lehigh university brown and white vol 95 — no 16 bethlehem pa friday november 4 1983 215 861-4184 lafayette-game precautions planned by jonathon ansbacher leave me alone search with the lehigh-lafayette weekend still two weeks away precautions have already been planned to avoid problems that might arise both on and off the field a major change will be the addition of policemen to patrol taylor stadium and keep traffic flowing around campus according to eugene dax campus police chief there will be more campus police and bethlehem city police work ing the game just about every campus policeman will be working different shifts with more men out per shift on that saturday said dax according to william quay dean of students there will be 40 student guards inside the stadium from the university and about the same number from lafayette they will be assigned sec tions in the stands and they will try to prevent major problems from develop ing quay said there will be extra police at the gates to make sure no alcoholic beverages are brought into the stadium we have been cutting it down recently and i don't think it should be a problem this year quay said because the crowds at the lehigh lafayette games are eager to get the goalposts near the end of the game a wooden snow fence will be placed around the field along with police to prevent them from succeeding at least until after the game dax said another change for that weekend according to larry philippi assistant to the dean of students for fraternity and sorority affairs concerns the congestion of traffic in sayre park the hill i don't expect more traffic than in the past during the lehigh-lafayette weekend there will be a lot of alumni driving around so we will be hiring extra people to prevent illegal parking on the hill philippi commented friday night there will be a normal gate closing at sayre park but on satur day police will be checking cars for spe cial passes all day into early sunday morning all fraternity members must remove their cars by saturday morning failure to do so will mean a 100 fine per car only alumni will be able to drive into sayre park there will however be vans running inside it sayre park to pick up people fraternity members will be able to drive their cars back in from 7 30 p.m to 9 p.m saturday night philippi said the hill will be very busy with alumni coming back so we will run more police cars on it to prevent parking prob lems i'm sure there will be a lot of traf fic but we want to keep a safety factor up there dax said i have met with student leaders and we don't want major problems they would hurt the movement to get changes in social regulations we ought to focus on the fact that this is the best social weekend of the year it a withdrawal with a recent u.s supreme court decision that may make it impossible for the congress to call for a withdrawal of troops from lebanon the question of the marines length of stay has become more important according to the war powers resolution of 1973 troops must be with drawn from hostilities within 90 days if there is no declaration of war at the end of this 90-day period the troops have to come out regardless in lebanon how ever the situation has been altered by a compromise between congress and the president last month prior to the bombing con gress and the president came to an agreement whereby the 90-day period stipulated by the war powers act would be substituted with an extended 18 month period originally whitcomb said reagan refused to comply with the war powers act saying that it did not apply to the american position in beirut reagan finally admitted that the act applied but only after the compromise was reached i thought the 18-month extension was ill-advised whitcomb said congress should have forced the president to report to them and acknowledge the applicability of war powers in any event they should not have tied the com promise to the acceptance of the war powers act by their inaction not making the compromise , they could have engi neered a withdrawal war powers is not even being applied now whitcomb fewer high school grads a concern of the university by tony coppola the large decrease in the total number of graduating high school students is very much a concern of the univer sity according to samuel missimer university director of admissions of particular concern is the large decrease projected in the areas of new jersey new york connecticut and pen nsylvania missimer said he added that this is the area from which the univer sity draws most of its students the largest single drop nationally occurred last year when the total number of graduating high school stu dents declined by five persons this year the drop is projected to be about five per cent as well according to missimer in addition in 1982 87 percent of the incoming freshmen were from the states of new jersey new york connecticut and pennsylvania where this year the number of incoming freshmen from these states declined by about three percent how the drop will affect the university as a whole will depend on several things according to john woltjen university treasurer because the university builds a budget for a specific number of stu dents the drop effect on tuition will depend on the number of students that the university is able to secure woltjen by kathy goldstein a proposal planned to make it eas ier for students taking cooperative co op's work assignments with industrial or business firms was endorsed by university faculty members at their meeting last week the proposal was brought to edpol by forum xiii last april when the co-op education subcommittee recommended that certain univer sity policies in this area be changed according to arthur gould professor of industrial engineering and subcom mittee co-chairman effective next semester students interested in taking co-ops will be able to do so with continuing status as uni versity students according to a prop osal passed by the committee on educational policy edpol and the university faculty previously a student interested in doing co-op work had to withdraw from the university and was readmit ted after the work's completion explained gould an extended period with lack of official student standing triggered the payback of loans in some cases creating problems for students he continued by taking co-op 200 cooperative education which is a zero credit course the student remains regis tered as a university student accord ing to james wagner university registrar this course indicates to the university that the student is doing outside field work and precludes the need for withdrawal from and re admission to the university he said the course will be used inter departmentally and will be reflected on the students transcript he added the proposal also calls for a special see high school page 7 faculty endorse proposal for easier co-op system see co-op page 8 from the university and about the same number from lafayette they will be assigned sec tions in the stands and they will try to prevent major problems from develop ing quay said there will be extra police at the gates to make sure no alcoholic beverages are brought into the stadium we have been cutting it down recently and i don't think it should be a problem this year quay said because the crowds at the lehigh lafayette games are eager to get the goalposts near the end of the game a wooden snow fence will be placed around the field along with police to prevent them from succeeding at least until after the game dax said another change for that weekend according to larry philippi assistant to the dean of students for fraternity and sorority affairs concerns the congestion of traffic in sayre park the hill i don't expect more traffic than in the past during the lehigh-lafayette weekend there will be a lot of alumni driving around so we will be hiring extra people to prevent
