increase by more than 420 for the 1960-81 academic year according to john woltjen university vice president and treasurer the university began the budgeting process for 1980-81 this week but the exact amount of the increase will not be known until later this month the administration will present a proposed tuition increase to the board of trustees for approval in january woltjen said citing rising costs as the reason for the increase this year the university will not have any difficulty with the budget because of inflation woltjen predicted since the university has more students than planned it has more revenue than ex pected this extra revenue has helped ease inflationary pressures woltjen explained however woltjen said he is very concerned about 1980-81 when inflation will have a greater impact on the university the tuition increase will have to be more reflective of tbe increased costs and thus more substantial than previous years he said the university finished the 1978-79 fiscal inaccordance with the mandatory retire ment act of 1967 ■in 1978 congress considered raising the retirement age to 70 the house of representatives passed a bill which raised the retirement age to 70 for everyone the senate however bowing to pressure from the american council of education ace and university administrators passed a bill excluding professors from the new higher retirement age a compromise was worked out in the conference committee for that bill resulting in the present law denial of civil righto one of the professors major complaints is that the law is discriminatory and a denial of their civil rights according to ferdinand beer professor of mechanical engineering delays by administration cause problems for wlvr by ed fiedler it has been 14 months since nathan harris advisor to wlvr was first told of a federal communications commission < fcc ruling which if not acted upon in all due speed would mean thf end of the campus radio station it is also eight weeks after the deadline set by the station's lawyers to apply for higher power at its present frequency in accordance with that fcc ruling despite repeated warnings to harris and others in the administration no decision has yet been made on the future of the station except for one made by default now it is too late to apply for anything but a new frequency in the commercial portion of the fm dial harris sat on our proposals said ray chaffee 82 general manager of wlvr we gave him a report last spring on what choices the university had concerning the radio station and all we ever heard was in two weeks i'll know chaffee added harris would not talk to the brown and white about the radio station bumping possible as of next month wlvr becomes a secondary station any other station on or near its frequency can with fcc ap proval increase power and interfere with wlvr may also be forced to share its frequency and broadcast day with another station because it will not be able to meet another new fcc requirement to broad cast at least 12 hours a day 265 days a year chaffee said either event is made more likely by the announcement of wlvt the local public television station that it is working to set up its own high power 10-20,000 watt station in the educational portion of the fm dial space for such a station was made possible locally by the fcc ruling forcing 10-watt stations like wlvr to students have the option of taking courses in foreign cultures instead of a foreign language to fulfill their requirements under the approved measure during the lively discussion which characterized the two-day meeting several faculty members expressed reservations about the effects of passing the original policy committee proposal and reinstituting a foreign language requirement hodges compromise seven professors from six departments * ■signed the approved motion which was introduced by michael hodges associate professor of international relations at the end of tuesday's recessed faculty meeting at the beginning of wednesday's meeting hodges accepted a friendly amendment from howard whitcomb chairman of the government department and one of the seven signers to include a revision of the existing requirement in math and natural science the measure was heatedly debated and passed wednesday the vote to substitute it for the original proposal was 52-39 while the motion actually passed with a close voice vote ■- _____ __ after wednesday's vote the meeting was recessed again and will conclude on tuesday when the faculty concerns itself , with fine tuning and modification of the approved proposal according to hodges also at tuesday's meeting the faculty will hear a proposal to reduce the up perclass distribution requirements for a bachelor of arts degree
