administration decision to provide confidential legal counseling in can junction with the lehigh valley bail fund was announced at the meeting of forum v last tuesday the proposal does not comply with the forum resolution passed last april which called for a part-time lawyer on campus preston parr vice president for student affairs said that a student could summon legal consultation by calling the nor thampton county bar association in easton and stating the nature of the aid he is requesting the student will then be referred to two or three lawyers an appointment for a half-hour con sultation must be made by the student who has the option of retaining that lawyer for representation the cost for the session would be 15 of which the student would pay 5 and the university 10 parr said that the service proposed is better than one recommended last year in forum iv s proposal the university would employ an attorney for legal counseling ferdinand beer chairman of the mechanical engineering department and chairman of the administration com mittee said that it was unwise on the part of the committee to depend on outside services also beer said that there was never any intent on the part of the legal action committee to combine the bail fund with the service of a lawyer the legal action committee will re evaluate the original proposal and make appropriate amendments in other business the forum voted against recommending that the board of trustees vote to make the centennial song the university's alma mater for the class of 1974 and subsequent classes edward corwin 74 who introduced the proposal last year said that a poll con ducted last spring showed that students favored the centennial song over the present alma mater by a two-to-one margin the poll contacted 408 students due to the absence of frank s hook professor of english the tenure com mittee report was not discussed ira schulman 76 chairman of the academic environment committee said that the report on tenure was simply a document which does not express approval or disapproval schulman said that questions on the tenure report should be forwarded to hook in writing and answers will be provided before the next forum meeting the six-month retroactive salary in crease for all regular full-time faculty members and regular salaried ad ministrative and supporting staff em ployees was reported by richard that there was a coverup in the investigation following the death of mitch fishkin last year in a recent interview spaziani said i think the investigation by the various law enforcement agencies was thorough and complete adding there was no coverup the parents of mitch fishkin recently filed suit in the u s district court against the university and nine others the fishkins attorney john j tinaglia had said previously that there was a tremendous coverup by all in volved in the investigation he added that the fishkins felt they were getting a run a-round v . spaziani said he wouldn't talk to fishkin's parents directly but told them to contact him through their attorney spaziani said he was contacted by an at torney and gave a full report to him tinaglia said bringing the suit is the only way to find out the truth adding that the investigation was fragmentary and trustee committee source says rh-1 1 deadline was set at aug 15 by jeff bodenstab a spokesman for the board of trustees planning and development committee has revealed to the brown and white minutes from a meeting at which the contractors of rh-n stated that sections of the complex would be completed by aug 15 this disclosure contradicts the claim % made by sam norley spokesman for rh 11 contractors andrycen and schnabel that no commitment had been made to complete rh-11 before december norley was not available for comment the spokesman also predicted that rh 11 would not be completed until this spring he said that the three units contracted to students will probably be finished earlier according to the official minutes of a meeting held on march 22 1974 representatives for andrycen and schnabel stated that units a b and g of the rh-11 complex would be completed by aug 15 and that the remaining buildings would be completed by nov 15 a second set of minutes show that at a subsequent meeting held on july 3 the contractors changed the completion date for units a b and g to sept 20 on july 12 the contractors said that a new completion date for the three units would be submitted at a meeting scheduled for july 19 according to spokesman for the planning and development committee no completion date has yet been announced by andrycen and schnabel the minutes also show that norley was present at all three meetings commenting on the situation the spokesman for the planning and development committee said that the dates set by the contractors were unrealistic and over-optimistic he said that andrycen and schnabel did not realize the difficulty of the site and added that rh-11 has been one of the toughest construction projects on campus he also pointed out that construction had been hampered by material delivery delays and weather the spokesman added that the com pletion date set in the contract is nov 24 therefore he said the dates cited by the contractors are not legally binding the spokesman said there is no way this project is going to be completed by nov 24 he said that in his opinion the entire project will not be finished until the spring he said sonie units could be completed before the end of first semester but added that the university would not accept each unit until it was at least 90 per cent complete the committee spokesman also ex 2 suspended in september knife incident by dave klucsik two university students have been suspended for the academic year in connection with a knife-wielding con frontation sept 1 two other students also face penalties imposed by the university discipline committee chaired by dean of students william quay and one student was found not guilty by the committee the brown and white reported sept 6 that michael novia 78 suffered a broken nose and bruises of the chest and back when the other students took a knife from him according to the campus police report david craven 76 of delta upsilon brian sullivan 75 frank o'donnell 78 and mike kelly 75 all of phi gamma delta said that they were in kelly's car as he parked in front of the uc novia reportedly shouted something about the way kelly was driving the four stated at the time that when they got out of the car novia came at them with a knife according to the police report novia said he had a knife at the time of the incident the discipline committee report states that the member of delta upsilon fraternity pleaded not guilty to charges of stoops seeks minorities to fill jobs in education byrobfeldman fourth in a series our policy is simply that when we have a vacancy we look around and see if there is a minority parson available who is qualified to fill it john a stoops dean of the school of education told the brown and white last week the school of education according to stoops has had limited success in com plying with governmental affirmative action standards particularly with regard to women there is a long tradition of women in education which makes than the majority in some teaching divisions within the school stoops said he estimated that 25 per cent of the school's faculty are women and that three or four are tenured stoops pointed out however that there is a great scarcity of black and spanish - surnamed faculty the university is often unable to compete with other schools in bidding for these candidates stoops said there is now only one black instructor in the school of education and about 12 puerto-rican students although stoops has not hired a con sultant to specifically concentrate on hiring minority group members he maintains that the school is eifgaged in an active recruiting campaign if i had the money to hire a consultant i wouldn't do it stoops said i'd use the money to hire a minority person i don't need advice on how to get them i need money he said see statements page 6 see
