week as winter's first storm hit the area economist may speak at graduation by lee ann lusardi economist milton friedman will be asked to speak at commencement this year according to craig solomon senior class president the decision to contact friedman follows an unsuccessful attempt to procure attorney f lee bailey bailey's fee for speaking is 5,000 well above the 1000 honorarium offered by the university solomon noted the results of a survey distributed to the class of 79 last spring indicated woody allen was the class's first choice for a commencement speaker he said however the actor was deemed an unacceptable choice by the ad ministration gerald ford numb two on the seniors list was not available if none of the candidates proposed by the executive committee are signed by feb 15 the administration will take sole responsibility for obtaining a speaker solomon said the class will then have no coverage at all m the choice of a speaker he added the wishes of the administration and faculty as well as the students must be considered when choosing a graduation speaker solomon said the ad ministration looks for different things in a speaker than the class does he ex plained administrators and faculty look for persons with an academic or in tellectual slant and frown on the comedian-entertainer type while students tend to prefer high-visibility speakers such as celebrities he con tinued it's not feasible to go the class for the choice of speakers because the class doesn't understand the constraints we're under he said the most the class can do is provide the initial list of choices time and money also limit the choice of speakers solomon said he explained that a speaker must be interested in the honor of being invited to speak at the university as well as the honorary degree that goes with it rather than payment further graduation is for memorial day weekend when many prospective speakers are unavailable columnist art buchwald was contacted and willing to speak but was busy on that date solomon said if friedman who received an honorary degree from the university nine years ago is not available the administration may contact authors james michener or leon uris or hannah grey president of the university of chicago the process of obtaining a speaker is time-consuming because only one can didate is contacted at a time solomon explained he said the class officers did not find out that bailey would not speak university receives grant for one-year steel study by gail price the university has received a grant of approximately 1 million to direct a one year study of business and technological strategies that could counter ihe effects of foreign imports on the american steel industry funding for the study was provided by the economic development administration of the u.s department of commerce the study will be directed at the university by carl beidleman professor of finance s kenneth tarby professor of metallurgy and materials engineering and r wayne kraft jr professor of metallurgy and materials engineering according to tarby the three primary parts of the study are a marketing strategy analysis a technology assess ment and a determination of the feasibility for creation of a national facility for steel research demonstration education and training at present the marketing analysis consists of three divisions to be studied a survey will be conducted of steel industry customers to determine why they choose a particular steel the professors involved said they feel steei is purchased for reasons other than cost therefore all aspects of the survey results will be studied closely assessments will be made of both the domestic and foreign steel industries m the analysis the second part of the study will be an evaluation of the technology presently used by the industry kraft ssid the professors will look for aspects of future technological practices with respect to increasing productivity and quality levels or decreasing costs tarby and kraft said when the steel plant m youngstown ohio was shut down workers m the plant proposed the creation of a national steel demonstration center according to kraft one benefit of a center would be to give the steel companies a chance to work together m experiments thus saving a good deal of money england france and germany presently operate such centers in this part of the study the university will create a data base of how different segments of the industry view such a facility the segments include the basic producers steel specialty shops and mini mills an advisory board composed primarily of industry government and education representatives currently is being formed and final plans for the study are still under negotiation the u.s department of commerce has initiated the study with hopes of correcting the industry's declining status due to foreign com petition sac votes 11-1 to sponsor x rated film next semester by patrice wilchek the student activities council sac recently voted 11-1 to show an x rated film next semester sac president robert rosenthal 79 said tuesday john nersesian 80 sac vice president said the sac will probably have to meet with the cultural and social events review committee regarding the showing of the film the cultural and social events review committee was formed last semester m response to numerous complaints about the sac's december showing of the x rated film deep throat members of the 1978-79 review com mittee include william quay dean of students nathan harris assistant dean of students robert rosenthal 79 sac president john nersesian 80 sac vice president barry glickman 79 representing the forum donald ryan professor of geological sciences alan pense professor of metallurgy and joseph kemper professor of human development the committee is not a judicial or disciplinary committee it is an advisory committee which looks into any on campus cultural or social event about which a formal complaint is posed the committee makes its suggestions on the event to the sponsoring group about the prospective film quay said we do have a review committee it will be called on to review if a review is requested although the sac has not definitely rob rosenthal trustees to elect new government department head by john gabuzda the government department wiu have a new chairman at the beginning of the fail 79 semester professor donald barry the present chairman of the department will stay until his resignation becomes effective july 1 the end of his three-year term barry said he will continue to teach m the department he said one of the reasons he is leaving is that he wants to devote more time to teaching than he has been able to afford while chairman a second reason for leaving barry said is two books he has contracted to write i was negotiating for a book contract and it turned out that i got contracts for two different books he said the process of selecting a new chairman is already under way barry said the faculty of the government department has already met and made a recommendation to the dean of the college of arts and science to fill the post the recommendation has since been passed on to the board of trustees who will vote on it at their next meeting m january barry declined to reveal the name of the recommended successor to the chair manship
