this is how lt col carter w clarke describ ed present u s objectives in viet nam during his talk monday in packard lab auditorium clarke former chief of the combined operations center of the u s military assistance command in viet nam spoke to a near-capacity crowd con sisting mainly of rotc students using slides he described the means by which the military is trying to win the war clarke said the special forces units are used to train the local people to defend themselves against the viet cong and also help to build schools medical facilities and recreational areas the special forces units are situated so as to break up the supply routes of the communists clarke said that the u s mission m viet nam is both adlvsory and operational the advisory capacity the main one until recently ranges from the high command down to the battalion level the increasing operational mission has now reached direct confrontation between viet cong and ameri can forces the " rural reconstruction plan was described as a three-step approach to stabilizing an area first m the " clearing phase troops are employed to clear the viet cong out of an area the " securing phase returns the area to normal in the develop ment phase military forces leave the area to civilian control and an attempt is made to better the lot of the people clarke repeatedly emphasised the importance of winning the support of the people in noting the sharp increase of terrorist activity by the viet cong clarke remarked " the viet cong are playing the same game we are — population control this is what the war is really about clarke noted that suggestions for the use of 9 theta xis lost everything in fire this week has been a busy one for the brothers of theta xi fra ternity whose bouse was gutted by fire early sunday morning the brothers have spent the week sifting through the ashes and debris searching for personal effects which might be salvageable nine of the brothers lost everything they owned six of the nine lived on the third floor which was completely destroyed the other three lived on the part of the second floor that was gutted the house was described as a total loss by james young 66 president of the fraternity " the only thing that's holding up the house is ice he said " when the thaw comes the ice m the walls will melt and the structure will probably collapse only the brick parts will remain standing ground was recently broken for a new theta xi house in sayre park the old house was to be turned over to the university for a reported 55,000 after completion of the new house is completed some members of the house will be studying for exams this year with notes donated by other fraternities through the ifc the fire started about 6:00 a.m sunday morning probably ori ginating m a pile of mattresses on the back proch according to fire officials the mattresses were used m warm weather for sleeping out on the porch young conjectured that a cigarette might have found its way into the pile starting the blase after an investigation this week the bethlehem fire marshal de clared that there was no arson involved 1 young said robert h comstock 66 helps his theta xi brothers clean up park house to make it livable their former bouse was gutted by fire last sunday they will reside at park house until their new house m sayre park is completed later this year cctv fate is postponed by ed jackman the dodecagrand grappletube committee has postponed any de cision on the project for over a month the " do committee was to have made a " go or " no-go decision wednesday based upon results of the advance ticket sal the committee had hoped to have raised 8,000 by this week that figure was not reached as tom lane chairman of the com mlttee put it " we didn't even come close of the 6,000 worth of tickets that the committee had hoped to sell only 1,500 were bought the only bright spot in the whole picture is that the committee expects no difficulty in selling the 2,000 in advertising tom lang attributed the small advance sale to the fact that people didn't realise that they would have only that one chance to buy their tickets lang said that they must now overcome student apathy supported by their sponsors rhc and the class of 67 the com mittee composed of tom lang robin miller and marshall frost voted to continue the project according to lang ticket sales would continue up to the week of feb 14 tickets ran now be purchased at the student activities desk on the four days immediately before the end of the sale the committee plans to have representatives knock on every door on campus m one last effort to sell the tickets . . lang said that the majority of tickets purchased so far were sold to residence halls students the freshmen in particular have supported the project he stated blood for viet nam drive - this joint venture by phi gamma delta and sigma alpha mu together with the red cross is scheduled for march 14 from the left are bill rixzo phi gam dean preston parr bethlehem red cross blood program director nissley dick rixzo phi gam and bob field sigma alpha mu all participants under 21 must obtain parental permission to give blood lewis discusses faculty salaries lehlgh faculty salaries are rising a proposed increase of ap proximately 6.65 per cent would bring the salaries at lehlgh to a substantially higher level m the academic year 1966-67 these plans were announced wednesday by university presi dent w iteming lewis at a meeting of the american association of university professors aaup in the university center at present lehlgh is given a " b rating on the aaup pay scale for the three professorial ranks and an a rating for the rank of in structor aaup ratings are made independently for all faculty ranks and range from aa to g dr lewis topic was " towards a more rational approach to salary administration he stated this is not to imply that we have not been rational m the past however he suggested that the approach should be re-examined he noted that we may agree that the majority of the faculty is not motivated primarily by economics but a careful handling of salaries is important to the welfare of the uni versity lewis then went on to discuss some general aspects of salaries he pointed out that the cost of liv ing influences the amount of mom y faculty members should be paid lewis then switched to thndiffi cult subject of determining how much an individual faculty member should be paid he ald that a sys tem taking merit or value to the school explicitly into consideration is desirable the heads of the various departments will be asked to make an explicit merit rating of the men in their departments this rating will be a factor m deter mining the increase m salary lewis stated that unless we take merit into account we will put lehlgh on the road to mediocrity or worse it would be easy but un desirable to base raises on purely mechanical calculations he added see colonel page 6 notice the
