underage drinking passed the pennsylvania house of representatives on oct 15 rep william rybak d-northampton county said the bill must still pass through the senate and be approved by governor dick thornburgh before it becomes law the bill affects both the pocketbook and license rybak said he stated the bill's penalty for the first offense is a fine of no less ' than 500 and no less than 1,000 for sub sequent offenses the offender also loses his driver's license for 90 days for the first offense a year for the second offense two years for the third offense and until the age of 21 for the fourth offense if the offender has no driving permit he becomes ineligible to get one for the same time periods campus police chief eugene dax said the current laws are enforced at the university but emphasized that campus police must be called to the scene to enforce the law we don't go around checking iden tification cards or parties dax said it would be impossible to do that we don't have the time or the manpower if the campus police are confronted with a cause we will enforce the law and react to the situation he viewed the bill as a potential law which if passed campus police would enforce on the lehigh campus rybak said the bill's severity was debated for over two hours on the house floor rybak voted in favor of the measure along with 108 other pennsylvania representatives only seven representatives opposed the bill he said if approved by the state senate and the governor bill 843 would affect people under 21 who possess consume or transport any alcoholic beverage rybak said it would also apply to drunk drivers people carrying false identification people serving or selling alcohol to minors people at parties where alcohol is being served even if they have not been drinking and people in cars which are transporting alcohol if the offender is under 21 he said rybak said this would be enforced across the board and courts would have no authority to reduce the fine or penalty although he in dicated the fines and penalties could be reduced as the bill goes through the senate anything could happen he said according to rybak pennsylvanians of all ages want tougher laws on underage drinking he pointed to the growing activity of groups like madd mothers against drunk driving and sadd students against drunk driving he said he supported the bills and un derstood why they were made it was born out of the concern that we're losing too many of our young people to the slaughter on the highways rybak said rybak indicated that some have critized the bill for treating underage drinkers who are miles away from a car the same as drunk drivers they're technically correct but i think that they're stretching it any sensible arresting officer would apply a different law in those cases rybak said faculty students continue star wars discussion by lori soderlind managing editor editor's note this is the last of a three-part series on sdi research at lehigh among lehigh's administrators faculty and students varying views on the scientific and philosophical ethics of the strategic defense initiative filter down to one essential question is it the place of university researchers to solicit or accept grants generated from such a politically controversial project metallurgy professor wayne kraft has suggested * there should be a debate on campus to see if this is the kind of thing we want to be involved in cer tainly such a debate would generate heated discussion on all levels of sdi or star wars research ranging from the intrinsic interests of scientists and researchers as physics professor yong kim has suggested to the moral dimensions of the project as kraft has argued president peter likins who said he will be at tending an upcoming meeting of sdi representatives and university presidents to clarify the controversy stemming from sdi research grants said he feels very strongly that there has been an enormous amount of confusion on the issue likins stressed the possibility of restrictions on publishing the results of sdi funded research as the only issue of importance in soliciting sdi funds calling possible retroactive classification of sdi research nonsense j likins said this problem has been set aside there will be no restrictions although no lehigh faculty members have drafted official proposals for the funds pre-proposals have been submitted to sdi and announcements are expected in the months ahead likins explained that he is completely comfortable with the possibility of sdi research at the university in the present situation our agencies do research for the dod department of defense but they don't come to universities to make gun barrels likins said the research is of a significantly general nature because of the orientation of the present ad ministration the money is more likely to go from congress to professors through the hands of the military he said the research money has unduely been tainted by the politicizing of the process however to faculty opposed to sdi research the issue extends beyond this practical analysis to the opposition the eventual military applications of sdi funded research bears strong importance a petition against soliciting sdi research is currently circulating among lehigh's scientific and engineering faculty which charges that the star wars program will only serve to escalate the nuclear arms race and represents not an advance toward genuine security but rather a major step backwards kraft one of approximately 10 petition signers said the project is destabilizing nationally and will accelerate the arms race international relations professor carey joynt explained that sdi is clearly being used as a bargaining weapon in international arms negotiations although it is impossible to monitor or inspect the progress of classified research joynt said both the united states and the soviet union are working on similar projects and that both sides are going to continue this work political analysts are no closer than scientific faculty to consensus on sdi whether or not the star wars defense system will work or is even worth researching essentially depends on who you listen to said government professor donald barry the reagan administration says sdi will have a positive effect because it is defense however barry explained
