should be utilized m order to bring about more interaction . among black and white students ac f cording to hugh flesher university chaplain and former forum chairman flesher said he defines a minority group as any group which is not served like the majority of students by the ad ministration and-or m the eyes of other students he said this definition applies to blacks hispanics indians and women there are now 67 blacks enrolled at the university flesher said a critical mass of minority students is necessary so the blacks can mingle without losing their identity flesher added that 150-200 blacks would fulfill this critical mass m the hugh flesher forum survey of rh-1 1 residents cites major maintenance trouble by ken bandler the problems m maintaining the rh-11 complex are not just your everyday light bulb burning out m the high ceilings but major problems stemming from poor construction said loren shragger 78 reporting on a survey of rh-11 residents at tuesday's forum meeting in other business new federal guidelines concerning affirmative action and developments m the university's af firmative action plan were outlined by barbara frankel forum representative to the affirmative action steering com mittee and assistant professor m cultural anthropology shragger a member of the residence subcommittee of the forum student life committee said maintenance problems m rh-11 range from hearing flushing toilets to having a private view of niagara falls m the bedroom major problems include leaky air conditioners moldy and musty walls and faulty windows she said ac cording to shragger it is clear from the subcommittee's survey that sections of rh-11 should be condemned shragger reported that m response to the question have you had any main tenance problems only one out of 25 replies said no the university's response to complaints ranges from half a day to three weeks to no action at all she added the subcommittee wants to give its report to the residence halls office shragger said the contractors are under a guarantee for a year she noted adding we feel that the university should get its moneys worth during this time in frankel's report on the university's affirmative action plan she noted that it pertains only to the university's em ployps as required by executive order 11246 within a few days members of the forum and others m the university community will have the opportunity to read the first draft of the plan she said copies of the draft will be available for inspection m the forum office the first draft included the parr announced at monday's forum meeting the formation of eight new university committees arts faculty passes resolution to drop admission sex criterion by anne fleming a resolution calling for the university to abandon its quota of 20 per cent women and no longer consider the sex of the ap plicant as criterion for admission was passed by the college of arts and sciences faculty at their meeting on monday af ternoon the resolution which also urged more active recruitment of women ap plicants will be sent to the forum for further action during their second meeting of the semester the arts and sciences faculty passed two other resolutions and heard a progress report of the human per spectives on technology hpt program dean john hunt presided over the meeting peter beidler chairman of the arts and sciences committee stressed that the motion regarding women applicants was not intended to alter the present distribution of students among the three colleges the question of sufficient housing if more women are admitted was " raised during debate about the resolution professor lawrence leder discounted such a problem saying if they have to make more room for women they will another resolution passed concerned a request by j donald ryan chairman of the department of geological sciences to offer a program leading to a b.s degree m geophysics the establishment of an of ficial geophysics program will not involve a staff increase more specific course descriptions on student transcripts was the subject of another resolution the motion was designed to cover only courses set up and officially approved to have shifting con tent an attempt by james mcintosh associate professor of sociology to amend the resolution to include independent study and research was defeated associate professor edward j gallagher chairman of the hpt program reported on the program now m its fourth year the new minor dealing with technology and human values has at tracted 19 students already between 60-70 students have completed nine of the 18 hours required gallagher welcomed suggestions and new ideas for the program other business conducted at the meeting included a proposal by the educational policy committee to redesign the pass-fail policy a tentative proposal would allow pass-fail grading to be applied to courses instead of individual students provided the courses are agreed upon by the faculty further work must be done on the proposal the meeting was concluded after adoption of several course changes for the spring semester by the faculty hiring policy released by lew goldstein the university will monitor hiring procedures and expand m the recruitment of women and minority employes ac cording to the first draft of its affirmative action plan released wednesday the plan which was required by the 1964 civil rights act and executive order 11246 is not yet complete said lora liss affirmative action director liss who was hired by the university m august 1974 said statistical material relating to goals and timetables of the plan will be ready by december 1 these essential elements of the plan are not ready because of changes m the federal guidelines last july liss explained public hearings to allow members of the university community to express opinions on the plan will begin on december 4 we will hold as many hearings as is necessary until all opinions have been brought forth said austin gavin executive con sultant to university president w deming ixwis he noted that the hearings may extend beyond the end of classes this semester according to the plan women and minorities are currently underrepresented m many categories of university em ployment , and women are concentrated m secretarial-clerical positions of the university's 321 full-time instructional personnel 25 are women within the 296 men there are three blacks three hispanic americans and 15 asian americans the university's ad ministrative staff includes five women none of whom are minorities , and one asian-american male there are two black women among the secretarial clerical staff of 10 men and 207 women the major problem m correcting un der-utilization of women and minorities is the small number of vacancies that are expected m the areas of under-utilization the plan states a further problem m correcting the under-utilization at the faculty level is the lack of
