accepted legal action resolution and another urging the ad ministration to consider possible ex tensions of news coverage by the lehigh horizons were among those passed at the final forum iv meeting last monday nick noel 74 chairman of the operations and procedures committee called the legal action resolution providing legal consultation to students by appointment one of the most important acts the forum has passed this year the resolution calls for implementation by the administration in the beginning of the fall 1974 semester while stating that the horizons does perform a vital role in reporting campus events the communications committee report cited the need for in-depth coverage of complex issues and a medium for more critical expression of opinions george beezer horizons editor questioned the right of the committee to suggest changes in the horizons because of the committee's lack of legal authority robert f barnes associate professor of philosophy and chairman of the com mittee told beezer that the forum does not have to confine its involvement to areas under its legislative authority the resolution urging administrative action in possible extensions of campus coverage was passed a three-part resolution from the residence subcommittee suggesting a future 60-40 ratio of upperdassmen to women to be housed in residence halls was also passed after clarification the ratio was suggested for a total university population of 4,ooo with 800 women the resolution also called for equal con sideration to be given to the fraternity system in university policies and for continued upgrading of facilities in the older freshman dorms a proposed supplement to the 1973 state of residence report on smags was recommitted to the residence sub committee the research committee proposed a student research grant-in-aid program which was passed unanimously by the forum speaking for the research committee george krauss professor of metallurgy and materials science said that the grants will not exceed 500 and will usually be less than 100 these grants will favor undergraduate students but graduate students may also be eligible for grants he explained proposals for summer grants are due april 30 and should be submitted to adrian richards committee chairman a by-laws proposal amending the present makeup of the steering committee to add trustee representatives was passed unanimously the bill of rights subcommittee has decided to abandon its efforts to represent most interest groups in the university with one general document nwr tort 0 n#w » secretary of state henry kissinger's new bride is nancy sharon maginnes daughter of albert bristol maginnes after whom lehigh's maginnes hall is named kissinger and maginnes were married on saturday march 30 and are now honeymooning in acapulco nancy maginnes met kissinger more than ten years ago while working as a foreign policy researcher on nelson rockefeller's staff business school discontinuing arts program the business school is discontinuing arts-accounting arts-finance and other major programs in the college of arts and science because they could not pass ac creditation by the american assembly of collegiate schools of business according to brian brockway dean of the business college the new revisions of the american assembly of collegiate schools of business inc state that undergraduate programs offered by the institution which require more than 25 per cent of their course content in business or which convey in their official designation any con notation of a degree in business ad ministration shall be considered in the noel motion urges action on legal aid resolution byjofineman i thought it was my duty to see that resolutions passed by the forum became implemented because it won't do any good if the forum presents resolutions and nothing happens lid nick noel 74 chairman of the operations and procedures committee noel commented on the administration's having done not much at all with respect to employing a part-time on-campus lawyer in october the legal action committee gave a report to the forum which included an eight-point motion concerning the in stitution of a specific arrangement of legal consultation and assistance at lehigh the forum approved the motion which william quay dean of student life rejected the first point of the motion was split into two parts the first of which said through a member or members of the pennsylvania bar it the arrangement should provide prompt and effective assistance in emergency situations such as arrest the administration has been making progress toward getting this system said noel but he added that the discrepancy falls in the second part which says in all other cases the arrangement should provide for adequate consultation through scheduled appointments on campus noel noted that at the march 26 meeting of the forum quay said that they were working on compiling a list of attorneys with which students could consult on legal problems noel added that this is not what the motion calls for accordingly noel presented the following resolution to the forum at monday's meeting be it resolved that it is the express feeling of the forum that the administration implement in due time for the commencement of the fall 1974 semester the legal action resolution as voted and passed by the forum at its october 1973 meeting especially with regard to section ib of the resolution . ." what bothered me was that the ad ministration agreed in october to this motion and in fact they still do said noel the motion noel made at monday's meeting passed by an overwhelming majority noel added that preston parr vice-president for student affairs said the administration would try to have this implemented by the set time amidon jones debate plans for renewal by geoff lewis david amidon lecturer in urban studies and reese jones president of the first valley bank met tuesday in a radio debate on wlvr-fm's newsmakers program the discussion centered around the renewal project now underway in downtown bethlehem jones is former chairman of the central business district renewal advisory board a group of residents and local businessmen appointed by the city council to help draw up renewal plans the result of their work is the broad st shopping mall and bank building amidon is leading a citizens group in opposition to the redevelopment plans including the mall and proposed hotel complex the new mall would be better labeled an activity center jones said in his opening remarks he emphasized the fact that the plan includes such things as a skating rink in front of the new first faculty to vote monday on new distribution plan by kevin flanagan the university faculty will vote on the new arts distribution plan on monday april bth if approved by the faculty the new distribution requirements will go into effect in june of this year there is no language or mathematics requirement included in the new distribution plan all students currently enrolled will have the option of completing their requirements under the old or the new distribution plan the new distribution plan has been approved by the arts college faculty and the educational policy committee the new plan would give students ex perience in each of the college's three fields of study natural sciences social sciences and humanities upperclass requirements would call for at least twenty hours in courses above the elementary level in areas other than the student's major the requirements are designed to be completed in four semesters john hunt dean of the college of arts and science said that the new distribution requirements achieve the goal of ensuring intellectual breadth while taking advantage of the college's new advising system which tailors the needs of the student to the system moreover he noted the system is simple and easily implemented anthony james associate professor of english said that academic advisors would not permit students to go through the university without being exposed to various disciplines easing the fears of some ed pol committee members that students could
