afternoon with the running of the first annual bike race the traditional bedrace and parade this afternoon will touch off the weekend partying 29,000 surplus forecast for 78-79 by linda pickens a surplus of 29,000 has been budgeted for the university's 1978-1979 fiscal year according to john woltjen university treasurer next year's budget approved by university trustees last week includes expenditures of 42,076,330 he said woltjen told the trustees last week he expected expenditures for the current fiscal year to total 31,646,000 making next year's budget 33 per cent larger than this year's he predicted the university would have a 12,000 surplus when the current fiscal year ends june 30 a change in accounting procedures is responsible for tiie large increase in the 1978-1979 budget over the current year's figures woltjen said next year restricted income will be included in the university budget he said in the past these funds have been ac counted for separately restricted income is funds donated for specific purposes such as financial aid endowed chairs and research grants he explained including these funds in the budget reflects our dependency on restricted funds woltjen said it also gives a full perspective of our situation rather than dealing with things after the fact he said next year's budget is the first which has been prepared by woltjen since he joined the university last semester the previous treasurer elmer glick will retire june 1 including restricted funds in the university budgeting procedure took a considerable amount of time according to woltjen he encountered difficulty because the university has no accounting system that relates to the budget at this point he said the projected 29,000 surplus for next year is an indication of the tightness of the university budget woltjen said the margin of error is not very great when working with such a small figure he said next year's largest budget increases are for utilities which are projected to in crease 10 per cent next year and social security expenditures according to woltjen in addition general policy is for the university to put a 6v 2 per cent increase into salaries woltjen explained of this amount all but less than one per cent is for general distribution based on merit and cost of living he said the remaining amount of about 150,000 is for inequities such as wage level improvements for service support per sonnel selected faculty and ad ministrators woltjen said the 150,000 amount is about evenly split between the groups he added changes in the minimum wage laws and attempts to remain competitive in clerical salaries are part of the increase woltjen said john woltjen nearly 1 00 sign petitions calling for stock divestiture by chris szechenyi approximately 100 people have signed petitions calling for university divestiture of its 12 million in stock holdings in companies that do business in south africa kevin jackson 78 one of the leaders of the seven black students cir culating the petitions said the group may consider taking more serious protest measures as unrest mounts at princeton yale and harvard universities over similar stock holdings faculty students and trustees here have engaged in debate about its investment policy and the benefits of nonintervention divestiture and proxy voting reflecting the opinion of the majority of faculty interviewed oles smolansky department chairman of international relations said i would be opposed to any stock divestiture i find south africa's apartheid policy abhorrent however the policies of many governments with which the united states is dealing are guilty of neglecting the civil rights of their citizens it seems that leaving south africa alone at this point would serve the cause of human freedom there better than overt interference which would stiffen the resistance of hard-core racists he continued while smolansky advocates noninter vention several other professors trustees list their stockholder resolutions on proxy votes the growing debate centers around the administration chart sparks salary rumors by ken bandler and lee ann lusardi ed following is the first in a series of three articles on faculty and professional administration salaries at the university distribution of an administrative salary classification chart last year led to suspicions among faculty that ad ministrators were receiving higher pay than the faculty on the average the chart part of a new salary classi fication system was in effect for more than five months before university president deming lewis determined it was misleading in fact professional administrative staff are paid less than faculty on the average ' administrators say they are now taking steps to clarify the issue * the chart was part of the university's position evaluation plan for professional administration when the plan was im plemented last oct 1 51 per cent of the professional administrators received salary increases at a total cost of more than 50,000 under the supervision of director of administrative services thomas ver bonitz the personnel office began developing the plan about two years ago the plan is required by federal legislation including affirmative action and equal opportunity which promotes increasing concerns regarding equal pay for equal work according to richard spriggs vice president for administration when designing the plan the personnel office consulted warren dicks a con sultant on salary and wage programs dicks recommendation to employ factor comparisons was accepted by the per sonnel office factor comparisons is an evaluation scheme that measures basic factors for each position and assigns points to each factor factors evaluated include educational requirements for a position working conditions and the impact of a position on the university the totaled points gives the personnel office a more objective standard by which to classify a linen salesmen now face arrest for campus drive by eric hokenson salesmen for linencrest inc face arrest if they continue to hold illegal apartment entertainment shows at the university according to bob lospinoso residence area coordinator a concessions license which is required for companies selling at the university has not been filed for by the salesmen lospinoso said a linen and tableware show was presented last wednesday at palmer house despite warning to the two salesmen of violating university regulations lospinoso attended the palmer show after preparing a list of the prices of items comparable to linencrest's which he obtained in a local department store lospinoso said he wanted to challenge linencrest's prices and give the students a consumer-economics lesson the linencrest package costs over 700 compared with lospinosos price of just under 400 for comparable articles the students found out that although his stuff looked good according to lospinoso it probably could be found at a cheaper price elsewhere lospinoso drew a round of applause from students as the salesman failed to expain the obvious price differences the salesman who did the recent mc clintic
