lehigh university brown and white vol 87 — no 21 bethlehem pa tuesday november 18 1975 xx*:*:*:*:*:v:*:*:*:*:*:*:*:vx*x 215-866-0331 compliance with federal rules becoming increasingly expensive by linda bondemore the cost of complying with federally mandated programs such as social security affirmative action and unem ployment compensation is increasing according to several university ad ministrators the american council on education reports that costs to institutions such as lehigh have risen as much as 10 to 20 times within the last decade in his annual president's report w deming lewis commented upon the high cost of compliance stating there seems to be a deluge of burdensome federal legislation he said however desirable or necessary these programs may seem to be they are expensive the time involved m filing reports for these various programs is extremely time consuming said thomas verbonitz director of administrative services for example the establishment of the per sonnel data base required 3,000 to 4,000 man hours to develop he said a major reason for the amount of time spent on the filing of reports is that every government agency has its own category verbonitz said the various agencies don't get together and the university often finds itself doing the same thing for different agencies he added verbonitz said i think most of the legislation has served a necessary pur pose he said the government first at tempted to encourage voluntary con formity to the programs when this failed it was forced to resort to the law according to richard spriggs vice president for administration the university is deluged with a plethora of questionnaires which must be filled out for federal and state agencies the govern ment also now requires information classifications on the basis of sex and minority status he said i think we felt the impact from these questionnaires and reports earlier than the actual programs he added a university geared towards research receiving numerous federal contracts would perhaps be under a greater pressure to comply with these programs verbonitz said however although the more prestitious universities might be more visible the requirements are the same he said because of the amount of government business lehigh is involved with the government really hasn't gotten around to check on us spriggs said he said however that lora liss affirmative action officer is indirect contact with the federal office of compliance they're aware that we're devoting a best effort basis he added a detailed report prepared by the american council on education stated that some institutions of higher learning now spend between one and four per cent of their total operating budgets meeting federal programs such as social security health and safety regulations and equal employment opportunities according to the report issued as a result of this study federally mandated social programs have contributed substantially ferdinand beer gynecologist need cited by ann zimmerman — first in a series — results from a survey conducted last ring by the gryphon society to assess the need for gynecological services by university women show that approxi mately half of the 189 women who com pleted the survey have needed to see a gynecologist while at the university in addition the results indicate most of these women by-passed the gynecological and referral services provided by the university health center of the 90 women who said they have needed to see a gynecologist only eight went to the health center thirty-seven women said they went to their physician at home 15 said they went to doctors m the bethlehem area and thirty-seven others said they went to a local clinic forty-five women said their visits to local gynecological facilities proved to be financial burdens while 49 said the visits did not one hundred and sixty-five women said they have never gone and would never feel comfortable going to the physicians at the health center with a gynecological problem asked if they would use the services of the health center if they provided a gynecologist half of one day each week 176 women said they would while 29 said they would not a hypothetical fee of 3 was proposed m gridders accept playoff invite game at lehigh the engineer football team will host a quarterfinal national collegiate athletic association ncaa division ii playoff game on saturday nov 29 the team received a bid monday and will most likely play umass or new hampshire the op ponent will be announced after this saturday's game when umass meets boston college new hampshire will be idle north dakota northern lowa and the winner of the boise st -
