lehigh univercity brown and white vol 88 — no 3 bethlehem pa friday september 10 1976 215-866-0331 stolen master key duplication feared byjohncopoulos a university master key was stolen early last week the brown and white has learned the theft comes during a contro versy over the unauthorized distribution of keys a university employe left the key m an unidentified room last week according to david lee director of residence operations the employe said he was not sure he locked the room the employe returned later and found the key missing lee said a week later the employe recovered the key and returned it to lee's office he said lee refused to say how the employe recovered the key he would not identify the employe or the room from which the key had been stolen the entire area that the key has access to is being rekeyed said lee he said he would not identify the area because of security reasons he acknowledged that one or more duplicates of the stolen key could have been made before it was returned last semester the brown and white reported that lee collected some illegally produced master keys it is illegal to reproduce university keys without authorization fifteen of these keys eventually were turned over to eugene dax university police captain dax began an investigation m may 1976 dax determined that at least 10 of the illegal master keys do not work whoever cut the keys is hardly an expert locksmith he said only a few of the illegal keys work properly the source of the keys has not been determined the illegal keys turned over to lee were collected by students dax said when the keys were brought to me it was under the assumption that i would not reveal their source he added several illegal university master keys are still possessed by unauthorized per sons according to a reliable source the keys include at least one master key to the university center and keys to both interior and exterior residence halls doors the brown and white has learned i would say that there are still some unauthorized master keys around the university when you have as many locks and keys as we do a master key is bound to get m the wrong hands dax said unauthorized master keys result from carelessness he added he pointed out that problems stem from errors m distribution of keys he said that it is difficult to catch a person with an illegal master key no one has been caught with an illegal university key v . i b&w photo by holsaaan open wide a steam shovel prepares to remove debris from a lot at fourth and new streets the site north of mart library was razed recently m preparation for construction of a senior citizen apartment complex construction of the high-rise is slated to begin before the end of the year current plans call fer an 11-story building b&w photo by stahler smelly issue garbage piles high behind taylor hall meanwhile department chairmen and professors surveyed by the brown and white report dissatisfaction with custodial service provided by the allied maintenance corp david lee allied service criticized by many department heads bysuecozzie and lee ann lusardi a brown and white survey of chairmen and professors m 20 departments revealed a general dissatisfaction with the per formance of allied maintenance corp m academic buildings since it took over university maintenance operations last year of the chairmen and professors sur veyed 5 expressed considerable discon tent with allied's performance 9 com plained about inconveniences such as blinds not being cleaned 4 were indifferent and 2 approved of present maintenance operations the university has 30 department chairmen allied took over university maintenance m november 1975 since that time the combined efforts of allied and the university's buildings and grounds department have saved the university 100,000 according to eric ottervik vice president for planning during that period the staff of 150 former university employes was reduced to 120 cuts were effected through attrition or retirement however richard irwin allied project manager at the university said that m no place was a cut made where service was decreased according to robert e rosenwein chairman of the social relations depart ment allied workers have left unlocked several buildings and rooms where ex pensive equipment was stored he said complaints about plumbing m price hall went unanswered for four days no major problems were reported m the survey but many of the professors cited minor deficiencies m the employes work edna deangeli classics department chairman said her office door sometimes is not locked by the employes and that rugs and floors m maginnes hall are not as clean as they should be deangeli said her complaints were nothing drastic and attributed the problem o workers - carelessness a major complaint was lack of com munication between university faculty the administration and allied one professor commented that since the faculty communicates with allied through the administration the faculty does not have full knowledge of maintenance arrangements several professors com mented that their formal complaints about allied's service were not satisfied affirmative action plan postponed by lew goldstein implementation of the university's voluntary affirmative action plan has been postponed due to a shortage of personnel m the office of civil rights m philadelphia it will be reviewed later this fall in ad dition the report on title ix did not meet its july deadline a new timetable will be released later this month lora liss university affirmative action office said the department of health education and welfare hew informed the university m a may 12 letter that all voluntary affirmative action plans sub mitted from colleges and universities would be reviewed at a later date the university's plan was submitted april 13 1976 it suggests ways to increase the range of effective action toward equal opportunity at the university through affirmative action and title ix guidelines title ix a portion of the education amendments of 1972 forbids dis crimination on the basis of sex m educational programs or activities which receive federal funds the existence of federal contracts for research and other activities with colleges and universities which receive more than 50,000 m federal contracts are the basis for the government's right to require af firmative action programs the univer sity currently receives at least a total of 5 million m federal research contracts liss said m addition to the government's requirements the plan had to be com pleted because the university could be affected by two sex discrimination suits filed m federal courts involving two for mer faculty members if we didn't have one an affirmative action plan it would have looked a lot worse liss said austin gavin executive consultant to university president deming lewis said the final draft of the university's af firmative action committees separate findings on title ix was not completed as originally scheduled gavin said new goals and a timetable schedule will be circulated so that the final report can be completed gavin did not say whether there would be hearings on the current rough draft of the report before final revisions are made liss said the overall accomplishments of the federal government's affirmative action plan have been meager regarding hiring more women and minority faculty members by colleges and universities see motive page 9 see allied page 4 see hiring page 5 inside heinz campaigns p 4 oetalob j>7 coordinators hired p 9 weekend picks p 11 gridders previewed p 12
