vice-president will be held monday finn said he does not see any large problems during the remainder of the semester the only major issue facing the rhc is the question of the housing lottery the report dealing with this will be sub mitted to the rhc at the beginning of december for approval it will then be given to the proper committee following approval by the rhc rhc treasurer al crudo 77 said the organization will continue as it has all
