articles examining the budgetary process at the university the articles will be published m consecutive issues by jim donahue the formation of the university budget is one of the most important functions of the administration the budget deter mines how much students will pay in tuition how much the faculty will receive in salaries and how much will be spent on various programs yet much of the budgetary process is a mystery to most students and some faculty members according to john woltjen university vice president and treasurer the news analysis budgetary process begins when he sets the parameters on how much money the university will raise and spend during the next year his decision is based on predictions of what labor and material will cost for the next year it is at this point in the budgetary process that a general faculty salary increase and tuition in crease is established tuition and faculty salary increases must be determined before most budget details are planned because students and parents have to know relatively early how much tuition will be for the next year woltjen said the budget is divided into three smaller budgets — educational and general financial aid and auxiliary enterprises he continued the budgets are not finalized by woltjen he sets up the general scheme for income and expenses for the three colleges and non-academic departments how they ( the academic departments and the deans of the colleges divvy up the pie is up to the colleges and the provost woltjen ex plained around jan 15 budgeting within the individual departments begins the budget comes back to woltjen before april when it is presented to the board of trustees a new budgeting system is being in stituted by the university woltjen said this new system will give a more detailed picture of the university's expenses instead of something being listed under supplies it would be broken down into office supplies and lab supplies he ex plained the additional detail m the budget should help make budgeting more ac curate he said it also will reflect changes m demand for various programs but even then the university can never reach perfection m developing the budget he added the three smaller budgets are part of the new system woltjen said included m the educational and general budget is income from student sources gifts and grants and endowments expenses in clude instruction research libraries athletics and student activities the financial aid budget includes money for university-sponsored financial aid and scholarship programs it does not include money from federal and state grant programs or outside scholarships covered up photo by traugott the same even a blanket of snow cannot hide the beauty that is the lehigh valley the questions remains whether the snow storm has also hidden the students lucky draw photo by gicking students played the university's annual game of room roulette this week as those wishing rooms m residence halls for next year drew their numbers m the lattery students such as the young man above had to hope that luck was a lady to them yielding good numbers publicity ends campus chain letter bybillveliky a chain letter involving u.s savings bonds which originated m dravo house two weeks ago came to an end sunday after some of its holders became worried that the publishing of this article would scare off potential buyers making it difficult to continue the chain another chain letter which originated at the university of delaware is still cir culating around campus in an interview one of the originators of the dravo chain letter ( who did not want to be identified said that holders of the letter were having trouble selling it they decided to reverse the chain so that people who lost money would have their money refunded by the people who had made money all the people involved with the chain letter were friends so there would be no trouble m making some people sacrifice their earnings to help the ones who lost money the student from dravo explained tuesday evening a holder of the chain letter who also did not want to be iden tified said that he and his friends decided to discontinue the letter after they learned the brown and white was doing an article about their letter when asked if his name could be used m this article the holder said i don't mind but their are some people who might he also commented that one of the people who made money from the chain letter had to be leaned on a little to give up his earnings regarding the delaware chain letter a member of stevens house who also preferred to remain anonymous said he bought the letter from a friend at delaware and started circulating it on campus a couple of weeks ago the letter works m the following man ner a person buys one 25 savings bond at twice its value bonds sell for 18.75 from a holder of the letter he must give this bond to the first person on the list of previous buyers the buyer should cross the first person off the list and place his name at the bottom he then buys two bonds from the bank and sells these to two other people at twice their value or 37.50 profits should increase for people at the top of the list as more bonds are sold so far the letter has circulated through most of stevens house and has reached at least two fraternities fiji and pi lambda phi when asked how much be has mad ao far the member of stevens house who brought the letter to the university replied i have made four bonds so far he also said he can make even more money depending on how many people buy the letter the problem with a chain letter is that as more and more people receive letters it middle eastern ambassador talks of peace by pete schilling the momentum created by sadat's visit to jerusal&n is evaporating ashraf ghorbal egyptian ambassador to the united states warned claiming that a settlement should have been arrived at by dec 17 1978 ghorbal said the negotiations had reached a critical stage yes there is a draft treaty the agreement is practically there . 96 per cent of what needs to be done has been done he said emphatically he accused the israelis of running away from
