lehigh university brown and white 5m4331 vol 85 — no 44 bethlehem pa tuesday april •, 1974 . • ....-..•.. ........ ■-.. arts requirement proposal passed by university faculty by jefe bodenstab the university faculty yesterday ap proved the college of arts and science's new distribution requirements system by about a three to one margin the new system does not include a language or mathmetics requirement speaking in favor of the proposal john hunt dean of the college of arts and science reviewed the purposes of the proposal the old patterns had to re rationalize assumptions examined anew or patterns redesigned altogether if the college was to function responsively and competitively he said hunt noted that the problem of redefining values in the liberal arts was of national significance all individuals are not in support of the proposal he ad mitted but added we cannot remain responsible as educators if we allow the regrettable rhetoric of our opponents on an issue to surround us to such an extent that the issue is lost hunt discussed the advantages of the proposal by comparing it with tbe present system he noted that the new system did not require specific courses but insured the student of a broad background he added that it also placed sufficient rigor on courses outside the major and allowed students to pursue individual goals the new system he said continues the fundamental aims of a liberal education to develop the mind insure a grasp of the basic fundamentals and the mastery of a specific major he called the proposal our best collective judgement which has gone through the process of committees discussion and compromise albert wilansky professor of mathematics argued against the proposal stating that the faculty was acting largely on student pressure . quoting a brown university professor he noted that any future attempt to reim pose requirements would cause a minor revolution he cautioned the faculty against taking an irreversable step without the knowledge of a foreign language wilansky said you do not know english at all wilansky added that as a leading university in the northeast lehigh should consider the effect that it's decisions will have on high school foreign language courses carey joynt chairman of the depart ment of international relations contested wilansky's point stating that the faculty did not bow to student pressure two years ago and it is not bowing to it now he also noted that the distribution system could only work as well as the counseling system a substitute motion was introduced by sheldin radin associate professor of physics to give individual departments the right to regulate class size after ap proval by the college faculty ed pol and the university faculty the motion was defeated but a similar proposal will be considered at the next faculty meeting parr approves legal aid stand taken by forum by peter barry tbe university does not stand in loco parentis when you're at lehigh dean quay isn't your father we expect you to meet your obligations under the law and also are concerned that you get your rights said preston parr dean and vice president for student affairs when questioned about steps being taken by the university with regard to legal aid parr said there are two basic degrees of urgency when the need for a lawyer arises one case is for instance when you are arrested and there is no doubt that you need legal representation immediately he said the bail fund is a reasonable solution to this problem since it will take tm students and because it works with lawyers who are willing to take these types of cases parr said a less immediate problem would be for example trouble with a landlord when you aren't sure if you need a lawyer but need advice he said our hope is that we will have lawyers who will come to the campus . we haven't gotten into that yet " he added that some sort of fee would b4w photo by baiz preston parr parking meters purpose is packer avenue captain of traffic robert bennett stated that meters would be installed within the next few months on packer avenue bet ween taylor street and brodhead avenue on brodhead avenue between morton street and packer avenue on morton street between brodhead avenue and webster street and on part of webster street the meters will be ten-hour meters with a rate of five cents per hour according to bennett edward j downing chairman of the bethlehem parking authority said parking meters are being installed all over the community to alleviate the flow of traffic and to gain extra revenue for the city he said that a possible future project is the building of a parking garage in the south side near the lehigh campus amidon said he felt the installation of parking meters was a good move politically in that students may hold one or two angry meetings about the parking meters but they would not put up any great opposition commenting about the equity of the situation amidon said that on library to be automated by new century fund by linda bondemore funds amounting to 1,500,000 have been designated for library resource development by phase i of the new century fund this allotment will be used to automate some library services in cluding purchasing circulation and the card catalog plans for library development were discussed at a meeting of the development subcommittee of the administration committee of the forum the university has already invested more than 277,000 installing circulation control and acquisitions systems leadermart a fully automated in formation retrieval system was developed for the mart library under the sponsorship of a 1 million grant from the national science foundation there is a proposal to combine the resources of the university library computing center and center for in formation science in an effort to link the various functions of university libraries to provide a totally integrated system such a system would serve a three-fold purpose to establish a higher level of management control to provide improved library . services and to enhance the library's ability to meet the demands for resource sharing with other institutions various elements of the proposed system include : conversion of the catalog to machine readable form which can then be accessed via computer by the professional library conversion of the catalog records along with the necessary boundary and subscription information to maintain and manage this collection ef fectively providing computerized control of the 1,000 new issues each week to the library's periodicals newspapers and annuals replacement of the semi automated procurement records with an gov shapp and proxmire to speak at u there will be three programs featuring political speakers on april 16 and 17 on tuesday april 16 a debate between herbert denenberg and peter flaherty two major candidates for the democratic nomination for u s senate in penn sylvania will be featured in a candidates night on april 17 milton shapp governor of pennsylvania will give a presentation on that evening william proxmire d-wis will be the forum convocation speaker herbert denenberg insurance com missioner for the commonwealth of pennsylvania served as insurance ad visor to mayor walter washington of the district of columbia and consultant to the u s departments of labor justice transportation and other government agencies and consumer groups denen berg served as research director and special counsel on the president's national advisory panel on insurance in right-affected areas from 1967-1968 he was special counsel to the general counsel of the john f kennedy center for the performing arts from 1966-71 he is co author of the puerto-rican no-fault in surance bill the first no-fault bill ever passed in u s jurisdiction in 1968 denenberg received a ph d in applied economics-insurance from the university of pennsylvania master of laws from harvard university law school a b s in social sciences from john hopkins university and a j d in law from creighton university law school denenberg became insurance com missioner in january 1971 following
