areas on campus reduce the safety of night walking according to muriel whitcomb assistant dean of students whitcomb said she and david lee director of residence operations surveyed the campus area on nov 2 m an automobile and then repeated the trip on rhc letter lists complaints by dan tilles we are sending this letter to regional alumni presidents to make them aware everything is not peaches and cream m the residence hall system said pete bieszard 77 of the residence hall council rhc he said that the letter is not to be viewed as a threat to alumni but as a letter of awareness he said this is an attempt to get the administration to listen to the students through the alumni we appreciate the efforts made by the students on the various committees and organizations involved but students can't do it all said bieszard the letter lists three areas of dissatis faction with residence hall living situations it includes objections with the wood dining service the allied main tenance service and the residence hall housing system the letter was thought of three weeks ago during a session among congdon residents who were seeking a method to voice their grievances to alumni the letter is to be an official correspond ence from the rhc two officers on the rhc are co-authors of the letter which hopefully will be mailed before thanks giving according to bieszard copies of the letter will be sent to president deming foot during the study they pinpointed the 13 locations of poor lighting on a campus map the area included is bounded by the centennial residence complex the alumni memorial building packard lab and chi psi fraternity most of sayre park was not included the locations cited are those with in sufficient or no lighting and areas with so much foliage that additional lighting is needed the principal dark spots include the strip from behind taylor hall to the chi psi turn the bend between rh-11 and psi upsilon behind the president's house the road between the university forum passes lottery plan freshmen guaranteed rooms by steve mcauley a resolution calling for a graduated percentage lottery system for rising sophomores juniors and seniors and guaranteeing housing to all incoming freshmen was adopted by the forum monday the forum also passed an amendment to its by-laws concerning appointments to the rank of dean and above a resolution requiring additional housing facilities a resolution concerning the upgrading of all campus security systems and one in stituting an ad hoc follow-up committee the lottery resolution requires that the university provide sufficient space m the residence system to those first-year students who desire it and who meet all housing requirements and application deadlines in addition the resolution calls for the institution of a graduated percentage lottery system whereby each successive class loses approximately one-half the percentage spaces lost by the previous class this system spreads the burden of the university's housing shortage over the entire student body according to maureen quirk 77 rhc president and member of the residence subcommittee 12 faculty members and 32 student mem bers were present on tuesday the meeting was continued although a quorum was not present a quorum of the see forum page 8 david amidon forum convenes without quorum 8 faculty present by ken bandler news editor the forum convened tuesday without a quorum and proceeded to adopt three resolutions the university's governing body also discussed two amendments to its by-laws according to j ralph lindgren philosophy department chairman and forum v parliamentarian any forum member who did not attend the meeting can challenge the validity of the business transacted tuesday when the forum meets again m december any motions passed at a meeting where a quorum is not present is invalid he said due to illness george dinsmore associate professor of civil engineering and forum vii parliamentarian was unavailable for comment forum chairman david amidon said wednesday that to legitimize action taken at the tuesday meeting we will have to have a motion at the next meeting to approve of business at the last meeting the forum began its monthly meeting on monday with 38 students 22 faculty and three administration representatives present for a quorum 30 per cent of the student representatives 30 per cent of the faculty representatives and two ad ministration representatives are needed wagner does not like calendar plan by john tanzola james wagner university registrar said he does not favor the calendar designed by the joint forum-educational policy calendar committee the proposal calls for classes to begin on aug 25 wagner said he would prefer a start after labor day however if classes cannot begin after labor day wagner said he would favor the present calendar m which classes began aug 31 there is always a chance that the summer school session may overlap with the start of classes wagner said however since the summer school calendar has not yet been established it is difficult to determine whether or not there would be conflicts he added wagner said there would be a problem m getting the summer session grades out before the start of the fall semester moreover many students work during the summer and are expected to stay m their jobs through labor day he continued the proposed 1977-78 calendar includes a holiday on monday sept 5 for labor day a four-day weekend for yom kippur from sept 22 to 24 as well as the usual thanks giving break in addition the proposed calendar includes a midsemester break from oct 24 to 27 the spring semester would have one vacation from march 18 to 28 under the proposal the thanksgiving holiday should be the only break during the fall semester wagner said the
