maintenance corporation to manage the campus custodial and maintenance ser vices because the university will save money under the new arrangement ac cording to eric ottervik vice president for planning because of allied's professional ap proach to training supervision and productivity of employes we anticipate increased economies services and ef ficiencies m many ways he said ottervik said due to complications and a number of other matters the ad ministration never brought the allied contract issue before the board of trustees at their last meeting the executive committee of the administration made the decision and received an unof ficial majority consensus from the trustees the trustees will have to for mally authorize the decision when they convene m january he said fear of unionization and affirmative action priorities had no bearing on the decision according to ottervik on may 7 ottervik addressed the buildings and grounds employes m a letter assuring them that he had season see story page 12 new job description irks gryphons by bill kimball some gryphons are considering resigning from the gryphon society if the newly issued job description and a proposal from william quay dean of students which would raise the required grade averages are finalized according to one gryphon gary liddick 76 gryphon society president has asked gryphons to get together with area coordinators m order to present their grievances and make the administration aware of the proposal's effects on the society one gryphon said freshmen will be neglected if gryphons are required to achieve averages equivalent to that of their particular class instead of the present 2.0 requirement i think they are trying to turn what is a counseling oriented program into a academic one there's enough academic pressure here and freshmen need a break from it somewhere said one gryphon she added i feel like the dean of student's office would like to make a lot of changes m the gryphon society that a lot of gryphons are opposed to but if we resign i feel we make it that much easier for these changes to go through i don't want to do that gryphons are upset because they feel like they no longer have any say m what goes on m the society said another gryphon quay said his proposal is under review and once finalized will pertain only to incoming gryphons the distrubance over the job descrip tion which has now subsided resulted from a misunderstanding according to william williamson 76 he said many people did not un derstanding that the original job description was only a proposal gryphons did have a say m the revision and many controversial statements were left out neil overturf 76 said williamson said he disagreed with parts of the original job description but is satisfied with the revision he added that as it stands now the job description is not different from what most gryphons always thought their job entailed in response to complaints that the job description is tog general overturf said that it was designed m such a way as to serve as a guideline and leave specific situations up to each individual gryphon to handle williamson said it is hard to make the job description specific because the gryphon's job covers so many areas intangibles such as the philosophy of the society are more important and they are not mentioned m the job description remarked one gryphon the problem with the job description is that it only describes the duties of gryphons as a functioning body rather than explaining the important philosophical views of the society he said b&w photo by gleason sharon drager glick credits reserves to windfall surpluses by jeff bodenstab first m a series the university possesses a total of over 2.7 million m reserves as a result of windfall budget surpluses during the past several years according to elmer glick vice president and treasurer approximately 2-million of the reserve is located m the reserve for operating contingency fund this account was created by the board of trustees to pay for unexpected emergencies and to balance the budget at the end of the fiscal year by crediting budget deficits and surpluses against it glick said the remaining 815,907 is located m a reserve account restricted to a cost center for dining and residence budgets a cost center is an accounting entity created to financially separate certain operations from the rest of the budget the money m these accounts is invested m short-term bonds with the interest channeled back to the operating budget in the past few years interest rates on those bonds have been unexpectedly high glick said for example the rates soared to over 12 per cent at times last year when only 6v2 per cent was budgeted said glick this unexpectedly high rate resulted m last year's budget surplus of 568,000 glick said without the unexpected income from this source our excesses would have been nearly nil he added this year income from the fund has also been budgeted based on a 6v2 per cent interest rate according to glick return on short term bonds has been very close to this figure he said however it is too early to make predictions about this year's budget glick said the fund acts as a reserve to pay for unexpected expenses emergencies keep coming up all the time he said he cited as an example the retroactive payment of salary adjustment given to faculty members two years ago the fund is also used to pay for unex pected repairs glick said although part of this expense is budgeted m the form of deferred maintenance he said the cost frequently overruns the budget he pointed to recent repairs m packard chapel costing 50,000 to 75,000 as an example the university's strong cash position resulting from surpluses also allowed them to advance money for some projects such as installation of the computer and some building construction the university saves money by not having to take out a loan to finance these projects glick said glick said tuition increases would not be cut nor intentionally budgeted for the future the university cannot rely on always having a surplus glick said to operate without a reserve would be financial suicide he added narcotics agents may be present at university the university has reason to believe that there are undercover narcotics agents employed by the city on campus ac cording to sharon drager assistant dean of students william quay dean of student life confirmed the rumor adding they are here without our knowledge or consent they are not connected with the univer sity m any manner he added quay said he believes the police have placed agents here because they suspect some kind of illegal drug use he added that they have not contacted the university on this matter drager said the undercover agents are not violating anyone's rights so the university will not try to determine their identity they have every right to be here quay said he explained that university students have no special privileges and the undercover agents can make an arrest anywhere on campus on october 25 1973 three university students were arrested m a raid by bethlehem police and state drug agents on m&m house they were charged with possession of marijuana drager stated that gryphons were notified about the possibility of undercover agents on campus so that if an arrest occurs m a residence hall they would not be
