others and dean a copeland cal len which had so ably adminis tered the affairs of the university since the retirement of dr c c williams as president on june 30 1944 the services of this commit tee will end july 1 when mr smi ley wil assume his new duties lehigh s newly elected vice president who will also retain his position as director of admissions attended dartmouth college from 1917 to 1919 and was graduated from bowdoin college with an a.b degree in 1921 from 1923-1924 he did graduate work at lehigh receiving his master of arts de gree from the university in 1935 he first became associated with the university in september 1923 when he was named instructor in the department of english and it was during this period that he de voted considerable time to gradu ate study in july 1924 mr smi ley was appointed assistant dean and registrar a post he held until august 1926 when he left lehigh to go to the university of north dakota smiley takes over administrative post e palmer administrative chairman up duties july 1 ; tojlesume deanship dearlphilip mason palmer dean of the college of arts and science and for one year chairman of the administrative committee com posed of dean neil carothers and dean copeland callen is relin quishing his post to kenneth smiley newly appointed vice president and director of admis sions it was a difficult time when in july 1944 dean palmer and his committee took over the duties of running the university it was es pecially difficult for dean palmer as he had many loose ends to tie together when the termination of army contracts and the finan cial stresses of war-time on the university enrollment and staff changes were greatly burdening administrative duties few men have given as much of their lives to the building and sustaining of lehigh university as one of the finest universities in the country during his administration as dean of the college of arts and sciences even though lehigh was known throughout the country as an engineering college dean pal mer guided the standards of ex cellent work in the liberal arts college to achieve an unusual rep utation for the university dean palmer received his a.b degree from bowdoin college and then continued graduate study in harvard college university of heidleberg university of zurich and in 1922 received the degree of doctor honoris causa from the university of padua in 1922 christensen heads english dept assistant prof glenn j chris tensen has assumed the leadership of the english department in the absence of prof r m smith in adidtion to professor smith prof j b severs and associate prof e h riley are on a vacation dur ing the present summer term an overwhelming majority of lehigh students have enrolled in courses offered by the english department at present there are 261 on the rolls and more will probably be added mr m j quinlan has been given a permanent appointment as assistant professor of english his field will largely be in 18th cen tury courses temporary instruc tors for the summer semester are mr kingsbury badger from muh lenberg college and mr j w fa tula from briarcliff junior college regular teachers here this sum mer are assistant professors carl f strauch albert a rights and glenn j christensen dr chris tensen said that no courses have as yet been dropped by the eng lish department since the enroll ment is so large lehigh men can look forward to another successful semester from the men in the eng lish department vol lii no 43 price 5 cents bethlehem pa wednesday june 27 1945 dean philip m palmer left chairman of lehighs three-dean administrative committee retiring head of the university after serving a year in that capacity is succeeded by e kenneth smiley right new vice-president taking over the administrative duties as acting president if council issues rules at its last meeting the interfra ternity council moved to reinstate formal rushing at lehigh univer sity during normal times formal rushing was always the case here however the wartime extingen cies had temporarily necessitated the abolishment of formal rush ing this semester however the council felt the increased size of the freshman class was indicative of the need for the reinstatement of formal rushing rules the rules as adopted by the council are sec 1 there shall be a rushing period of 13 days beginning the monday before registration and ending the second saturday of school at 1 p.m sec 2 a man entering lehigh for the first time may be offered continued on page 6 frosh rules now in force cyanide junior honorary so ciety in charge of freshman reg ulations has announced the rules governing freshmen for the sum mer semester these rules in ef fect monday june 25 will be en forced by cyanide and the vigil antes under cyanide president richard macadams m e june 46 due to the fact that these rules apply only to non-veterans and therefore do not affect return ing servicemen only members of cyanide and a picked group of students composing the vigilantes will be responsible for enforcing these rules which are as follows 1 all freshmen must say hello when meeting another le high man on campus 2 freshmen shall learn all ma jor school songs and cheers 3 the wearing of freshman hat seal brown tie and brown socks shall be compulsory with the exception of sundays or out side the city limits of bethlehem 4 freshman regulations shall start on monday june 25 and re main in effect until september 2 5 no freshman may wear a moustache or beard of any sort 6 no freshman may wear a let ter of any other school on a sweater 7 freshmen must keep off the grass at all times anyone wishing to report a vi olation of the above rules should contact any member of cyanide or of the vigilantes members of cy anide are lehigh's seventy-seventh commencement on sunday june 17 was highlighted with an address by the honorable harold h burton junior senator from ohio senator burton addressed the assembly on the subject
