lehigh university brown and white 866-0331 bethlehem pa tuesday december 10 1974 vol 86 — no 26 mmmmmmmmmm lewis predicts 300,000 surplus but deficit projected for 75-76 by jeff bloom university president w deming lewis predicted that lehigh will run a 300,000 surplus during this academic year at a friday press conference with brown and white editors lewis also discussed a number of topics concerning the university such as af firmative action tenure and legal action lewis said that the entire surplus run by the university this year would be put towards next year's budget in which a deficit is projected referring to the present economic problems facing the university as the toughest he's had to face during his 10-year tenure as president lewis said that he did not foresee tuition increases leveling off within the next couple of years if we continue to have inflation at its present rate he said then i do not foresee a year when tuition increases will be less than 250 but if we can find a year when inflation levels off then its possible asked to give examples of how the university is cutting back in order to help combat rising costs lewis said that besides savings in fuel costs the only plan to cutback involves the faculty he said that every opening which occurs in the faculty must now be re justified before it is refilled and no slots in the faculty will be filled without the consent of lewis or provost albert c zettlemoyer lewis did say however that three new slots will be created in the college of business and economics he added that there are no immediate plans for solving the overcrowding conditions in drown hall on the subject of black recruitment lewis said i think that in a sense there is a failure in that the number of blacks is below where we would like it to be but it's not a failure of effort it's a failure of our situation lewis cited two reasons which explained the failure of the situation 1 lehigh's reputation as being a school ' specializing in engineering and the con tention that science is not attractive to blacks and 2 bethlehem's environment is alien to blacks the goal of 200 black undergraduates by 1960 said lewis will be very difficult to reach " he added the problem is more a question of recruiting than finance yet when asked if he favored the hiring of a black admissions officer who would do recruiting lewis said that this would be an extra burden on the budget and therefore might not be acceptable on the subject of rh-12 lewis said i think the need exists but he said there was a problem of finances b_w photo done more than overcrowd drown hall and overload professors the faculty advisor program has been affected as well we generally allow our new professors not to be advisors for one or two years because there are a lot of regu lations which take a new person a long time to master said max snider assistant dean of the business college due to the large number of un dergraduates this fa11 926 in fact the situation was different the new people had to be pressed into service he said in order to solve any problems which may crop up in the pre-registration process snider said the business college has taken several steps the pre registration period in the business college is two weeks in length instead of the normal one-week period advisors are furnished with pertinent information via instructional letters and a special effort is made by the dean's office to be available in case of problems snider said he added that he personally handles pre registration for transfer students from arts and fraternity has recommended that homosexuals living in the house be asked to move out to insure the fraternity's financial stability the brothers of the fraternity were to meet last night to discuss the recommendation the membership is reportedly sharply divided on the issue several members of theta chi ap proached dean of students william quay and assistant dean of students robert reeves ataut two weeks ago according to quay quay said the students expressed concern about the rushing situation at the fraternity because they said only one freshman had accepted a pre-bid from the fraternity at that time the students at tributed the lack of prospective pledges to the behaviour of some people at the house and mentioned that there were four gay students living at the fraternity quay said the university's role in the matter has been only to give procedural advice he said adding that he accepted the students report without judging it as true or false we told the students to talk to the alumni association and to the national fraternity he said he noted that the students who approached him felt respect for people's private sexual lives we did not get into the question of the morality of individual sexual preferences the question was were they the homosexuals acting as a group in a disruptive fashion quay said quay said he and reeves were present to outline procedure at the beginning of a meeting of theta chi members and the alumni board last monday evening if in the alumni's judgment the house was about ready to dissolve we told them the university would back any action taken by the alumni he said apart from outlining procedures quay said the university has not played a role in the matter he noted however that if the house could not financially support itself the university would step in because the university will not subsidize the operation of a fraternity quay said theta chi is not having financial difficulties at the present theta chi is not in financially bad shape according to scott mansfield vice president adding that the house had a large surplus last year he noted that the six non-members boarding at the fraternity are there as a result of the university's housing shortage and not because of any financial problems at theta chi students urged to propose cable tv plan by jeff bodenstab the residence halls office has declared a temporary moratorium on the cable television system tapped into the wires of service electric cable co in taylor hall said robert finzi 75 according to finzi james tiefenbrunn assistant dean of residence halls told a group of the students last thursday that they would be allowed to leave the system intact provided they do not add other persons onto the system in the meantime the students will be allowed to attempt to plan a reasonably low-cost cable system to service all of taylor house finzi sais of the 15 students receiving service from the system those students who have had disciplinary warnings in the past will receive official letters of warning while first offenders will receive unofficial warnings finzi said in addition all of the students will pay for past services received from the cable tiefenbrunn declined to comment on the situation until he makes an official decision later this week in a related development william quay dean of students has taken the position residence halls merger not favored by shurtleff by debby cawthon peter shurtleff assistant dean of residence and director of residence halls told the brown and white that he tends to react negatively to the possible con solidation of the position of dean of residence into the dean of students office until he sees some strong arguments or proposals for some sort of consolidation he added however that he is open and receptive for any thoughts or suggestions on the topic shurtleff said that he had not heard of any possible fusion of positions until it was brought to his attention by a brown and white reporter and last friday's issue of the paper preston parr vice-president and dean of student life said he is reviewing the merits of such a consolidation it's a new thought to me shurtleff said i don't really have any feelings about consolidation because i have not seen heard or discussed anything about the possibility with anyone he added that if a consolidation were being con see business page 4 see
