of monroe j rathbone retired chairman of the board and chief executive officer of standard oil company speaking at the dedication were represent atives from both the university and business in praise of rathbone john d harper university trustee and chairman of the board and chief executive officer of the aluminum company of america said throughout his professional life rising from graduate chemical engineer to chief executive officer of the nation's largest oil company . serving as director to several prestigious firms and recipient of many national and international honors . he never wavered in his belief that in our youth lies the nation's future harper also commented upon the problems faced by both business and education today saying remedies must be found or the inevitable will happen public institutions will continue to require increasing federal and state funds if they are to avoid a decline in the quality of the service they perform similarly without financial help private institutions will start the long decline to mediocrity and eventual demise dr w deming lewis university presi dent discussed lehigh's financial development plans for the next decade associated with its nationwide s67-million new century fund campaign the most effective way to fill the gap between expenditures and income said lewis is to increase endowment we contemplate doing that rather sub stantially by 11,000,000 in the first phase of the new century fund campaign and by another 15,750,000 in the second phase for a total of 26,750,000 in permanent endowment harold s mohler president of hershey foods corp and national chairman of the new century fund reported we have advance commitments totaling nearly 3-million or 10 per cent of the new century fund's first-phase objective we plan to keep everyone fully advised and in due course every alumnus and friend of lehigh will be asked to participate in a meaningful way president lewis said that endowments would be chairman monroe j rathbone was honored during the dedication of rathbone hall princeton program enables student course evaluation the educational testing service est has announced a new program that enables students to evaluate the performance of their professors ets operating out of princeton n.j is the group that admin isters the sat the program involves a questionnaire called the student in structional report sir which gives a student a chance to give his opinions anonymously and gives the instructor a way to measure his own effectiveness the est bulletin or sir states that the program is more effective than eval uating courses by student achievement the traditional method because how a student performs in a classroom or what he writes on an exam does not tell the instructor how good his lectures are or whether the comments he writes on stu dents papers are helpful or whether students feel free to ask questions in class according to jane wirsig director of information services for ets there has been quite a bit of effort to rate instructors but the attempts either haven't worked or have taken too long to analyze sir is a standardized form that once enough data has been gathered will allow the instructor to compare his teaching with that of others across the country the questionnaire was designed by ets researchers college faculty members and students consisting of five sections the first section asks the student to strongly agree agree disagree or strongly dis agree with 20 statements about each course the statements concern organi zation of the course teaching techniques and student-teacher rapport the second section involves 10 multiple-choice ques tions about the students reason for taking the course work load and expected grade the third section has eight questions concerning the overall quality of the course textbooks and lectures the professor is able to add up to 10 questions of his own that are applicable to the specific course the final section allows the student to write his own com ments about the course upon completion the student's written comments are given directly to the teach er the answers to the other questions are sent to into the arena of british national politics in a tv interview the night before he was elected as the party leader harold wilson was asked what he would do if he were elected prime minister by a very slim majority wilson replied oh we don't discuss nightmares like that in october 1964 wilson was elected with a majority of five votes in parliament one of the slimmest majorities in british history he was eventually to lose two members and another was to die leaving wilson to govern with a majority of two members even with this precarious margin he seldom appeared nervous when kenneth , harris of the observer of london asked wilson's wife mary if her husband ever got nervous she answered yes not very often i should think on the average once or twice a year yes twice say during his campaign wilson had promised an economic policy of permanent full employment growth rates of 4 per cent steadily expanding welfare services and a rising standard of living as prime minister wilson was faced from the onset with serious economic problems british balance of payments abroad were becoming more and more unfavorable and at home the threats of devaluation stalked the pound within forty-eight hours after he was elected wilson announced that he would not devalue the pound for the next two years britain's economy was strained as her resources were drained to pay foreign trade deficits in an attempt to keep the pound worth 2.80 but the summer of 1966 caused a change in wilson's economic policy as a seamen's strike hit britain's ports the center of her trade the strength of the pound on
