middle east instead of preparing the two sides for war general moshe dayan said m a speech sunday night at grace hall dayan former israeli defense minister spoke to 3,100 persons on middle east perspective as a guest of the university's visiting lecturer's committee four defeats m wars against israel have forced the arab world to change their attitude toward the jewish state dayan said in addition he said u.s influence has replaced russian influence m egypt calling the united states the present superpower m the middle east dayan said the arabs cannot make war without the russians nor can israel make peace without the united states most of the lecture was a post 1948 history of the arab-israeli conflict dayan stated the arab world is ready to use peaceful rather than military means to achieve their goals m the area sadat is not nasser dayan said referring to egyptian leader anwar sadat he characterized sadat as a moderate constructive leader who wants peace m the middle east the reopening of the suez canal by sadat indicates that he said israel is thankful for american aid dayan said but americans must realize their responsibility as world leaders america cannot allow the russians to take part m an arab-israeli war he said russia m the middle east was and is living on the blood of the conflict dayan said negotiations between israel and the arabs may resume this summer according to dayan essential to peace he said is a reduction of forces m the area an end to the state of war between the sides and international supervision or guarantee of the terms of peace other than u.n supervision u.n forces have no real power dayan said because they are there only on the approval of both parties they have no real value as peacekeepers he explained the united states should fill the role as peacekeepers and guarantors of peace terms perhaps with the aid of the soviet union he stated this would not entail a u.s military presence m the area he said we are still a long way away from peace dayan said explaining a peace agreement probably won't be signed immediately however the beginning of the end of a state of war between the two sides may soon be seen he said dayan said he opposes the creation of an independent palestinian state because the occupied west bank of jordan is not big enough to support another nation in stead he said palestinians should remain or become citizens of jordan the arabs are incapable of obtaining nuclear weapons dayan said israel will not be the first to use nuclear weapons he said but will maintain the technology to develop the weapons former secretary of state henry kissinger will go down m history as a constructive leader dayan said guest speaker former israeli defense minister moshe dayan addressed 3100 people in grace hall sunday night graduate school review to begin by jim donahue — last m a two-part series — after more than ten years of discussion on the topic the graduate committee will begin to review and evaluate the graduate school this year this action occurs at a time when university officials have ex pressed concern over a recent decline m graduate school enrollment the graduate committee began discussion on the possibility of reviewing the graduate school m 1964 the activity was prompted by the inauguration speech of university president w deming lewis according to robert stout graduate school dean in that speech lewis called for ex pansion of the graduate school m selected salient fields programs that would show the greatest potential since then the graduate school has expanded from 1130 students to 1984 students the committee took 10 years to begin reviewing graduate programs because of lack of manpower and a reluctance among professors to criticize their peers ac cording to stout there was much debate over whether or not the committee should conduct a review according to jerry king current chairman of the graduate committee some professors did not feel competent to evaluate a program outside their own he said king pointed out that as a mathematician he knows very little about psychology and therefore does not feel qualified to review that program the realization that other schools were having problems with their graduate programs provided the impetus to review the graduate school stout said also another request came from lewis to begin a review of the graduate school he said stout did not elaborate on the request the method of review developed last year by the committee utilizes interviews and questionnaires according to wayne kraft former chairman of the graduate committee the questionnaire which asks about general impressions of the graduate school suggestions quality of instruction robert stout fraternity rush study pressures tied to cum drop by nettie taylor the fraternity rush program and university academic competition may be factors m the drop of the all-fraternity cumulative average said fred ditmars 78 president of phi delta theta m response to an article m the feb 8 brown and white the brown and white surveyed ap proximately 15 fraternities concerning the drop m the cumulative average of men living m fraternities the cumulative average of men living m fraternities usually has been lower m the past than the average of men m other living groups according to figures com piled by hershel dorney assistant to the dean of students last semester non fraternity men averaged 2.66 while the fraternity average was 2.48 an 0.18 point difference dorney said the drop m the all-fraternity cumulative average may be due to an overabundance of social activities keith anthony 78 vice president of kappa alpha attributed the drop to each individual's lack of responsi bility and involvement m outside ac hershel dorney fire alarm systems vary in frats b & w survey finds by shelly eisenberg and eileen quirk fire protection systems m university fraternities vary from no alarms of any type to smoke and combustion detectors a brown and white survey of fraternity fire safety systems shows in addition presently there is no system of holding fire drills m all fraternities in surveying 30 of the 32 fraternities last week the brown and white found that there are at least six houses which have no type of fire alarm system in four of the houses contacted information concerning fire equipment was not available in several of the houses with no alarm systems it was said that they did not feel fire alarm equipment was necessary because the houses were fireproof smoke detector systems connected to the campus police base station are in stalled m 14 houses according to hershel dorney assistant to the dean of students official fire inspections are conducted twice a year and at least two fraternities check their equipment more often many fraternities also levy fines for tampering with fire equipment fraternities are officially inspected twice a year at which time they are notified of fire hazards the houses
