lehigh university brown and white m^^mmmm^^^kwmmm bethlehem pa friday march 21 1980 m5-861-41h4 lewis appoints second new provost by peter schilling almost three weeks after provost-elect donald sawyer quit the university's second highest post president deming lewis announced today the appointment of arthur humphrey as provost and vice president effective july 1 final approval of the appointment awaits the decision of the board of trustees at its april meeting humphrey dean of the college of engin eering and applied science at the university of pennsylvania will succeed albert zettlemoyer humphrey's appoint ment concludes a 10-month search for a new provost by a faculty-student-trustee committee chaired by carey joynt professor of international relations in an interview wednesday humphrey spoke of the post as a great opportunity the most challenging aspect of the job would be working with the very in telligent people here he said the new provost-elect said the fact that two previous candidates had refused the position did not affect his decision to ac cept the offer noting his primary concern was whether there is the vehicle for me to do a good job and . enthusiasm among the faculty according to humphrey such resources exist and the commitment of the faculty snd administration waa strong the first candidate offered the position in december jsy oli va , an administrator from new york university turned down the job informed sources have told the brown and white oliva was the over whelming first choice but he declined because ultimately he wanted to be president of a university if he were not chosen president here when lewis retires in 1982 he would have left oliva did not want to have to move twice in two years according to sources three weeks ago donald sawyer a chemist from the university of california at riverside and at the time provost-elect here quit the position because of what he said was continuing active opposition to my appointment from within the adminis tration one apparent area of dispute between sawyer and the university was the provost's responsibilities another was whether the dean of the graduate school would report to joseph libsch vice president for research or to the provost humphrey said he and the president had discussed at length the provost's responsi bilities but no final decisions have been anderson bush reagan expected at stabler center by doug rogers ronald reagan george bush and john anderson are the three remaining can didates expected to attend the mock republican convention to be held in the stabler athletic and convocation center april 19 according to alex matturri 80 president of the university's college republican club which is sponsoring the event originally matturri said he had been in contact with all of the republican can didates and was expecting most of them to attend however several candidates with drew from the primary race and will not attend the convention matturri said so he is scheduling more speakers to take their places kim perrone 82 chairman of the convention committee said she thinks the remaining three candidates will make for a more exciting convention than originally expected not only does it make the work easier for us perrone said but it should be more exciting and dramatic because of the antagonism which has built up between bush and anderson the number of candidates doesn't really count for our purposes perrone added it's the quality of the candidates not the quantity both perrone and matturri said the convention is very important to the can didates because it is only one week before the pennsylvania primary which matturri added is a big primary wlvr consultants find open fm slot for station by ed fielder there is a glimmer of hope for wlvr's future according to ray chaffee 82 general manager of the campus radio station consulting engineers have found one slot in the commercial portion of the fm dial which is still available for the station chaffee said adding that a move to that spot which could cost 819,000 to 820,000 would not be a permanent solution wlvr and other ten watt educational fm stations were farced by an 18-month old federal com munications commission fcc ruling to apply for a license for a higher-power transmitter in order to remain at their current frequency if they did not they would be forced into the commercial portion of the dial where they would not be afforded protection wlvr's current frequency 91.3 megahertz mhz would have been a prime candidate for higher power according to reports by the station's consulting engineers proposals by the station's staff to increase power were submitted to the administration in april 1979 but no action has yet been taken chaffee said the deadline for filing for the higher power was jan 1 1980 the commercial band slot found by the consulting engineers 104.9 mhz can only accomodate a 10-watt station and would not be protected against a power rise by stations on or near that frequency he said chaffee has been negotiating with the management of wfmz for space on that stations tower atop south faculty reaction led to resignation by peter schilling three weeks ago provost-designate donald sawyer quit the second highest post at the university after a power struggle had apparently developed sawyer said he resigned because of continuing and active opposition to my appointment from within the adminis tration but after talking to numerous sources close to the situation the brown and white has learned that the references to a power play between sawyer and joseph libsch vice president for research were exaggerated instead faculty reaction to comments sawyer made about the university and rumors about him played a significant role in his resignation there was a wall of opposition building barbara frankel associate professor of social relations and chairman of the faculty's educational policy com mittee said the rumor mill was working overtime i do feel rumors and speculation did play a part in this unfortunate affair carey joynt professor of international relations and chairman of the provost search committee said several of these rumors started with comments sawyer had made to members of the faculty while on campus he allegedly told the equal opportunity advisory committee in december he did not believe in affirmative action one member of the committee sub stantiated this comment though sawyer thought the affirmative action plan here was just a bunch of numbers according to the eoac member after that in terview the eoac found sawyer to be an unacceptable candidate as far as affirm ative action and equal opportunity were concerned another rumor which upset many faculty members was a remark which sawyer made suggesting there were too many courses in the arts college made during a meeting with the academic deans in january there was some basis in fact for this rumor as well john hunt dean of the college of arts and science said sawyer mentioned he had been going through the lehigh catalogue and compared the number of courses with the number of professors in the arts college sawyer commented that there should be some reconciliation between the number of professors and the number of courses some trimming down according to hunt however the dean said this is an absolutely legitimate concern not all members of the faculty sym pathized with hunt a great many people at all levels of biw ptmto by vince giusehi this skier did not have to travel to the slopes to get m what were probably the last few jumps of the a/rbome season conditions were excellent m front ot theu chi last week when several surprise inches of snow were damped oa the lehigh valley escorts late bus suggested to ease security problem by linda pickens editor's note this is the first of a three part series on security concerns at the university the second part will deal with long-term problems including fighting the final segment will examine the university's resources for dealing with the security issue the jan 19 attempted rape of a university woman and five to seven assaults in the past month have once again raised the issue of security on campus an escort service and later bus service to smags on weekends are two short-term solutions to current problems suggested by eugene dax chief of campus police however neither possibility has been discussed by campus governing bodies an ad hoc security committee which met dec 5 with preston parr dean and vice president for student affairs
