foreign language is taking a stand in opposition to the proposed motion to change the language requirement their opposition however is not cen tered on the actual requirement in credit hours but rather on who proposed the motion and the reason for the proposal anna herz chairman of the department of modern foreign language said that in all the commotion of changing the language requirement her department seems to have been overlooked no one has asked us how we feel about it she said the motion created by douglas d feaver professor of classics and edna s deangeli associate professor of classics may come up against stern opposition at the next arts and science college faculty committee meeting the motion to change the language requirement to a maximum of 10 credit hours from 17—18 credit hours argues that though of great importance to cer tification of language competency proficiency is not necessary to the concept of distribution the proposal states that in the case of a language begun at lehigh three courses will be required in those languages offered on a 3-3-3-3 sequence for languages of fered on the 5-5-4-3 sequence two courses will suffice anna herz chairman of the department of modern foreign language said there is definitely a problem because the language requirement issue is raised year after year however mrs herz said let's look at the whole problem of requirements it is not going to be solved by the number of requirements that someone has to take and it is certainly not going to be solved by just chipping away at credits according to mrs herz every educated american should have a passive or active communicative pattern which is not his or her native one she also said that she supports professor of history charles l tipton's point of view on the proposal tipton who is chairman of the arts and science college faculty committee stated when the language requirement motion was brought up that he is in favor of a language requirement a man of letters should be able to read in a language other than his own the arts student needs a broad general education and that em phasis should be on the language not the culture mrs herz stated that the proposal is approaching the language requirement problem from the wrong platform people in our department are doing an informal study of students in classes to see how many students are taking language courses as a requirement they are also asking if the students are satisfied with the way their program is being run she said mrs herz said she feels that the modern language divisions should initiate action together with the students if we must i say get rid of the requirement but i do wish the action would have been initiated by someone in our department victor m valenzuela professor of spanish said i feel that the whole issue has been distorted and blown out of proportion when the issue is presented on the floor of the arts and science college faculty committee i will make my position clear according to valenzuela law school needs state money to be viable entity provost says by jeff bloom albert c zettlemoyer vice president provost said he foresees financial ob stacles which could hurt lehigh's chances of starting a law school he said in an interview thursday i think there is a very good chance we won't see one i'm distressed by state funding of higher education — it was the lowest per capita of any state last year zettlemoyer also said the chances are only good if we could find a new monetary input i think the financial problem is one we must face up to the pennsylvania state master plan said zettlemoyer is the best hope for raising the needed law school capital without the state master plan's aid he said the outlook for a lehigh law school is glum alumni contributions towards a law school are not being asked because the university is concentrating its efforts in the new century campaign the problem of raising the needed capital to start a law school comes as the university's new century campaign is getting off the ground therefore as it now looks unless its monetary needs are fulfilled from means separate from the new century campaign the law school would serve as an extra burden upon the university and according to zettlemoyer the administration would decry it the administration appears to be op posed to adding the financial needs of a law school to the new century campaign zettlemoyer said you can't keep changing your game plan other than the problem of initial capital needs zettlemoyer said he sees many difficulties which must be solved before a law school is begun he said we shouldn't go into it without certain barriers being crossed it's not a question of accepting the idea of a law school it's accepting it the right way according to the provost there is a very tight supply of good faculty for a law school also law school faculties are very well paid better than the un dergraduate schools the dean of a law school has to be a very able charismatic attractive per son said zettlemoyer he must be able to attract a good faculty zettlemoyer also said i don't think lehigh should begin unless it can get a more than adequate dean it is essential according to zettlemoyer for a law school at lehigh to have an ex cellent library and librarian law schools are judged strongly on their libraries and zettlemoyer said that should lehigh start a law school we want to be in the top sector of law schools the provost said he is also very con cerned that a lehigh law school be as integrated as possible with the un dergraduate schools and the entire university community he said the results of his survey of department heads showed dr anna herz albert c zettlemoyer forum members not apathetic dinsmore says by beth troy non-attendance does not necessarily indicate non-interest said forum chairman george dinsmore regarding recent difficulties in reaching a quorum at forum meetings dinsmore said that the failure of forum members to attend the meetings is due to the scheduling of many evening classes and other conflicting activities rather than to apathy among forum members dinsmore also said that part of the problem is that the forum is working too well because controversial issues are resolved in committees before being brought up for discussion in the forum itself it now serves primarily for ratification he pointed out that in the earlier days of the forum the law school proposal would have caused a knock down drag out debate instead said dinsmore the motion was passed almost unanimously with little debate because the priorities planning and resources committee had investigated the issue so thoroughly beforehand treasurer glick explains budget shortage recovery by ed fiedler up until this year the university was able to meet its budget requirements from the endowment fund by just using the income received from interest ' and dividends on the endowment fund ac cording to elmer w glick university treasurer glick said that the operating budget for this fiscal year called for a total of 1.4 million in endowment income due to changes in the investment of the en dowment fund he said we were short 70,000 the finance committee sold off a lot of its cash items which were yielding about six per cent and they used this money to buy for the most part growth common stocks yielding under two per cent he said investing endowment funds in high yielding securities as has been done in the past might produce more current returns in the form of dividends and interest glick explained but over a period of years it will result in a significant reduction in the amount of principal due to inflation the funds shortage immediately spotlighted the fact that there had been changes in the investment of the en dowment fund and glick said somehow we had to make up 70,000 ; we couldn ' t live without it the entire scope of the total return concept as it might apply to lehigh was reviewed at the january meeting of the board of trustees the total return concept includes using capital gains of the en dowment fund for operating purposes the concept was adopted and as a result we can expect on the basis of our present estimates that we will be taking 70,000 this year out of capital gains in the en see law page 5 see budget page 4 see language page 5 see election page 5 parking the forum parking committee will hold an open hearing at 7:30 p.m tomorrow in the osbourne room of uc anyone interested in the parking committee's report which includes proposed parking registration fees from 3 to 10 and increased fines for multiple of fenses is invited to attend
