probably will realize a surplus of approximately 10,000 for the current fiscal year university treasurer john woltjen re^rted friday earlier in the year in a report to the trustees woltjen had predicted a budget deficit of about 13,000 we anticipate coming out in a positive way he said but the surplus should be of a minimal nature we don't anticipate any sizeable sum the deficit prediction was made before it was known how many students would enroll for the spring semester woltjen explained since more students enrolled than was estimated and because of a general budget-tightening process a surplus will be realized he said a surplus of 19,113 had been budgeted for the current year the university has suffered only two budget deficits in the past 47 years in 1933 and 1969 last year a 15,000 surplus was realized in the past five years the sur pluses have ranged as high as 568,378 the current budget totals 30,615,000 woltjen said if a deficit as small as 13,000 had been imminent he added ex penditures easily could have been cut to balance the budget according to the unrestricted budget model next year's budget is slated to over 33 million however woltjen said the total probably for coming year a variety of student fees will be in creased next year according to john woltjen university treasurer the fees deal primarily with matters involving late responses on the part of students and include late registration late application for degree late tuition payment late tuition payment on the in stallment plan and late preregistration previously the late fees were 10 next year the fees will be doubled to 20 other fees to be increased are the ap plication fee for prospective freshmen which will be raised from 20 to 25 and the application fee for graduate students which be raised from 15 to 20 the primary reason for increasing the late fees is to reduce the number of late responses in these areas woltjen said the decision was made after the deans of the three academic colleges complained that the large number of late responses was causing great administrative problems he said the rise in the application fees for ad mission merely reflects the current national average for university fees of this nature he explained in the current budget the late fees ac count for 14,600 while the application fees net 122,000 woltjen said however he emphasized that the fees were not increased to provide more in come we would be hopeful that these late responses could be reduced by 50 per cent he said and then with the in creases the income would remain the same — michele macdonald blrkel avenue residents ( fear possible displacement by jim donahue the residents of birkel avenue are uneasy recent renewed interest in their homes as possible student housing has made them angry afraid and uncertain of the fate of their homes it doesn't make sense birkel resident roger holzinger said eight other birkel residents interviewed by the brown and white sunday agreed they said it does seem unreasonable for the university to buy 36 coal-heated homes and use them for student housing and for the students to want to live in their 60 to 80 year old homes instead of in a new highrise apartment building three years ago the administration considered a plan which would have housed 216 students in the 18 double homes along birkel avenue however former bethlehem mayor gordon mowrer and other city officials pressured the university to abandon the plans interest in the block of houses was renewed three weeks ago when paul mar cincin bethlehem mayor since january told the brown and white that city of ficials would consider any plan the university had for new student housing space the mayor's comments spurred the student members of the plaza review board to urge the administration to consider housing students in the birkel estates rather than the proposed 4th street highrise marcincin said that he would really like to see a highrise on that decrepit lot of the college theater he cautioned that a plan to renovate the birkel homes for student housing most likely would meet strong city council opposition because the city would lose tax dollars and residents of the 36 homes would have to be relocated holzinger said they the university own half the south side but they have to worry about this damn alley those people the administration are brilliant people so you mean they couldn't foresee this a housing shortage 10 years ago to me it seems a little fishy at this point we're happily set here i have no desire to be kicked out by a bunch of students who are going to live here for only a couple of years resident debbie csaszana said the birkel residents noted that many of them have renovated their homes with some of the residents doing the work themselves bill hartzell said he and the see students page 10 finn suggests possible change in housing goal by ed bogucz the fall 1979 target date for 200 new residence spaces should be extended if a worthwhile housing plan cannot be developed forum chairman brian finn 78 said friday the administration should consider alternatives to the plaza highrise finn said even though the proposed 4th street student apartment building might be the only plan which would provide 200 new spaces by fall 1979 eric ottenok vice president for plan ning told the brown and white last week that the plaza project is the only housing proposal the administration is considering because it is the only viable plan which would solve the university's immediate need for new residence space in planning new residence space for the university the primary consideration is see little page t credit for marching hand should end report states by bob fisher the academic credit subcommittee of the forum academic environment com mittee has recommended discontinuing granting credit for the marching band however the subcommittee recom mended continuation of credit for the staff and editors of the brown and white and all other musical groups as well as offering credit to the editors of the epitome the student yearbook the recommendations are contained in the subcommittee's report dated march 9 and written by subcommittee chairman larry weitzner 79 the report has not been accepted yet by the committee or the full forum the subcommittee formed last semester was originally investigating possibilities of credit for forum officers requests for similar consideration from other student activities led to a univer sitywide referendum in november one hundred ninety-five faculty and 327 students responded to the survey ac cording to the report the referendum revealed widespread opposition to granting credit for out-of classroom activities which shifted the focus of the study toward investigating the value of the march 9 and written by subcommittee chairman larry weitzner 79 the report has not been accepted yet by the committee or the full forum the subcommittee formed last semester was originally investigating possibilities of credit for forum officers requests for similar consideration from other student activities led to a univer sitywide referendum in november one hundred ninety-five
