lehigh university brown and white vol 93 - no 22 bethlehem pa friday november 20 1981 :■. ■:-:■:■::■:■:■:■;■:■;-;■:■:■:■:■:■;■:■:■:■:■:-.;■:■:■:....................................................... 215 861-4184 appeals committee clears 2 delts two members of the delta tau delta fraternity were cleared of all violations of the university code of conduct and another partially cleared in a decision handed down by the university's faculty appeals committee wednesday that committee rescinded guilty ver dicts issued by the university discipline committee on oct 15 as a result two students will be removed from discipli nary probation while the third will have his probation reviewed by the discipline committee all three students were cleared of the discipline committee's findings that they failed to observe the boundaries of the two communities of which the lehigh student is a part — the campus and the city the appeals committee upheld the discipline committee's guilty verdict for the third student on a different charge the discipline committee found a fourth delta tau delta member guilty of an identical charge earlier this week and placed him on disciplinary probation the original disciplinary charges were the result of the university's investiga tion into the events of april 12 at the delta tau delta fraternity four delts were found not guilty of all criminal charges related to the incidents of that night by the northampton county court last september the appeals committee reported that its decision was based in part on the determination that the charge upon which the students were found guilty , did not constitute posted or published rules and regulations a requirement for disciplinary action according to the report the university apparently based its charges of failure to observe the boundaries ..." on a portion of the lehigh handbook under the heading of lehigh lifestyles the appeals decision said that its com mittee members found this section of the handbook to be student guidelines for behavior but not published regulations according to robert cohen associate dean of students and discipline commit tee case officer the university decided to bring disciplinary charges against the students at the recommendation of its legal council the charge was a just one said cohen . ' that sect ion in t he handbook was a statement of expectation and therefore was a regulation cohen said that he related this opinion to the appeals committee when asked he also said that the discipline commit tee did not question the validity of the charge at the time of its hearings joseph mcfadden professor of jour nalism and faculty friend of the fourth president lewis approves 3 social code amendments university president deniing lewis formally approved the three social regu lation resolutions proposed by forum xii last monday in a letter dated wednesday and addressed to the university commun ity lewis cited marked improvement so far this semester compared to last year as his major reason for support ing the changes the new amendments which are now in effect are although alcohol muy not be served past 2 a.m at weekend parties the party itself may continue past that time each fraternity may hold one pub night per week on any day lasting until midnight eighty guests may be invited and no starting time is definite each fraternity will be allowed three open parties per semester lewis also noted in his letter that the administration will continue to monitor the quality of campus life stockman voices doubts over economic plan by indy glick during the pa8l week director of man agement and budget david stockman who is one of those being considered as university commencement speaker this spring publicly expressed doubts as to the feasibility of reagan's economic plan according to the new york times stockman made a devastating admis sion that he had never had faith in rea gan's economic theories or projections although stockman had publicly advocted reagan's plans previously the budget director recently stated he was certain the deficit in the budget would not be balanced by 1984 as w;is originally promised stockman said he felt that major cuts in military spending reductions in social security and scaling back of the pro posed tax cut would be necessary to alle viate the deficit according to stockman reagan rejected these ideas even when stockman voiced doubts about the plan's effectiveness nicholas balabkins university pro fessor of economics commented on stockman's criticism balabkins said he feels strongly that as part of a team stockman is responsible to the president and has an obligation to be discrete and his doubts or thinking aloud . is not some thing that a man in his position should do balabkins admitted that stock man's self doubt is healthy but his public admission of that doubt caused many hurd feelings reugan's promise to cut the budget and balance the deficit was easier said than done however imperative with any budget cut is the need to create incentives so the well to do will invest money in production thus generating jobs which will in turn stimulate the economy this action presented as supply side " economics has been com pared to the average trickle down the ory of old according to j richard aronson professor of economics one cannot talk in terms of tickle down for it is a journalikt r t<xprcbrion and ' mor emotional than anything else the basic goal is to stimulate the public's economic behavior regardless of the label this action carries he said balabkins said he feels that stock man's labeling of the plan struck a very trot baw photo by brian alston - as the cold and the distance have begun to show on the faces of these turkey trot runners they still have the entire hill standing between them and a turkey dinner discipline faces 3rd revamping within 30 years by george gabuzda with the current review of the university's discipline system by an ad hoc faculty committee the organization of the university's discipline committee could undergo its third major revision in as many decades according to william quay dean of students quay gave a brief synopsis of the evolution of the committee over the past 30 years in the 50s and early 60s disci pline was handled in one of two ways 1 "... solely by the dean of students who acted on the see stockman page 2 see discipline page 7 see appeals page 5 correction . the resolution of the forum's cultural scheduling and publicity subcommittee to improve communications at the university presented to the forum by michael pressler associate professor of english and chairman of the administration commit tee was approved tuesday not tabled as reported in the nov 17 issue of the brown and while lafayette schedule this week's lafayette festivities got off to a running start on wednesday with the annual turkey trot and continued guardedly on thursday as the makings of a bonfire were protected from lafayette invaders the rest of the weekend's activities today 4:30 the living unit decoration contest is judged by the varsity cheerleaders 6:45 buses begin to leave from the flagpole for saucon valley 7:30 pep rally gets underway at saucon valley with david amidon as master of ceremonies bonfire at 8 cider and donuts provided
