revolution will occur if the free world does not take a major role in the tran sformation of south africa according to lincoln university professor subrisiso nkomo nkomo chairman of the public affairs and political science department at lincoln discussed the future of south africa and the migrant labor force wednesday in the university center nkomo said he strongly believes that the people in the united states can change the government in south africa although many south africans feel differently black south africans believe that the united states is irrelevant now in south africa he said according to nkomo a zulu native of south africa came to the united states in 1978 black south africans thought the united states represented democracy he said however that when he returned to his native country in 1984 many black south africans were questioning the motives of americans he added that in his most recent visit last year and currently blacks there see america as an imperial force according to nkomo the meeting last week between secretary of state george shultz and african national congress anc leader oliver tambo suggests a collapsing south africa the united states has been secretive in their dealings with other countries he added as evidenced by the iranian scandal now the south african government may be looking to the united states for help some of us speculate that the meeting was orchestrated by south africa nkomo said government officials there have created a monster and they need someone to come in and negotiate on their behalf while many governments reject the anc because of its communist ties nkomo said acceptance of the group is important to the future of south africa the free world has to embrace the african national congress the anc was founded in 1912 and until 1960 it was peaceful then the government cracked down on black south africans and the anc under the direction of nelson mandela resorted to armed struggle they were motivated by the fact that south africa was a violent state he quoted nelson mandela that a government which uses force to control its people teaches people to use force to control its government the anc is not a puppet of the soviet union nkomo stated but has looked there for help since the united states has seemed to support the south african government he pointed out that america became allies with the soviet union in world war 11 and black south africans do not understand why the united states would reject them for doing the same thing the south african government is trying to avoid the lebanon situation nkomo said black south africans cook for and take care of the white children they could release their weapons easily he said and the anc is trying to prevent this possibility the anc and other groups are preparing for a south africa without apartheid the center cannot hold in south africa nkomo said the country has been rendered ungovernable and new systems of government must be developed south africa cannot develop at the expense of the other south african countries but current development has hurt blacks who have been relegated to homelands within the country election of ifc officers to take place tomorrow by tom johnson brown and white news writer elections for the new interfraternity council ifc executive committee officers will be held at 7 p.m tomorrow at chi psi fraternity ifc secretary scan kelly said candidates will run for the positions of president vice president secretary treasurer and judicial chairman all com mittee chairmen including rush social housing scholarship publicity faculty relations and community relations along with the judicial committee will be appointed by the new officers nomination forms for each candidate were submitted at the last ifc meeting and have been distributed to each fraternity president the presidents can review each candidate's qualifications including previously held offices and other leadership experience the house presidents vote to elect the new officers and ifc president robert ripp has a deciding vote in the event of a tie two candidates are running for president they are juniors christopher clark alpha sigma phi and scan kelly lambda chi alpha the vice presidential candidates are sophomore jeffrey eichman alpha tau omega and juniors john heist phi kappa theta thomas lechard delta chi eric maurer pi kappa alpha bruce moloznik sigma phi richard potts phi sigma kappa and michael rinaldi alpha tau omega the two candidates for secretary are sophomores gregory cote pi kappa alpha and brennan hinkle sigma phi epsilon junior andrew horning chi psi is running unopposed for treasurer juniors stuart dweck sigma alpha mv and christopher surgent theta xi are running for judicial chairman ba w photo by mary ralston daren queenan who became lehigh's all-time leading scorer earlier this season had 36 points against rider saturday night parking fines to go up forum restructure set by rich rosier brown and white news writer beginning with the fall of 1987 all parking violations subsequent to the third will be fined a minimum of 30 for each time observed and ticketed according to a resolution passed by forum xvii thursday the purpose of the resolution is to free up spaces on lower campus by using financial leverage according to chris christian manager of transportation services christian said that illegal parking by on-campus residents is a problem for faculty staff and students who live off campus but need to park on campus he added that the plan is to increase ticketing efforts with the goal of reducing the number of tickets issued the forum also passed a resolution to restructure the governing body into three independant bodies a forum a student representative body and a faculty representative body that will be developed independently by the faculty the new structure is scheduled to be implemented by the spring of 1988 in the president's report president peter likins praised the student body claiming that the recent bid weekend was the best ever and without unfavorable incident the president also spoke on a meeting he had with the board of directors of the alumni association which he said expressed the view that changing lehigh's nickname would be a good idea but also some nervousness about the timing of the change the board expressed reservations of the use of the nickname packers likins said he also commented on trie proposed stadium claiming local newspaper articles concerning these proposals have been inaccurate likins reiterated brown and white ar ticles saying the trustees authorized a design and fun draising proceedings not construction of a 5-million stadium likins predicted taylor stadium will be demolished by the fall of 1988 thereby making room for the proposed business college building arts center parking structure and an additional academic building see apartheid page 9
