jeff bloom the brown and white has learned that dean of residence clarence b campbell will retire effective jan 1 1975 the announcement will be made today by preston parr vice president and dean for student affairs peter shurtleff assistant dean of residence and director of residence halls has been asked to assume the administrative responsibilities of the residence halls office for next semester campbell 61 has been at lehigh for 24 years the last eight of which as dean of residence his early retirement comes as a surprise to most of the university the university planned to hold back on an nouncing the retirement until next week after campbell leaves for vacation this arrangement was at his request in an interview wednesday campbell ex plained that he made this request because it would be difficult to say goodbye the campbell retirement has led to speculation on the campus concerning a successor much of the talk centers around the possible consolidation of the position of dean of residence into the dean of students office last year when former dean of students charles brennan announced his retirement the dean of students office and dean of student life office were con solidated when asked about this parr said that he had no comment at this time campbell said however that residence halls must remain an entity in itself he added that any attempt to break up the role of the residence halls office and allow the operations of residence halls to remain as a separate entity but place all other aspects of the office in the dean of students office would be a serious mistake he said that this would serve to increase the campus bureacracy campbell said that he had no regrets in leaving the university he said i've had a ball it's been a terrific experience campbell added that the one thing he will miss the most are the lehigh students who he said are the greatest on any college campus in the nation the author of two collections of poetry the promise of shily and my share of pot campbell said he plans to do some more writing and traveling after a rest he said that he's been thinking about retiring for the last couple of years and finally made his decision a few months ago asked why he wanted to retire campbell said i thought i'd give the outside world clarence b campbell business college committee gives preliminary approval for minors by linda bondemore the business college committee gave preliminary approval monday to the establishment of minors within the college said brian brockway dean of the college of business and economics when asked if the business faculty would have to vote on the program brockway said it may be discussed by them but i don't see any reason why they would ob ject—it's a great idea brockway added that the only necessary step would be the organization of specific requirements for minors within the different departments of the arts college max snider assistant dean of the business college said the recent establish ment of business minors within the arts college called student and faculty at tention to the possibilities of such a program within the business college according to snider it would not be dif ficult for a student to complete a minor program consisting of 15 credit hours because of the number of free electives now offered within the business curriculum he added that it would be advantageous for employment purposes to have a minor officially designated on a student's transcript minors already exist within the engineering college but affect only the college's general studies program said robert gallagher assistant dean of engineering all engineering students are involved in this program which requires that a student complete 25 hours in the humanities and social sciences including samuel h missimer variety of factors cited for low ratio of blacks by rob feldman samuel missimer director of ad missions told the brown and white wednesday that there is no single reason for the university's failure to recruit more black students as suggested by a brown and white poll taken last week the poll compared black recruitment statistics at 11 schools of similar size and location and found lehigh's total ratio of blacks to the entire student population to be the lowest with 1.6 per cent missimer said that there are a number of factors which have resulted in a small black population at lehigh among them is the fact that lehigh is a school with a primarily engineering reputation this works against black recruitment said missimer since blacks aren't generally interested in the engineering field or they don't have the proper high school qualifications to enter such a program another factor which missimer cites is the inability of lehigh to offer competitive financial aid to black applicants lehigh has always been pretty low in relation to other colleges in the amount of financial aid it gives said missimer deborah dwyer an officer in the financial aid office said that she thinks that the financial aid offered to black students is good but that she has no way of comparing it to that of other colleges missimer also cites as a reason for blacks not being attracted to lehigh the fairly strong feeling that bethlehem is a place which doesn't like blacks there is no sizeable black community in bethlehem to help attract students to lehigh missimer said in addition he said that even though most of the schools polled in the survey did not have large black communities either he doubted whether those cities have the same negative feeling towards blacks as does bethlehem missimer said that he was hurt by the brown and white editorial headline which said that there was a lack of concern for recruiting black students the guidelines have been established he said but the pool of qualified blacks from secondary schools has not increased many of the 11 schools surveyed might have higher dropout rates for black students as a result of less stringent black admissions tap discovered on tv cable in taylor house by jeff bodenstab at least 15 students in taylor house are receiving cable television service by tapping the wires of service electric cable co inc the tap system which has been operating since september was discovered less than three weeks ago by the residence halls office no decision has been made on a definite course of action according to james tiefenbrunn assistant dean of residence halls he said that the in stallation as it exists constitutes theft of service from the cable corporation and therefore cannot be allowed to continue our position is stated in the general provisions for student occupancy he noted which says that outside antennas and unauthorized connections to television cable service are strictly forbidden the basic system which consisted of only a few students in the east wing of the second floor of taylor house was originally installed in september ac cording to robert finzi 75 a student presently residing in taylor conduits were laid to contain the cable and boosters no fund advance seen for arena it would be bad fiscal policy for the university to advance any money from operating funds to the new century fund for early construction of the planned arena in saucon valley according to elmer w glick university treasurer glick told the board of trustees in october that construction of the arena of the athletic and convocation complex in saucon valley would be postponed until more pledges are collected when the centennial ii houses and sinclair lab were built the board of trustees allotted 1.62 million from other university funds to allow for early con struction as pledges for the projects are paid to the new century fund the new century fund pays the university back with interest in his report to the board of trustees in october glick said that if the arena were started it may be necessary for the current operating fund and the endowment fund to advance considerable money to the new century fund to meet the com mitments listed before payments are received on the pledges in explaining why the arena was post poned glick recently said the university does not plan to allot any of the current fund to allow for early construction of the arena he said the current fund which pays for the operating expenses of the university most not be depleted as salaries and other current expenses are paid from it glick also said the board of trustees has indicated that it would prefer not to ad vance money from the university en dowment fund which consists of in vestments if construction of
