lehigh university brown and white vol 93 - no 21 bethlehem pa tuesday november 17 1981 215 861-4184 changes in interim social regulations adopted by michelle imjmon a resolution calling for modifications of the interim social regulations includ ing the extension of weekend parties heyond 2 a.m if alcohol is no longer being served was adopted yesterday by forum xii another suggested modification is that 80 guests may be invited to pubnights as opposed to the 40 allowed by the interim regulations according to the resolution presented to the forum by the social pol icy and regulations subcommittee this resolution will now be presented to uni versity president deming lewis for approval at weekend parties the taps must bo turned off and all other liquor must not be served past 2 a.m the resolution states it further states that the party including the music may continue weekly pubnights will end at mid night however there is no defined starting time the resolution states the resolution also suggests that it be recommended to lewis that there will continue to be three open parties per semester per living unit neal colligan 83 co-chairman of the social policy and regulations sub committee presented the resolution to the forum he noted that we had two open hearings to take m any student and faculty viewpoints that would help the subcommittee on any of the regula tions he went on to say that we didn't have any attendance at those so the subcommittee reviewed dean of stu dents william quay's proposals for mod ifications to the interim regulations not a single soul appeared said barbara frankel associate professor of social relations frankel said that there will probably be future open hearings and that she hopes people will discuss the issues at hand steven krawiec associate professor of biology commented that the social alter natives should have the opportunity to establish themselves before they are changed i may point out that the social policy and regulations subcommittee is pres ently working on the more permanent recommendations gregg schulze director of intramurals and vice chairman of the campus life commit tee said to aid m this process schulze suggests that input be made at the subcommittee level michael tressler associate professor of english and chairman of the adminis tration committee presented a resolu tion of the cultural scheduling and publicity subcommittee at the meeting a lot of people seem to object to the rather scattered publicity on campus pressler said to alleviate this problem and to achieve maximum effectiveness of advertising the subcommittee'sug gests that the university make imme diate plans to allocate funding for a minimum of three permanent kiosks placed at key campus locations and open to advertising of all campus events of general interest the resolution states the subcommittee also suggested m its resolution that any kiosks erected be accessible to all campus groups at no charge according to procedures estab lished by the dean of students the resolution states that current methods of posting advertisements on campus are wasteful unsightly and inefficient krawiec responded to this and asked if there are provisions to be certain that new kiosks will not become unsightly and wasteful the dean of students according to pressler will be responsible for estab lishing procedures that will control this practice this resolution was tabled by the forum after a discussion concerning its potential ramifications fiscal 1980-81 one of university's better years by mark carroll the university realized unrestricted income of more than 4.3 million m excess of the budgeted amount according to the university's financial report for 1980 tl the report prepared by university vice-president and treasurer john woltjen called the 1980-81 fiscal year one of the better years for lehigh university woltjen said that while the university has operated m the black for a number of years last year was particularly significant because of a 17.7 million increase m the university's endowment fund this increase m the endowment fund was due largely lo the sale of a large block of securities inordertomake cash available to three external equity managers who for the first time handled part of the university's endowment funds the unbudgeted 4.3 million of income was due m part to higher interest earned on the endowment fund and short term investments but the largest single source of unbudgeted income was from student payments wolt jen said the 1980-81 budget figure m this area was surpassed by approximately 1.1 million this was largely due to unexpected tuition revenue from what is the equivalent of 213 full time students attending the university 710,000 of the unbudgeted income was directed to the university's endowment stabilization fund and 1,080,000 was placed into the future appropriations fund transfers to financial aid support were also increased over the budgeted amount by 602,678 over all financial aid expenditures were increased by 25 percent over last year in addition to student sources endowment fund and short-term investment earnings the university's financial balance for 1980-81 m other areas is noted below grants and contracts revenues from grants and contracts for sponsored research totaled 9,791,879 of which 2,165,942 was transferred to the university as overhead recovery this sum represents an increase of 27.4 percent over 1979-80 gifts and grants income from the university's annual giving campaign new century fund and state grants fell 117.94.1 below the budgeted amount this was due to the annual giving campaign which fell 21:1.448 below its projectd amount committee rules against 4th delt indiscipline case by mary frances donley a fourth delta tau delta brother was placed on disciplinary probation until june 1 1982 after being found guilty by the discipline committee on a charge resulting from the university's investi gation into last april 12 at the fraternity the student was found not guilty of indecent exposure guilty of failure to observe the boundaries of the two com munities of which the lehigh student is a part the campus and the city " and not guilty of activity that causes physical exhaustion or suffering or personal offense or that interferes with scholastic work or that constitutes any danger of possibility of danger to person or prop erty according to the discipline com mittee report on thursday's hearing as a condition of the probation the stu dent is prohibited from attending all social parties on campus during the pro bation period according to the report the student's hearing was originally scheduled for oct 15 but was resche duled after the student's faculty friend m the proceedings joseph mcfadden tasty even though cold november winds are whipping through sayre park dairy twists and hot fudge are still a popular study break for the men of thela
