disci pline has charged kappa sigma frater nity with sexual harassment and the infliction of emotional distress accord ing to robert cohen associate dean of students and university case officer a hearing has been scheduled for nov 9 cohen said charges were brought because there is reason to believe that acts have occurred it is up to the disci pline committee to decide if sufficient evidence exists to make a decision on the case he added asked the specific nature of the acts which led to the charges cohen said it is not appropriate to comment beyond letting you know what the charges are doug paul 83 president of kappa sigma , said that he preferred not to com ment on the charges he added all i know is rumor i wish i had facts for you according to cohen the fraternity is being charged under the corporate resposibility clause of the law of teh campus the charges are based on section b of the law of the campus -- offenses against another's person cohen said the charges fall under the area of the section which states inten tionally or recklessly inflicting emo tional distress including but not limited to the separate offenses defined below of harassment sexual harassment racial harassment according to the law of the campus sex ual harassment is defined as an attempt to coerce an unwilling person into a sexual relationship or to subject a person to unwanted sexual attention or create a sexually intimidating hostile or offensive social or educational environment for vents b&w photo by brad furman the residents of stoughton house welcomed mom and dad m style this weekend as freshman shari floyd and her family get to know each other all over again lehigh student activities funding found lagging by gregg rogers although student-activities funding was increased by more than 60,000 last year the university's funding is still sig nificantly less than the 14 other schools it compares itself to m this category according to dean of studentss william quay the university increased its student activities funding last semester from 130,000 to 193,000 even with this increase it had less funding than schools such as carnegie-mellon colgate geor getown and tufts universities and the university of rochester we still need another 75,000 to move up m the cate gory ' quay said such an increase would have to be approved by the board of trustees which wants to see a separate student-activities fee included m the tui tion he said the majority of the 14 other schools have a separate fee included in the tui tion quay said such a fee was suggested during the last visit by the middle states association a group that gives accredi tation to colleges m the middle states area of the country this fee would not necessarily mean an increase m the amount of student funding according to quay the university allocates a certain percentage of tuition for student activi ties and having a separate fee listed on the tuition would make no real differ ence the only drawback quay cited m not having a separate fee is if it the fee is buried m the tuition there's the chance that it won't increase annually as it would if it were a separate fee the allocation is distributed amona vorinu groups on campus he said according to assistant dean of stu dents roger watkins the funds are dis tributed m three main areas the first major group includes publications the band and the choir the second area includes special interest groups such as the radio club the photography club and women organized to meet essential needs the third category is for sports groups there is also a minor category for any miscellaneous groups such as specific classes that require funding each group then gets increases m their funding based on a number of factors he said what we look to do first is increase the percentafle within oaeh aroup wut kins said factors then taken into consid eration are the group's present allocation the effectiveness of the group over the past year with its present budget and the size of the increase for which the group has applied the group will then be given a new allocation based on these factors we pretty much try to give them what they want he said according to quay the university is going to try to give more people what they want the university is going to try to increase the student-activities funding gradually over the next few years firm admission standards stabilizing university gpa by peter trumbore university grade-point averages gpas are expected to continue a trend of stabilization into the near future according to registrar james wagner if we maintain the same type of students and by that i mean the same intellectual quality the same type of faculty and the same rules and stand ards that we have now the gpas will continue to stabilize he said the all-university gpa for fall 1980 was 2.64 while m the spring it ose to 2.716 wagner stated that the averages began rising to the present levels m 1967-68 when the pass-fail option was added the averages rose 110 accord ing to wagner and as scholastic apti tude test sat scores went up the gpas rose as well averages how ever have been fairly steady for the past 10 years he said he stated however that the aver ages could indeed drop if the univer sity has to change its enrollment policies if lehigh is forced to dip into the barrel to get enough students then most likely the sat scores will go down which will m turn bring down the averages overall wagner said he was pleased with the statistics he said however that when the university's averages are compared to those of other institutions the university does not seem to fare well when we com pare ourselves with other institu tions wagner said lehigh usually comes out on the bottom or close to the bottom wagner m part attributed this to the way other universities calculate their averages every institution has different rules which can affect the average he said in comparison to other universities we have not gone overboard as have other schools he said press role reaganomics included in anderson talk by herb fischer and kathi moore the government's ability to cover up exceeds my ability to dig it up remarked pulitzer prize-winning syndi cated columnist jack anderson last fri day at the university anderson the author of several books spoke about news behind the head lines to a crowd of approximately 200 people m packer chapel anderson discussed several topics including the role of the press m relation to the government federal spending and reaganomics he opened his speech with a discussion of the duties of an investigative reporter he said others try to cover the news we uncover it we try to dig up the news the government tries to cover up anderson went on to criticize the role of the government m relation to the press he said the government will only tell you what they want you to know i want to know what they don't tell us he added the people m control are afraid to censor the news instead they classify it their political secrets are national secrets the emphasis for the past two years has been on preventing the public from getting the news that's censorship not security he ended his discussion on security and censorship by quoting thomas jef ferson who said he would rather have newspapers without government than government without newspapers and that free people would be better off with no government at all anderson also criticized reaganom ics he told an anecdote about his family puppy that was named reaganomics because he liked to trickle down what that puppy has done to our living room rug reaganomics has done to the economy reaganomics tells us inflation and interest rates have gone down he added they are down because the economy is weak it's not the strong economy he had envisioned he also noted reagan's plans would have worked fifty years ago these solutions see anderson page 5
