lehigh university brown and white vol 86 - no 20 bethlehem pa tuesday november 12,1974 sus-agl motion to reconsider plus-minus to be debated by forum today by ed bogucz a motion to urge the faculty to reconsider the decisions adding plus and minus modifiers to grades and reducing the limit for dropping courses to seven weeks will be debated at today's forum meeting the forum may also consider a motion from the academic environment com mittee concerning restrictive enrollment according to ira schulman committee chairman the motion was to be discussed in committee yesterday the faculty decisions to change grading and drop limit policies were passed by the faculty in late may without sufficient student input according to the motion mm the motion was originally presented at the oct 21 forum meeting but was recommitted for revision after many members voiced disapproval of its wor ding in original form the motion asked that all parties affected by any decision be given adequate opportunity to express their opinions before implementation of any action after revision by its authors the motion states it is the feeling of the forum that student input should be actively sought in matters which affect students and are decided by faculty the motion continues adequate prior publicity of these matters should be made so that the view of interested members of the student body can also be expressed the motion then recommends that since this was not done at the may 1974 faculty meeting the faculty should reconsider the decisions made then the motion is signed by forum vice chairman janet scagnelli 75 david shakes 75 rich petigrow 76 and mike maskelaris 75 robert t folk professor of physics and the original proponent of the plus-minus system states that the resolution is still factually incorrect the decision on plus minus grades was well covered in the brown and white prior to the final vote he said folk was present at the oct 21 forum meeting and spoke against the motion grading is purely a faculty respon sibility he said he added that he thought adequate notice was not given for the decision to change the drop limit to seven weeks mike maskelaris one of the authors of records show lehigh houses go uninspected by donna m frabotta building inspection records at bethlehem city hall show that of all university-owned residential properties the most recent inspection was on four buildings in 1971-72 at that time bethlehem building inspector william grubb recommended extensive repairs the university had thirty days to comply with the regulations the biggest thing we need from lehigh is cooperation lehigh figures they're not getting money so they don't put money out grubb said grubb explained that the city only in spects houses when they become vacant the only way we find out if a house is becoming vacant is when someone applies for a moving permit he said grubb also said that because the university rents rooms to students a continuing occupancy is created the houses never become vacant so we can't legally inspect them there are quite a few dumps over there that they're renting out to students it's a crime he said grubb cited as an example a case several years ago the university was renting one-half of a double to five students and charging 75 per person monthly rent we found out about it because the students complained that's the only way no criminal culpability seen in 72 bujcs suicide by martin baron there was no criminal culpability in the nov 7 1972 suicide of university student randy allen bujcs according to a report by the lehigh county district at torney's office the report was recently received by the forum's legal action committee which decided not to release it the brown and white has obtained a copy of the report which concludes that all procedures followed in the incarceration of bujcs were proper bujcs committed suicide in lehigh county prison where he was found hanging in his cell by his shirt sleeves with a pillow tied around his mouth the purpose of the investigation by the district attorney's office into this tragic matter was to determine whether there was any criminality in connection with the death of randy bujcs the report states a careful examination of every facet of the matter has been made and it is our conclusion that there is no criminal culpability on the part of any person who was involved in the series of events discussed the report states that a nov 6 1972 order recommitting bujcs to the lehigh county prison from allentown state hospital was thoroughly compatible with all the evidence at the hearing both psychiatrists testified that bujcs should not be in a mental hospital and in fact bujcs counsel urged upon the court the bb.w photo by senior the surplus will not stop tuition increase the only way to stop increases in tuition is to stop inflation said elmer glick treasurer of the university in an in terview last week glick reiterated his contention that the budget surplus cannot cancel increases in tuition in a previous interview glide told the brown and white that a figure like this year's surplus can be a deception according to glick deferred main tenance and depreciation on buildings are not charged to the university's operating account therefore these extra ex penditures which could total a couple of hundred thousand dollars could wipe out the surplus he said that if there is no immediate use for the money this year then it is put in reserve and used when needed the retroactive faculty and staff salary in crease comes from the reserve fund the computer model predicts 1,050 tuition rise by 78 the ten-year model a master plan used by the administration to project the university's budget over the next ten years predicts a 1050 increase in tuition and room and board rates by 1977-78 eric ottervik vice president for plan ning explained the model and its predictions at a meeting of the forum's budget subcommittee last thursday he said the model is a series of computer program instructions that permit evaluating different inputs in effect at the university for four years it allows the administration to see what could happen to the budget if changes they might want to make were made ottervik said the model is an aid in the decision-making process a sample run of the university budget from 1974 through 1985 was given to sub committee members by ottervik among its predictions tuition will rise from its present rate of 3050 to 6225 in 1984-85 during the same time both room and board will almost double and un dergraduate enrollment should stabilize at 4000 students by 1079-80 with total university enrollment levelling off one year later although ottervik called some of these projections frightening he said we don't believe any of the numbers because they are not intended to be totally predictable he added that because of many unaccountable happenings only about four years of the model are hoped to be somewhat right a full-scale presentation of the model has not been given to the board of trustees for two years according to ottervik he said that treasurer elmer glick
