parents being overly conservative in estimating projected income said stanford we experience maybe four or five cases a year where there are gross disparities between the pcs and the irs forms he said adding that by requiring university fuel costs may triple despite reduction in energy use byjohnmahoney the university will have a higher fuel bill this year even though consumption has decreased according to robert w numbers director of buildings and grounds numbers added that the university is taking measures to further reduce energy consumption buildings and grounds records indicate the central heating and refrigeration buildings chr consumption of gas decreased over 1.5-million cubic feet this year compared to last year yet the university paid almost 5,000 more for the gas the central heating and refrigeration chr building located at taylor street and packer avenue supplies steam for heat and hot water to most campus buildings numbers said this decrease in gas consumption does not take into account whether or not outside temperatures have generally been higher or lower this year or last the chr building's boilers operate most efficiently on gas numbers said but due to shor tages ugi inc discontinued service to the chr building last week forcing a switch to oil he added that fraternity houses are classified as home or residential gas customers and therefore will not be denied gas service .-.-_. last year the university did not begin burning oil in place of gas in the chr building boilers until november numbers said the university will pay nearly three times as much this year for fuel used by the chr boilers numbers said he noted however that different types of oil used by different university buildings are not priced the same in addition some buildings are classified as industrial users and others as home users which subjects them to different price rates numbers said a private consulting firm and ugi were called in to evaluate and make suggestions for university fuel economy we can't control the price of fuel numbers said but we can control the amount of energy we use that's why we're cutting back on fuel consumption numbers said heat is usually supplied to a particular building only after buildings and grounds is notified of excessively low temperatures in that building numbers attributed the lower fuel consumption this year largely to these measures robert gallagher associate dean of engineering and chairman t)f the university energy committee said steam valves are locked so no unauthorized adjustment of the amount of steam en tering a building can be made gallagher also said the university generally shuts off steam on the weekend to buildings not in use numbers said an ultrasonic emulsification of oil and water process commonly called the cottell process was considered to improve the efficiency of chr boilers the cottell process ac cording to numbers coats minute water droplets with oil the energy committee contacted a the bail-bond system that was introduced by the administration over nine weeks ago according to chairman gary whitehouse professor of industrial engineering the administration's plan announced at the sept 24 forum meeting would provide students with a 24-hour bail service and also suggest lawyers to students requiring emergency legal representation under the administration plan these services would be made available through the lehigh valley bail fund and the nor thampton county bar association members of the lac discussed problems of the bail-bond system and ways to handle them at a meeting wednesday afternoon rich petigrow 76 an employee of the lehigh valley bail fund noted that services of the fund are not available 24 hours a day and has no advisory capacity . other members of the lac voiced skep ticism over the reliability of the system in emergency situations the committee decided to investigate the effectiveness of the system so that it can suggest any possible changes the lac will meet again this afternoon with atty harry dower to discuss the value of both the bail fund and the legal referral system under the administration's plan students are provided with legal coun seling through the northampton county bar association referral agency students who call the agency will be referred to several lawyers who specialize in the students problem area william quay dean of students reported that the legal referral system has handled six student inquiries since its adoption and it is working in an interview with the brown and white quay said the university never intended the bail fund to be used as a lawyer referral service for students he was responding to a statement by john anderson executive director of the lehigh valley bail fund anderson speaking at a waterhole iv lecture on oct 23 denied earlier reports that the bail fund would provide the referral service according to quay it is normal procedure in the course of posting bail for the fund to suggest lawyers to the accused the idea that the fund was to be used as a referral service was a misinterpretation of the administration's play for legal aid quay said housing plan feasibility disputed university-owned off-campus student housing could still be feasible according to william quay dean of students according to eric ottervik vice president for planning however the university would rather sell most of the houses than convert them the houses are a financial burden ottervik explained the meager rent that the university receives from them does not nearly compensate for the tremendous cost of maintaining them renovation of the houses is not economically possible according to preston parr vice president and dean of students parr referred to a report by robert numbers director of buildings and grounds stating that approximately 20 university-owned houses in bethlehem could not be feasibly converted i don't doubt the veracity of those reports said quay but a good architect might suggest a plan which the university could afford what the architect does makes all the difference in the world he added the houses which total approximately 20 in number are scattered around south bethlehem said ottervik the university would particularly like to sell those houses which are outside its planned limits of expansion he-noted the houses range in condition from excellent condition for the neighborhood to nearly falling down according to ottervik but most are in decent condition some of the houses are occupied now parr said but the cost of converting them from single family to multiple person occupancy would be prohibitive when the university undertakes a project such as this it has a much dif ferent responsibility under law than a private party converting a house for private use parr said none of the houses lent themselves to the kind of conversion that would make it economic to run them parr added ot tervik pointed out that if the houses were located in a row
