integrity should see the handwriting on the wall rosse continued the climate for employment at this institution is deteriorating rapidly rosse was hired in july 1972 for the new post of director of physical planning creation of the position was recommended by forum i the physical planning office is responsible for the planning of construction and renovation projects at the university as well as the supervision of the university's master plan under rosse's direction the office most recently has been responsible for planning renovations in chandler-uuman hall the alumni memorial building coppee hall and drown hall this past summer the office developed the plans for the renovations of warren by ed bogucz director of physical planning joris rosse was fired monday by eric ottervik vice president for planning rosse said that ottervik told him monday morning to leave by 5 p.m that day the action was followed by a major reorganization of the planning maintenance and operations groups under ottervik's jurisdiction see story page 6 ottervik s&id the decision to fire osse was based on his performance he would not comment further on the dismissal rosse said he was fired because i spoke my mind on planning issues sometimes his thoughts conflicted with decisions made by the administration he explained lam not willing to be a yes man just to please people rosse said i have my own integrity i would think that this would be a virtue in a university environment rather joris rosse william quay warren square complex may house only freshmen by jerry miller the dean of students office has recommended that the warren square complex be retained as freshman-only housing next fall the proposal was presented by robert reeves associate dean of students at tuesdays forum student life committee meeting the committee by a margin of 9 to 5 gave the proposal of vote of confidence reeves said the possible loss of the complex for housing due to zoning problems and the unique living op portunities available there justify the proposal if the university fails in its attempt to change the warren square zoning to in stitutional it will lose the living spaces there the university is operating with a one year zoning variance on the area now according to eric ottervik vice president for planning the zoning variance will expire in about nine months ottervik said the university intends to file for rezoning in february or march he explained the university is waiting until the spring in an attempt to show area residents that warren square students are responsible good neighbors ottervik said because the zoning question may not be resolved until after the housing lottery is conducted next semester it would be easier to assign freshmen to the complex reeves said if it were opened to up perclassmen and the spaces were lost those students promised rooms in the complex would have to be relocated he explained mike silverman 79 chairman of the committee said because freshmen are not necessarily promised specific housing it would be easier to move them into residence halls spaces on campus if necessary robert reeves traffic violators face civil action in effort to end reckless driving by caryn gorbunof students suspected of moving automobile violations on campus will be turned over to the civil authorities beginning next semester according to william quay dean of students quay said the change in policy was being made in an attempt to end reckless and drunk driving on campus and increase student safety many students regard the campus as a sanctuary where they are protected from the law and the dean of students office is trying to dispel that feeling quay em phasized in a case of drunken driving the suspected students would be taken to the district magistrate and booked that night he said it is conceivable he added that the person may be held on bail in which 1 case he or she may spend the night in jail until bail can be raised the pennsylvania state motor vehicle code is being reviewed to determine what types of offenses would require action by the civil authorities quay said in addition to civil action the student also may be subject to university disciplinary action by the discipline committee quay said this is a matter of dual jurisdiction not double jeopardy as outlined in the code of conduct in the lehigh handbook double jeopardy he said would involve being tried twice for the same offense while double jurisdiction provides that the university accept the ruling of the civil court and issue additional sanctions such as suspension of driving privileges dual jurisdiction probably would only be invoked in particularly severe cases quay said quay said he would like to see a seperate arm of the discipline committee formed specifically to handle motor vehicle violations he said that sometimes the discipline committee gets tied up in cases involving motor vehicle infractions and therefore has less time to deal with academic and social violations quay said he thought the new policy would serve as a gif^ater deterrent to reckless driving on campus that current university discipline policy because the penalties would be more severe and of a different nature than the discipline committee is now empowered to impose two stereos among thefts reported over last break by peter schilling stereo equipment valued at 900 was stolen from two rooms in residence halls in seperate incidents over thanksgiving vacation according to eugene dax captain of the campus police according to a campus police report the thieves broke the window of a students room on d2 of dravo house to gain access to one room a dual turntable and technics stereo tape deck valued at 500 by the student were stolen stereo equipment tapes and records valued at 400 were stolen from a student's room in taylor i also a lower floor room according to a police report the thieves knocked in a door panel to gain entrance to the room according to william quay dean of students dax said these thefts were the only two serious disturbances reported over the break in one other incident reported a car parked in the lot of delta tau delta was damaged by unknown persons wednesday night nov 23 commenting on the relatively low see thefts page 11 see institutional page 7 see housing page 6 inside : minority concerns p e s dating poll
