duncan's report favoring need-based scholarships the decision had to be made lehigh's athletic director john whitehead said i think it was made for the benefit of the entire university i don't think it was anything against wrestling whitehead sympathizes with the wrestling program which had been able to give scholarships above need for an 18-month trial period but he places the school as a whole ahead of the sport we do have a great wrestling tradition and it would be nice to maintain that but i don't think at the expense of the university the great tradition of lehigh wrestling was one of the main com ponents of duncan's report the vice president for student affairs wrote that she has full knowledge the impact of her report will change the wrestling tradition as we have known it wrestling coach thad turner admittedly disappointed with the recommendation echoed those sen timents i guess i'm concerned that just like marsha duncan said in her report i don't think the wrestling policy of promoting relations with the business district bordering its campus according to several fourth street business proprietors the university never followed up on its promise made more than three years ago fourth street's economic expansion occurred naturally despite the lack of effort on lehigh's part however the form this expansion assumed indicates a direct relationship with proximity to the campus the economic history of south bethlehem is comparable on a smaller scale to that of america as a whole according to david amidon director of lehigh's urban studies program until the 19305 the town was completely farmland a zinc refinery converted to an iron refinery in the 40s was the region's first basic metal industry and marked the transition to a residential area he said business took the form of a network of peddlers buying and selling wares eventually an outlet center was established on south mountain as a distribution point for peddlers mer chandise amidon recounted as a result many former peddlers founded businesses and situated them selves down the hill in the area of fourth street then in the 1850s and 60s fourth street experienced a raging economic boom and in 1866 asa packer planted a university in the midst of this boom town significant changes since the 19th century in the types of establishments on that required in the college of arts and science the need for the change arises from a concern of the college faculty and an ac creditation team that our minimum grade point average currently 1.7 is the lowest of schools to which we have compared ourselves the proposal stated other factors remaining constant about 6 percent of the students would be af fected therefore if the rule took effect immediately assuming enrollment figures do not change drastically by 1991 about 26 students in the engineering college would not graduate we did look very carefully before proposing the change at what students would be affected donald bolle dean of the engineering college said also effective with next year's freshman class a grade of c or higher is necessary in each prerequisite or required course for an engineering major currently the proposal stated students are supposed to get approval from their advisers in order to use any grade of d to satisfy a prerequisite the third change effective with the monday afternoon meeting and
