white desk editor the following is an interview with ingrid mattaus-maier member of the west german bundestag who was a woodrow wilson visit ing fellow at lehigh this week first elected in 1976 to the west german parliament called the bundestag mattaus maier served on many committees including chairwomen of the committee on finance originally a member of the free democratic party fdp she broke with it in 1982 and renounced her seat in parliament she then joined the social democratic party sdp and was re-elected to parliament in 1983 a native of wertle west germany mattaus maier studied law at the universities of gues sen and munster brown and white what is the difference between the british parliament and the west german parliament known as the bundestag mattaus-maier stag in german means day meeting the bundestag is our federal parlia ment and the main important difference is that the bundestag is elected by proportional representation that means it reflects exactly how many votes the different parties won during the election our parliament has 496 members for example if the sdp or the conservative party got 50 percent of the polls then they would get 50 percent of the seats which is 296 you have exactly a mirror image in england however maggie thatcher may become the prime minister without having the crow sued over assault of dartmouth filmmaker a former dartmouth college student is suing lehigh alpha chi rho fraternity and four students for a beating he received april 18 1986 at a fraternity party according to the philadelphia attorney who filed the suit todd moyer was filming a documentary on college drinking called fighting drunk when he was assaulted by many people at a party at crow thomas grier the attorney said he was visiting a friend at lehigh at the time the suit names the university alpha chi rho national fraternity its lehigh chapter three lehigh students and a crow member who was bartending at the party moyer is seeking more than 75,000 in damages on each of four counts and punitive damages of 500,000 grier said crow member robert lewis 87 who was supposedly bartending is one of the individuals named in the suit along with three non-crow members who participated in the attack they arc douglas gaflhey james folk 89 and earl schneider 87 grier said other attackers could not be identified the suit contends serving alcohol to minors and visibly intoxicated people contributed to the attack grier said he said moyer sustained a broken jaw and back injuries which still cause him problems assault charges were filed against gaffney folk and schneider according to the office of bethlehem district justice john gombosi charges against gafihey were drop ped because he could not be identified folk's charges were reduced to harassment charges for which he paid a fine and costs charges against schneider were held for court the northampton county district attorney's office said the state withdrew simple assault charges against schneider and he pleaded guilty to disorderly conduct he was sentenced to one-year probation and fined 300 the dean of students office declined comment the brown and white 215 758-4181 responsibility for the behavior of every other member so that the group as a whole will intercede when a member transgresses the boundary of social behavior she said she is seeking more clarity and will work toward establishing rules defining acceptable and unac ceptable behavior but we have no intention of sending party patrols around duncan listed weekday pub nights hotel parties sunrise cocktails latenight sigs and using grain alcohol punch as all leading to alcohol abuse but she admitted if more frat ernities were responsible about alcohol distribution and treatment of intoxicated guests the existing social poli cy would probably have been more acceptable to the board she said college and uni versity boards of trustees are becoming more active in uni versity policies the board members of the board had been tempted to make a stronger response lehigh's board of trustees passed a resolution on oct 9 which instructed president peter li kins to review leh igh's social policy and make revisions to go into effect by the beginning of the 1988-89 academic year vice president for student affairs marsha duncan said the board members express ed that the present extent of alcohol use at lehigh is not acceptable the campus has one year to make clearer rules duncan will work with for um and other student organ izations to make the revi sions she said she will try to preclude drinking events not drinking by restricting the opportunities for alcohol abuse but added she does not want to destroy lehigh's social atmosphere we need to beat out whatever the rules ought to be by the end of the semester so enforcement policies can be formulated next semester she said the current social policy by brian cooke brown and white editorial page editor was instituted in 1984 after the board of trustees delegat ed responsibility for the poli cy to li kins he then worked with students faculty and oth er administrators to formu late the basic social policy now in effect in past years the amount of irresponsible drinking has decreased but the overall consumption of alcohol has not duncan explained she said police reports have shown progressively fewer alcohol abuse-related inci dents but indicated weekday pubnights as evidence of increased overall alcohol con sumption we never had tuesday or wednesday night pubnights before 1984 she said the problem with the soci al policy is that it's not clear enough she said noting that the problem lies in the word ing of the policy words like reasonable and responsi ble have different interpreta tions...and nobody has been given the
