and the fact that some fraternities never joined die system it seemed questionable whether or not the fsa was really providing any worthwhile services to u fraternities the facts end flmm ate t fsa to be operating very efficiently and c close survey reveals that tradition and personality conflicts are the main reasons why every university fraternity is not a member one of the bt~est gripes against the fsa has been the seven per cent service charge applied to money spent by the fraternities through the system the ssves per cent figure is fcesed on the 26,000 ownr-hw budget ot tte fsa to obtain this money a service charge must be placed on the approximately 375,000 which the organ nation handles each year for the member fraternities according *> merrls keen fsa manager this budget will de reaucea sunmraiiy nn ye»r 7 iii ushsuvu of the loans which were made to secure orcant zing funds ac a result the service charge should drop one per cent presently all houses can receive a one per cent students for a democratic society sds hayden will speak at 7:30 p.m tuesday m packard lab auditorium the confrontation is supported by the u.s anti-communist congress wash ington d.c c off man said that there are approx imately 10 members on his committee and he hopes to recruit more the demonstrators plan to distribute a list of seven questions that will be asked of hayden to all attending his lecture m packard lab the demonstrators will carry american flags and posters with a hammer and sickle crossed out to sym bolize that they stand behind american policy coff man said that as believers m free speech they will not try to disrupt hayden s speech he said " people like this should not be invited to speak but since some people do want to listen to him we shall not censor mm by booing and shouting 1 according to casey cogut chairman of the arcadia lecture committee hayden will arrive m the afternoon to address two classes at 4x15 p.m there will be a question-and-answer session m the u.c osbourne room hayden will speak on the new left at ms lecture tuesday night rogers barry former leader of the local chapter of sds will accompany hayden during most of his visit barry said that he knew of no pro-hayden demonstration under consideration he said the idea of a demonstration is pretty ludicrous for a change we can laugh at them the anti communist league headed by former fbi agent herbert a philbrick released a statement on behalf of caff man's committee declaring that hay den's moral intellectual and patriotic standards are far below the minimum which should be required to speak at this or any other campus the statement of the league accused hayden of being a self-confessed quisling traitor and collaborator of the red fascist ho chi minh hayden has been wined and dined by the communists end has accepted blood money from the communists according to coffman the seven ques tions that hayden will be asked will reveal his true philosophy coffman expects that this will help to counter any emotional appeal of hayden s which may snow the audience one of the questions the committee plpns to ask concerns this dilemma if hayden desires to overthrow the establishment and if he repudiates marxist-leninist philosophy what system of government does he advocate for the united states the other questions concern the moral values of the new left and their relation ship to the movement's stand on vietnam they will ask about hayden s stand on the atrocities committed by the viet cong the right to dissent m communist countries and the question of honesty on the part of for selecting the university's fraternity men another motion to end salting passe at the meeting the blackball motion which has bow been tabled three times will probably not be acted on for some time the ifc wants to have the opinions of the faac fraternal alumni advisory council on the blackball before taking any affirma tive action several representatives also expressed a desire to get the opinions of their brothers alumni ikj national organizations before committing them selves on the issue sandy mcconnell ifc president ut early april aa a likely time tor the next vote on the blackball the ifc did however hold a straw vote on the 80-10 criteria for selection a 20 per cent negative vote would reject a prospective pledge the results were 17 m favor 11 against with one absten tion since 20 positive votes are needed to pass such a motion it appears that the ifc may reject the 80-10 criteria when asked about the results of the straw vote after the meeting mcconnell said that fraternities are unanimously opposed to the blackball but don't wish to have their selection policies deter mined by the ifc the hazing motion defined hmslnf as h . . • any action taken or situation created intentionally whether on or off fraternity premises to produce merital or physical discomfort embarrassment harassment or ridicule such activities and situations include paddling m any form also mentioned are creation of excessive fatigue physical and psycho logical shocks quests treasure hunts scavenger bunts road trips or any other such activities carried on outside the ' confines of the bouse publicly wearing apparel which is conspicuous and net normally m good taste engaging m public 4uot and buffoonery sssrsis dsgrauing or humiliating games and activities and any other activities which are not consistent with fraternal law ritual or policy or ins regulations and policies of the educational institution in order to give the new rule some effectiveness the ifc created a pledge board-that would investigate complaints from any source concerning violation of the no-hazlng rule in other business the ifc set up a fact-finding committee that will investi gate charges of
