lewis will oppose the forum's attempts to have the hoard of trustees remove the add-drop fee from procedures regulations require ments prr according to david amidon lecturer of urban studies and forum trustee representative lewis saw the issue as the right of the faculty or forum to intrude on his sovereign power over the budget the controversy over the add-drop fee began last november when the forum voted to remove the fee after this semester lewis said that the forum did not have the power to remove the fee because it was part of the budget the forum on the other hand felt that it was a penalty and a reflection of registration policy both of which the forum has jurisdiction over before anything could be done about the fee it was discovered that the fee was m pr&r which only the trustees have the power to change leonard wenzei chairman of forum ix said that lewis feels that he is responsible for the budget and the add-drop fee is a budgetary matter lewis is also concerned about the precedent the forum's action might have he added from an academic point of view there is no reason to keep the fee wenzei said the power to establish or abolish the fee should lie m the academic part of the university he added larry weitzner 79 chairman of the forum's academic environment com mittee was particularly vehement m his criticisms of lewis anticipated stance before the board on the add-drop matter he said that lewis was not being reasonable and that lewis perceived this issue as a power struggle the problem is that when anyone besides the adminis tration wants to bring change they are frustrated he blamed the stalemate m negotiations between the administration and the forum and the resulting con frontation before the board an lewis stubborness to allow any other campus body to make a decision lewis had several opportunities to compromise with the forum on the issue but he refused to do so according to weitzner hubert fleaher university chaplain and forum member said that the president was basing his decision on principle rather than the merits of the issue according to flesher while lewis acknowledged that the forum can make recommendations to the board when it comes to budgetary matters lewis felt that only the administration could control them he said that lewis looked upon this proposal as a challenge to his control over the budget he said he felt the forum's recom mendation would be voted down by the board he said that if the board perceived any vote as challenging the power or authority of the president then they would vote with lewis lewis sees it m these terms it's unfortunate one reason far lewis objection to the proposal fleaher said was that the budget has already been made the question then is whether the president will accept the proposal next year or the year after he added flesher said that the board would most likely amend pr&r to establish an even handed administration of the fee after this the administration may be open to elimination of the fee for a trial period such a trial period would be acceptable to flesher but he said he would be pleased if the end result of going before the board was an even-handed amdinistration of the fee amidon said that the budget im plications were inconsequential the basic question concerned is registration which is under the forum's pervue he added that the fee m question was actually a fine against add-drops rather quay denies trend in campus crime by ed fiedler so far this semester there have been four assaults on campus and one off-campus m which all the victims were university students in all the incidents the assailants have been people not associated with the university both william quay dean of students and eugene dax chief of campus police scoff at the suggestions of a trend toward crime on campua two or three incidents back-to-back seem like an awful lot but i don't see any trend developing quay said lehigh is as safe as any college dax said adding but just because you're at lehigh doesn't mean these things won't happen investigation of most of the incidents has been turned over to the bethlehem police department we don't see this as a series of incidents said stanely zweifel bethlehem police commissioner adding but m a city the size of bethlehem these things are bound to happen zweifel said bethlehem's crime rate is far below the national average and is lower so far this year than last year dax said the incidents so far have been isolated not fitting a pattern and are therefore difficult to predictor avoid campus police have been using more plainclothes officers dax said and the use of unmarked patrol cars has increased since the latest incidents quay said no major change is anticipated m the campus security setup and dax said putting more patrol cars on duty probably would not prevent similar incidents m the future the city police team setup allows concentration of patrols m areas where many incidents occur zweifel said adding that the university campus police have primary responsiblity on campus campus police who have the same legal powers as d ty police on campus can call m the city force for reinforcement if necessary both dax and zweifel noted the charlie team the police unit which handles the south side has put m many hours investigating the muggings and break-in zweifel said charlie team has an excellent record of clearance " he added referring to the proportion of cases it solves zweifel and joseph moyer captain of charlie team said the investigations have been difficult because the incidents fit no pattern and because of confusion surrounding the event descriptions of the assailants are often not very gocd witnesses are also sometimes reluctant to come forth with in formation forum elections helped by voters candidate interest by steve samuelson thirty-nine new students and only 12 incumbents were elected to forum x last week as over 1,350 students turned out to vote m the elections the high voter turnout was estimated to be a 20 percent increase over last year by forum ix vice-chairman mike silverman who was m charge of running the elections candidate interest was high also as 96 students vied for 51 open positions although the number of candidates was down slightly from 1978 when over 100 students ran fbr the forum the total was quite a considerable improvement over previous years according to silverman forum ix chairman and head of the chemical engineering department postered b&w photo by schilling kill strauss and howard school ber ger two candidates for forum x came up with this unusual bulletin board for their campaign posters the car waa parked m ihe i'niversity center parking lot on election day costello show breaks even grace hall filled to capacity by kim caldwell a capacity crowd heard an intense elvis costello concert thursday night according to walter kunz 80 student activities council sac concert chair man the show broke even with 2,500 tickets but kunz said more than 2,500 people seemed to be m attendance i've never seen grace hall much fuller he said there was some confusion when the promoter opened the doors before all of the security people had arrived which could explain the larger than-expected crowd kunz said the sac had no financial interest m the show he said sac elections will be held tomorrow m the university center jay yanovok 81 henry abulescu 80 and laura schrier 80 are running for the position of sac president yanovok who was impeached as sac publicity chairman m a controversial procedure this semester said friday he thinks the effect of his notoriety will be minor but may help his campaign but i'm not basing my campaign on anything that's happened m the past he
