7 paul henri spaak began this year's series of blausteln lectures yesterday by tracing the diplomatic events surrounding world war it which ultimately forced the free western nations into a defensive alliance against the soviet union dr spaak stated that at the dawn of world war ii there was a complex international situation ... m which the west had to choose between hi tier ism and communism after the failure at munich however it became clear to england and france that they must align with russia but germany also wanted an alliance with the soviets to avoid a two-front war spaak said russia knew that she held the upper hand spaak added and m august 1939 she sided with germany then for nearly two years the soviets sat back and watched while hitler over ran europe but when hitler turned on russia m 1941 the soviets sought an alliance with the western powers spaak said that when the gerfnans were finally defeated at stalingrad crowds m england's streets openly cheered stalin's name — """" spaak said that at this point m the war relations between the soviet union and the west appeared to be on fairly solid ground and that the conferences at teheran at the end of 1943 were " cordial . however he added that stalin was already seeking concessions from the united states and england m the moscow conference at the end of that year and that stalin was led to understand " that he would have a free hand m future negotiations continuing from the moscow conference spaak cited the continued instances of stalin's diplomatic duplicity early m 1945 the russians recognized the polish lehigh paul henri spaak this year's blaustein lecturer discusses the history of the atlantic alliance m his two initial lectures yesterday tonight he will discuss the atlantic crisis and tomorrow's lecture will be on european unity " peace has been maintained western defense is better organised and many other political problems have been solved the atlantic alliance is going to leave a new page in history on this optimistic note paul henri spaak concluded his second lecture the atlantic alliance at work last night tracing the history of the atlantic alliance from its origin m 1945 spaak emphasized that for the united states the formation of nato completely changed u.s policy and brought an end to isolation once for all noting the strange fact that the charter of nato was made public two weeks prior to its signing he explained that it was necessary to prepare americans for the new responsibility they had to assume referring to alledged charges made by the soviets immediately after the ratification of the nato charter spaak said that there were no grounds whatsoever for an accusation that the alliance violated the charter of the united nations he added that at no time were there any plans for aggression against the soviet union or any of its european satellites according to spaak nato has always discouraged aggression so that it will be in a position to discuss problems arising with the soviet union turning to the text of the charter spaak said that goegraphlcal provisions limit the jurisdiction of the alliance and that every major crisis lnc 1949 ha occurred outside of that jurisdiction he added that each crisis has m some way affected the member nations according to spaak the alliance's most important a new walk no one knows over the weekend surveyor's stakes appeared between the uni versity center and packard lab from this evidence it would seem that the proposed walkway be tween the two buildings is becoming a reality but is it no one knows the sudden appearance of the stakes is shrouded m mystery even for members of the administration elmer w gllck university treasurer said he knew of no contracts signed for the actual building of the walk both paul j franz vice president for development and charles a seidle vice president for administration have recently been out of town and said they do not know anything about the stakes however franz noted that perhaps one reason the construction of the walk has been delayed to date is the proposed plan to eliminate campus traffic m the future if such a change were to be made the newspaper m pennsylvania nearly failed from financial duress earlier this month as reported by the b&w only the last-minute generosity of the ad ministration there — at the urgent plea of the pard student government -- has given the lafayette an at least temporarily extended lease on life news that the administration of the college dipped into its funds to fend off oblivion for " lafayette followed mrs winchester's ben evolent gesture of concern however but as the latest word from student sources at the easton campus is that publication of the paper there on a limited basis is assured only iiu uiu'ii this semester kanes has risen to the spirit of the occasion " let's show what the lehigh alumni and the rest of the university community is good for kanes remarked sunday night as he sat down to poke away at his trusty scm as the checks arrive m response to the appeal spurred by a lehigh mother kanes said the b&w will report the tally and immediately forward all moneys to the slowly strangulating student voice on college hill contributions from the lehigh family might even make it possible for the pard journalists to publish their annual special graduation edition or to reinstate other activities cancelled by the thread-bare solvency of " lafayette dear mr kanes the b&w of friday april 14 1967 arrived today and i was shocked to read about the " la fayette campus newspaper fall ing on unfortunate times it would really be a very sad thing i feel for lafayette to lose their student paper therefore i am sending five dollars 5 to you for the " lafayette and i hope many people will respond with a contri bution would you be good enough to see that it reaches the proper person and tell them that it's from a parent lehigh who firmly be lieves m student newspapers as being an indispensable part of college or university life i'm sure if enough people would pitch m to give them " a hand things will work out for them you are to be congratulated for giving it the
